Full Job Description

Investigates and audits annual accountings of conservatorships; collects financial documents from conservators appointed by the Judge; reviews annual budgets to determine whether appropriate for age of individual, medical needs, and other available resources; audits each transaction to ensure that money spent was applied for proper use and care; checks accountings for overage of budget, money spent was in the best interest of protected person, and accuracy of expenditures; reviews new annual budget application; prepares court order for Judges review of annual budget; and audits and investigates money in minor conservatorships to be sure funds are not used at all. Prepares a variety of orders associated with conservatorship process; prepares disbursement orders, transfer of money orders, annual budget orders, transfer of case orders, freeze account orders, and other orders as needed; obtains Judge's signature; prepares and ensures delivery of certified copies of orders and files to all parties, including attorneys; delivers orders freezing bank accounts to the bank officials; and obtains receipt from bank official. Attends conservatorship hearings; attends hearings in which a conservator is being appointed to care for an incapacitated person or minor in a conservatorship; meets new conservators and familiarizes them with conservatorship process; communicates duties and responsibilities within the first 30 days of being appointed as well as on an annual basis; conducts informal training sessions at hearings and schedules formal training sessions as needed; and provides ongoing help with reporting and in hearings from year to year. Reports and findings regarding misappropriation to Judge; investigates annual reports from conservator; obtains evidence of misappropriation; drafts affidavit and summons to appear in Court for further explanation; freezes bank accounts, if necessary; attends hearings; and implements corrective actions as outlined by Judge. Performs other related duties as required and assigned. Communicates with supervisor, clients, conservators, Judge, court investigator, other County employees, and other individuals as needed regarding Court procedures and requirements, review specific cases, exchange information, or resolve problems. Associate degree in business, law, accounting or a related field required; supplemented by two years of legal and/or accounting experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid South Carolina Driver's License.
