The following experience matters to us for this position (most or all of these is a plus):
- 8 years of experience, including expert knowledge of environmental policies and regulations, direct experience implementing and evaluating National Environmental Policy Act (“NEPA”) requirements, and other relevant federal, state, and local regulations.
- Demonstrated experience with the NEPA lifecycle, including experience with Categorical Exclusions (CE), Environmental Assessments (EA), and Environmental Impact Statements (EIS) leading to the development of Findings of No Significant Impact (FONSI) or Records of Decision (ROD).
- Implementation and oversight of monitoring and mitigation actions.
- Experience working with state and federal agencies to coordinate permitting and consultations required for infrastructure improvements, in a manner compliant with state and federal funding requirements.
- Experience communicating NEPA requirements, concepts, obligations, and activities to business users that lack technical and environmental expertise.
- Experience with the National Historic Preservation Act (“NHPA”), Section 106, and associated consultation procedures is beneficial, but not required for this position.
- Proven ability to manage client engagements and relationships and provide leadership to teams.

This position includes the following tasks:
- Review grant applications for compliance with the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), Endangered Species Act and other environmental regulations.
- Responsible for ensuring, either directly or through collaboration with other subject matter experts, the detailed project description that includes all environmental aspects and expected impacts of the project; plus, photos and maps to complete the NEPA application package.
- Review project plans and designs to identify potential areas of concern, environmental and cultural resources impacts, and provide recommendations for minimizing or mitigating those impacts.
- Develop and implement policies including best management practices related to environmental compliance as it applies to federal financial assistance programs to expand broadband access and adoption.
- Lead coordination with broadband stakeholders to provide guidance and technical assistance on environmental and cultural resource issues related to broadband infrastructure deployment and adoption and ensure timely completion of environmental reviews and approvals.
- Coordinate with clients to identify and secure any necessary Federal, State, and Regional/Local permits to carry out their projects.
- Act as CTC’s main point of contact for client engagement.
- Communicate with client stakeholders to communicate concepts and obligations, build consensus for required actions, and advise on necessary actions.
- Perform research and analysis to support recommendations for broadband infrastructure and digital equity planning and implementation.
- Review data from clients, disperse as needed among internal teams, and manage/track deliverables.
- Collaborate with senior management on strategies that are best suited to client needs.
- Interact with cross-functional projects that incorporate expertise from GIS, engineering, and other disciplines, while coordinating deliverables and managing interdependencies.
- Review and edit all reports/deliverables for each assigned project, ensuring quality before delivery to clients.
- Ensure that projects are completed on time and on budget.
- Support the growth and development of other members of the CTC team.
Education
- Bachelor’s degree or higher in environmental science, environmental engineering, planning, or related field.
