Full Job Description

Job Summary

The Assistant Program Manager supports the overall operation of a residential reentry center serving adults under the supervision of the Federal Bureau of Prisons. This position assists with program administration, staff supervision, case management oversight, regulatory compliance, and the delivery of evidence-based reentry services. The Assistant Program Director partners with the Program Manager to ensure a safe, professional, and effective environment for residents and staff while maintaining compliance with agency, contractual, and regulatory requirements. This position also serves as the acting Program Manager during periods of absence and participates in an on-call leadership rotation.

Essential Duties and Responsibilities

· Assist the Program Director with the day-to-day operations of the residential reentry center.

· Assume Program Director responsibilities during periods of absence.

· Supervise counseling staff and provide supervision to direct care, support, and residential staff in the absence of the Program Director.

· Conduct regular staff meetings, coaching sessions, and performance discussions with case management staff.

· Support recruitment, onboarding, training, and development of employees, interns, and volunteers.

· Participate in employee performance evaluations and corrective action processes assigned.

· Conduct intake screenings and assessments to determine resident appropriateness for placement.

· Coordinate admissions, resident orientation, and transition planning.

· Administer and review risk and needs assessments and ensure appropriate service planning.

· Facilitate Program Review Team meetings and monitor resident progress toward identified goals.

· Provide individual case management and crisis intervention services as needed.

· Monitor treatment programming to ensure services are evidence-based and aligned with contractual requirements.

· Audit resident files and electronic record systems to ensure accuracy, completeness, and compliance.

· Monitor documentation standards and ensure staff compliance with agency, licensing, and funding requirements.

· Assist with quality assurance activities, program audits, and corrective action planning.

· Serve as a liaison with the Federal Bureau of Prisons, community partners, service providers, and referral sources.

· Coordinate activities related to resident employment programming and community reintegration services.

· Assist with emergency response, incident review, and facility safety procedures.

· Participate in an on-call rotation and respond to emergencies outside of regular business hours.

· Attend required meetings, training, and professional development activities. Serve on agency committees and workgroups as assigned.

· Foster a culture of accountability, inclusion, professionalism, and employee engagement.

· Perform other duties as assigned.

Required Qualifications

· Bachelor’s degree in social work, criminal justice, or a related human services field.

· Minimum of three years of supervisory experience in a residential correctional, reentry, or human services program.

· Demonstrated knowledge of correctional populations and evidence-based practices.

· Experience in program operations, staff supervision, and compliance monitoring.

· Strong understanding of case management practices and reentry services.

· Ability to meet all WCS and funder background checks, drug screening, and employment requirements.

· Valid driver’s license, automobile, and insurance meeting agency requirements.

· Program-specificknowledge

o Thorough knowledge of residential corrections, reentry programming, and/or Bureau of Prisons compliance requirements.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met to successfully perform the essential functions of this job. The employee is regularly required to sit, stand, walk, climb stairs, and use a computer for extended periods. The employee must be able to respond to emergencies, including evacuations, and perform CPR and first aid if required. WORK ENVIRONMENT:

Work is performed in a residential correctional and supportive housing facilities with moderate noise levels and frequent interaction with residents and staff. The position also includes office-based work and community engagement. Travel is required for meetings, trainings, and program needs. A flexible schedule, including evenings, weekends, and on-call responsibilities, is required to meet the needs of a 24/7 operation.
