GENERAL STATEMENT OF DUTIES
Position performs complex professional personnel work in the administration of the human resources program in the areas of benefits within the Human Resources Department.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class demonstrates analytical skills by successfully handling complex issues related to benefits administration. The employee exercises judgment and discretion in applying and interpreting personnel and departmental guidelines; communicates effectively with employees and with management on a one-to-one or group basis; makes and communicates decisions; works independently. Work requires frequent and regular contact with customers both inside and outside of direct reporting relationship. The purpose of the contact is to address specific issues and/or general policies. Work is performed under the general supervision of a Human Resources Manager.
DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks

Administers assigned functions (benefits administration)

Collects and analyzes statistical data in assigned functional area(s).

Tracks trends and developments in assigned functional area(s).

Conducts studies, performs research, and prepares reports.

Reviews, interprets, and recommends policy and procedure improvements.

Participates in working groups and committees.

Leave Administrator and ADA Analyst
The HR Leave & ADA Analyst is responsible for coordinating employee leave programs and workplace accommodations in compliance with federal, state, and local laws and County regulations. This position serves as the primary point of contact for employees and supervisors regarding leave administration, including the Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and related leave programs.
Work involves reviewing leave requests, maintaining accurate records, ensuring compliance with legal requirements, communicating with employees and supervisors, and supporting an employee-centered leave process while protecting organizational compliance and consistency.
Leave Administration

Reviews FMLA requests and determine eligibility in accordance with applicable laws, policies, and procedures.

Provide employees and supervisors with guidance regarding leave rights, responsibilities, timelines, and required documentation.

Issue required notices, designation forms, and correspondence related to leave administration.

Track leave usage, intermittent leave, return-to-work dates, and exhaustion of leave balances.

Maintain accurate and confidential employee medical and leave records in compliance with HIPAA and applicable confidentiality requirements.

Coordinate with Payroll, Benefits, supervisors, and department leadership regarding leave and pay status.
ADA & Accommodation Coordination

Serves a primary point of contact for ADA inquiries and sends out the ADA request for accommodations notice and medical certification form(s)

Coordinates with the Employee Relations Team to administer the interactive process for workplace accommodation requests under the ADA.

Ensure confidentiality by protecting sensitive medical and personal information in compliance with HIPAA and ADA confidentiality requirements.

Obtain and review medical documentation to support accommodation requests.

Coordinate with employees, supervisors, and HR leadership regarding reasonable accommodations and return-to-work plans.

Monitor accommodations for effectiveness and ongoing compliance.
Compliance & Employee Support

Ensure compliance with federal and state employment laws related to leave administration and accommodations and all related Guilford County personnel regulations.

Respond to employee and supervisor questions regarding leave processes and workplace accommodations in a timely and professional manner.

Minimum Qualifications
Graduation from a four year college or university with a major in Human Resources Administration, HR Management, Public Administration, Business Administration, Management Information Systems, or a closely related discipline and three years of progressively responsible experience in Human Resources; OR an Associate's degree in with a major in Human Resources Administration, HR Management, Public Administration, Business Administration, Management Information Systems, or a closely related discipline and five years of progressively responsible experience in Human Resources OR; High School Diploma or GED and seven years of progressively responsible experience in Human Resources.
Preferred Qualification
Experience in a centralized governmental Human Resources Department.
Physical Demands
An employee in this position must be able to physically perform the basic life operational functions of kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. The employee must be able to perform light work exerting up to 10 pounds of force routinely and/or in excess of 20 pounds of force occasionally to lift objects.
Working Conditions
Workspace consists of a normal office environment. No adverse environmental conditions.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
