Job Title: Special Assistant to the Payroll Administrator

Salary: $27.42 Hourly

Job Type: Full Time

Location: Columbus, Ohio

Department: Payroll Department

Definition:

This job posting is for a noncompetitive position. The hiring department will conduct a preliminary review of your application to determine who to interview. This is not a remote position.

Under direction, performs a variety of routine to moderately difficult accounting support duties involved in the processing of the District’s payroll to ensure the timely, accurate payment of District employees; performs related duties as assigned.

Examples of Work: ( Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)

Receives, reviews, and sorts employee timecards and absence reports; ensures proper account numbers;
Identifies and works with appropriate departments and/or supervisors to resolve time reporting, funding, and coding discrepancies;
Enters timekeeping data in the payroll system to generate and perform routine reconciliation of payroll reports ensuring accuracy and completeness of payroll, earnings, deductions, and warrants;
Identifies and resolves payroll report discrepancies;
Verifies that each employee receives payroll check or earnings statement each pay period;
Receives, sorts, records, and processes a variety of personnel transaction documents, including wage garnishments and leaves of absence;
Assists in generating, reviewing, and distributing W2’s, 1098’s, and corresponding reports within the mandated timeframes;
Answers standard questions from supervisors and managers regarding payroll policies and procedures;
Researches and handles daily inquiries from employees on a wide array of technical matters related to payroll;
Maintains files of supporting documents and distributes reports to internal and external sources in a timely manner;
Receives checks and distributes to employees;
Performs other routine technical and administrative payroll and accounting support functions;
Updates employee information in payroll system and files as necessary;
Provides information and instruction to customers attempting to access our TPA website and the Employee Self Service website by phone or in person;
Receives all subpoenas and prepares all required documentation, appearing in court if required by court order associated with subpoena responses;
Receives, reviews, assists, and provides instruction in annuity transactions to include loans, hardship withdrawals, rollovers, and surrenders of current and prior employees;
Presents annuities for signature and processes completed documents as requested by the current or prior employee;

Minimum Qualifications:

Completion of the twelfth school grade and three (3) years of experience in performing financial or statistical recordkeeping, at least one (1) year of which included performing payroll-related duties. Substitution(s): A certificate of high school equivalence (GED) will be accepted in lieu of a high school diploma. A post high school degree or certificate in accounting or a related field may be substituted for one (1) year of the required experience.

Knowledge, Skills, And Abilities

Thorough knowledge of methods, practices, documents, and terminology used in payroll, financial and accounting recordkeeping; thorough knowledge of office practices and procedures; some knowledge of basic accounting and internal control policies and procedures; ability to understand the District’s payroll and general accounting system and associated systems, practices, and procedures for processing accounting information and interpreting data; ability to organize, set priorities, take initiative, and exercise sound judgment within areas of responsibility; ability to understand, interpret, apply, and reach sound decisions in accordance with department procedures; ability to make accurate calculations and tabulations and review fiscal and related documents rapidly; ability to perform duties that require high attention to detail and application of rules and specific procedural requirements; ability to collect, obtain, evaluate, and interpret technical and specialized payroll and financial information correctly and explain information accurately and precisely to customers; ability to communicate clearly and effectively orally and in writing, using good business English and appropriate terminology; ability to prepare clear and accurate financial records and reports; ability to use tact, discretion, and courtesy in dealing with sensitive situations and upset individuals; ability to maintain confidentiality of District documents and records; ability to establish and maintain effective working relationships with managers, supervisors, employees, District representatives, and others encountered in the course of work.
