The Connecticut Department of Emergency Services and Public Protection (DESPP), is recruiting for Division Director, Police Officer Standards And Training Council (POSTC).

Position Highlights

This position is part of a team that has the honor of collaborating with and influencing statewide and national law enforcement as it pertains to police officer certification, accreditation, professional development, and training.

The successful candidate will work with multiple state agencies, law enforcement units, communities, stakeholders, and police officers to plan, organize, develop, and implement training, certification, and accreditation programs as well as conduct, coordinate, and participate in compliance certification assessments.

This position leads staff and the operations of a comprehensive program that may involve in-service staff development or basic recruit training for police officers.

This is a full-time position, 40 hours/week. A hybrid schedule is available, and hours of work are flexible, based on assignments and agency need.

About Us

The Police Officer Standards and Training (POST) Division of the Department of Emergency Services and Public Protection (DESPP) carries out the objectives of the Police Officer Standards and Training Council (POST Council or Council) within DESPP.

POSTC provides high quality basic, advanced, and specialized training to Connecticut police officers. POSTC creates and applies a comprehensive accreditation standards program for local law enforcement units. POSTC adopts and enforces regulations and statutes to certify and decertify members of Connecticut Law Enforcement Units.

DESPP is committed to protecting and improving the quality of life for all by providing a broad range of public safety services, training, regulatory guidance, and scientific services utilizing enforcement, prevention, education and state of the art science and technology. DESPP is structured on three key Strategic Pillars created by Commissioner Ronnell Higgins.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection, Police Officer Standards and Training Council this class is accountable for directing the development, implementation and evaluation of the Police Officer Standards and Training Council advanced or recruit training programs for municipal police officers.

EXAMPLES OF DUTIES

Directs staff and operations of a comprehensive program of in-service staff development or basic recruit training for municipal police officers;
Coordinates, plans, organizes and participates in development and implementation of program activities;
Assists in formulating program goals and objectives for police training;
Assists in development of training policy;
Interprets and administers pertinent laws;
Evaluates staff;
Responsible for budget planning and implementation, equipment acquisition and training site selection;
Maintains contact with individuals within and outside of Council who might impact on program activities;
Develops and reviews training curricula for validity including job task analysis and needs assessment as required;
Prepares training calendar and schedules and coordinates training programs at the academy, satellite locations or approved regional training facilities;
Directs preparation of course outlines and approves all changes in curriculum design and course offerings;
Researches, analyzes and evaluates training standards, training aids, manuals, equipment or other materials and makes recommendations on usage;
Responsible for contractual services including monitoring and evaluation of contractor performance;
Manages agency certification and accreditation programs;
Leads the recruitment and hiring of staff, including outreach, interview and selection;
Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in criminal justice and law enforcement.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in training.

NOTE: For state employees this experience is interpreted at the level of a Field Program Consultant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in criminal justice, education, police administration or police science may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in criminal justice, education, organizational development, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Experience with Connecticut Police Officer Standards and Training Council (POSTC) requirements, accreditation standards, certification requirements, and applicable statutes and regulations.
Experience coaching, mentoring, and supervising employees while coordinating work assignments and managing competing deadlines.
Experience in an administrative position responsible for policy development, scheduling, and planning.
Experience with strategic planning, organizational development, and change management
Experience with applying adult learning principles, instructional design, and training equipment.
