BACKGROUND:
Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) has just established a detachment in Guam (NAVSHIPYD & IMF DET GUAM). This key industrial site supports a broad spectrum of naval vessel/submarine maintenance, overhaul, and repair activities. The purpose of this contract is to provide project planning, execution and support services in Code 200, Engineering and Planning Department (EPD), and other support departments to support ship systems maintenance, repair and testing during availabilities at NAVSHIPYD & IMF DET GUAM.
POSITION OVERVIEW:
STi is seeking a Material Planning Support professional to support Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) at NAVSHIPYD & IMF DET GUAM. This role requires 10+ years of relevant experience supporting shipyard, submarine, Navy maintenance, logistics, material planning, supply support, project planning, or waterfront availability environments.
This position supports the timely identification, ordering, tracking, issue resolution, and delivery of material and services needed for major and minor shipyard availabilities, Ship Alterations (SHIPALTs), and repair work. The selected candidate will work closely with Engineering and Planning Department (EPD) codes, project teams, material response personnel, technical codes, and project material managers to ensure required material is technically accurate, properly documented, tracked to need dates, and aligned with project execution schedules.
This is not a warehouse-only or material handler role. The ideal candidate understands how material planning supports shipyard execution: reviewing Job Material Lists (JMLs), validating material requirements against technical drawings and inspection requirements, coordinating Long-Lead Time Material (LLTM), resolving frustrated material, supporting alteration material planning, and helping ensure critical submarine availability work is not delayed due to preventable material issues.
PRIMARY DUTIES & RESPONSIBILITIES:
You will support material planning processes, including:
- Review and process Job Material Lists (JMLs) created for ordering alteration material, including Long-Lead Time Material (LLTM) and stock-available material.
- Collaborate with EPD codes, technical codes, project teams, and material stakeholders to ensure JMLs are technically complete, accurate, and properly routed.
- Review and assess alterations planned for installation onboard submarines undergoing maintenance at NAVSHIPYD & IMF DET GUAM.
- Coordinate and communicate project alteration material tracking status to the Material Response Team and other applicable stakeholders.
- Ensure non-nuclear and nuclear-interface alteration materials are properly ordered, tracked, and monitored in support of project schedule requirements.
- Communicate material deficiencies, discrepancies, or technical concerns to the SHIPALT Coordinator or appropriate Government stakeholders for resolution.
- Review active-status JMLs and route material requirements to appropriate personnel based on job or material type, including mechanical, electrical, hazardous material, inspection-coded, or specialty items.
- Validate material accuracy and correctness in accordance with non-nuclear and nuclear-interface technical drawings, inspection requirements, and applicable shipyard documentation.
- Coordinate with Code 500/510 and other stakeholders for receipt and processing of LLTM items from iFORECAST and CHURN analysis listings during the project pre-planning stage.
- Support processing of non-standard items, including items requiring a Technical Data Package (TDP), Controlled Industrial Material (CIM), or other inspection-coded material by scheduled need date.
- Communicate with EPD Technical Codes on material items that may require secondary technical review.
- Receive, screen, and process Material Control Division (MCD) documentation as required by the Submarine Project Planning Group (SPPG) Project Material Manager (PMM).
- Coordinate with the PMM regarding frustrated, backordered, delayed, or high-risk material and assist with researching alternate ordering options when estimated arrival dates exceed project need dates.
- Use Government material and reporting applications such as Business Office, MRQT, MAT, and other shipyard systems to create reports, track status, and support project visibility.
- Support material planning activities involving SUBSAFE, DSS-SOC, FBW SCS, and/or Level I documentation and requirements, as applicable.
- Maintain disciplined documentation, traceability, and communication practices to support auditability, schedule adherence, and project readiness in a high-tempo waterfront environment.
- Provide guidance and mentoring to civilian and military personnel as needed in material planning processes, documentation expectations, and shipyard material coordination practices.
MINIMUM QUALIFICATIONS:
- U.S. Citizenship and Active Secret Security Clearance requried.
- 10+ years of relevant experience supporting Navy shipyard, submarine maintenance, waterfront availability, material planning, logistics, supply support, project planning, or maintenance execution environments.
- Experience reviewing, processing, tracking, or validating Job Material Lists (JMLs), material requirements, alteration material, repair material, or comparable shipyard material planning documentation
- Working knowledge of shipyard material planning processes, including material ordering, tracking, need-date management, status reporting, discrepancy resolution, and coordination with project/technical stakeholders
- Ability to read and interpret technical documentation such as drawings, specifications, inspection requirements, work documents, or maintenance planning products
- Experience coordinating across engineering, planning, production, logistics, material, QA, and project management stakeholders in a schedule-driven environment
- Strong attention to detail and ability to identify material gaps, technical discrepancies, incomplete documentation, or schedule risks before they impact execution
- Proficiency with Microsoft Office, especially Excel, Word, and Outlook
PREFERRED SKILLS:
- Prior submarine availability, Navy shipyard, PHNSY, NAVSEA, or waterfront industrial maintenance experience
- Experience with alteration material, SHIPALT support, LLTM, stock material, non-standard items, inspection-coded material, TDPs, CIM, or hazardous material routing
- Familiarity with SUBSAFE, DSS-SOC, FBW SCS, and/or Level I material/documentation requirements
- Experience supporting material planning for HM&E, electrical, mechanical, structural, or combat systems work onboard Navy vessels or submarines
- Familiarity with shipyard systems or tools such as AIM/AIMxp, iFORECAST, CHURN, Business Office, MRQT, MAT, ATIS, SDI, or related Government material/planning databases
- Experience working with Project Material Managers, Material Response Teams, SHIPALT Coordinators, EPD Technical Codes, Code 500/510, or similar shipyard stakeholders
- Experience identifying and resolving frustrated material, backordered material, delayed material, or alternate sourcing issues in support of critical project milestones
- Prior mentoring or training experience with junior personnel, military personnel, or civil
