Summary/Objective:
We are seeking a qualified candidate for the position of Compliance Director. The Compliance Director will oversee compliance and leasing operations for an assigned portfolio within Dolphin’s affordable housing portfolio. This role requires an experienced, efficiency-driven affordable housing professional with strong knowledge of leasing, recertification, rent stabilization, and regulatory compliance requirements, including Mitchell Lama, LIHTC, Section 8 PBRA, Section 8 PBV, and Section 8 TBV programs. The Compliance Director will ensure consistent portfolio-wide practices, support accurate reporting to Asset Management and external agencies, develop and guide staff, and represent the company with ownership, applicants, city agencies, funders, and other regulatory partners in alignment with the company’s affordable housing mission.
Essential function/Responsibilities: duties include but are not limited to the following:
- Ensure compliance with applicable affordable housing regulations, including Fair Housing, Mitchell Lama, Rent Stabilization, LIHTC, PBRA, PBV, and TBV requirements.
- Lead the Compliance and Leasing team, oversee daily department operations, and maintain consistent adherence to regulatory requirements and internal procedures.
- Train, mentor, and develop Compliance and Leasing staff to strengthen technical knowledge, improve workflow consistency, support professional growth, and promote high-quality service delivery.
- Oversee rent stabilization leasing and renewal processes, including preparation, review, distribution, execution, and tracking of vacancy and renewal leases in accordance with applicable DHCR, Rent Guidelines Board, and agency requirements.
- Maintain tracking systems and workflows that support timely lease-up, renewals, recertifications, and required compliance submissions.
- Monitor and reconcile Yardi records against external tracking tools and compliance reports to ensure accuracy, consistency, and timely resolution of discrepancies.
- Apply regulatory agreement terms, LIHTC requirements, and federal, state, and city marketing guidelines to eligibility and leasing processes.
- Oversee annual and interim recertification processes for PBRA, LIHTC, and other affordable housing programs, ensuring timely completion, accurate income and asset verification, proper rent calculations, and compliance with program requirements.
- Establish and monitor recertification schedules, resident notification requirements, tracking reports, and workflow controls to ensure certifications are completed within required regulatory timeframes.
- Review and approve complex eligibility determinations, income calculations, asset verifications, student status reviews, and recertification files to ensure compliance with program regulations and agency guidance.
- Ensure proper administration of HUD subsidy requirements, including oversight of EIV reporting, discrepancy resolution, repayment agreements, and related compliance documentation.
- Conduct quality control reviews and audits of tenant files, certifications, recertifications, leases, and supporting documentation to identify deficiencies, implement corrective actions, and maintain audit readiness.
- Oversee submission, correction, and reconciliation of certification and subsidy data in Yardi, TRACS, and other agency reporting systems to ensure accurate subsidy payments and regulatory reporting.
- Prepare and submit required quarterly, annual, and ad hoc reports to monitoring agencies and external regulatory partners.
- Analyze and present compliance, leasing, renewal, occupancy, and recertification data for Asset Management, ownership, funders, monitoring agencies, and other external partners.
- Coordinate responses to management reviews, agency audits, file reviews, and compliance monitoring visits, including corrective action plans and follow-up activities.
- Collaborate with the VP to implement portfolio-wide leasing, compliance, and recertification procedures, controls, and best practices across all subsidy and regulatory programs.
Requirements:
- Bachelor’s degree with a minimum of 10 years of experience in affordable housing compliance.
- Experience with low-income housing compliance specifically Mitchell Lama, LIHTC, HUD, and Section 8 housing programs (project-based and tenant-based).
- Experience with different NYC subsidy administrating agencies such as NYCHA, HPD, HRA, etc.
- Strong attention to detail and accuracy.
- Proficiency with MS office suite - Outlook, Word, and Excel
- Strong interpersonal and communication skills and the ability to work effectively.
- Excellent organizational and time management skills.
