JOB SUMMARY: This position has overall responsibility for the family & community engagement program requirements in both Ravalli and Missoula County. This includes planning, implementation & evaluation of services for enrolled families and their children. This position includes the combined responsibilities of working directly with families and planning and monitoring service delivery.

PRIMARY RESPONSIBILITIES:
Has primary responsibility for the following areas in the Head Start Program Performance Standards:
- Family & Community Engagement Services
- Family engagement
- Parent activities to promote child learning & development
- Family partnership services
- Parent and family engagement in education and child development services
- Community partnerships and coordination
- Transition Services
PROGRAM DEVELOPMENT
1. Organize and implement systems for the administration of Family & Community Engagement services. Assist the staff in all program options to implement these services. (processes)
2. Develop, revise and implement Family and Community Engagement and transition related policies and procedures as needed.
3. Maintain updated information on community resources and establish working relationships with community partners, including joining taskforces, boards, coalitions/work groups.
4. Maintain informal agreements with commuity agencies, as required.
5. Develop and implement a plan and system of continuous monitoring and evaluation of activities within the program.
6. Participate annually in program planning including community needs assessment, goal planning, training plans, and self-assessment.
PROGRAM IMPLEMENTATION
1. Model and provide oversight of the program’s delivery of strength-based family engagement services.
2. Work with staff to plan and implement family involvement and education activities to meet the needs of the families and program requirements.
3. Model and ensure staff utilize relationship-based competencies to help families access resources and supports, as needed.
4. Coordinate participation of community-based volunteers and interns.
5. Work with other component staff to coordinate transitions, as applicable.
6. Assist families in leadership and advocacy at Parent Committee, Policy Council and other parent leadership opportunities.
7. Manage annual Policy Council recruitment, elections, ongoing communication and meeting needs.
8. Oversee the annual update of family handbooks
9. Manage Procare family communication system/maintain family contact information
10. Oversee and successfully implement PFCE framework
11. Plan/oversee family events at all program sites and in the community
12. Oversee orientations and family partnership services as outlined in the Head Start Program Performance Standards.
13. Develop community partnership relationships through outreach and participation including participating in community events and presenting to service organizations.
14. Engage community partners by inviting to staff meetings/trainings and facilitating building relationships with staff.

RECORD KEEPING

Monitor staff reporting requirements
Oversees staff
Develop and monitor updated family & community resource tracking systems.
Work collaboratively with staff to maintain in-kind records for the program.
Review, analyze data and submit recommendations, monitoring reports, as required
SUPERVISION
1. Plan and direct the work of Family & Community Partnership Coordinators across Missoula and Ravalli County.
2. Develop and update job description as needed.
3. Set job standards and submit performance appraisals in a timely manner.
4. Make appropriate personnel decisions that do not require higher approval, and submit others as a recommendation to the immediate supervisor.
5. Exercise direct supervision over FCP Coordinators, and volunteers that work directly with the Family and Community Engagement component.
TRAINING
1. Obtain First Aid and CPR certification during probationary period and keep current.
2. Obtain knowledge of state and federal regulations pertaining to child abuse and neglect and abide by reporting standards.
3. Determine appropriate training needs to meet the program goals and objectives, and make the necessary recommendations
4. Develop in‑service training programs and orientation for staff.
5. Develop and deliver orientation for volunteers.
6. Attend any training, workshops and meetings as deemed necessary by the supervisor.
KNOWLEDGE, SKILLS, AND ABILITIES

EDUCATION AND EXPERIENCE:
The above knowledge, skills and abilities are usually acquired through a BS or BA in Human Services or a related field and some adult education and early childhood experience. Experience to include demonstrated ability to provide family advocacy and coordination of service delivery to families of children in the programs. Other combinations of education and experience, which could provide these knowledge, skills and abilities, will be evaluated on an individual basis.

Essential physical requirements:
- Ability to lift/carry 50 lbs.;
- Sufficient mobility and strength to perform job duties;
- Sufficient vision and hearing to perform job duties;
- Sufficient manual dexterity and eye-hand coordination to perform job duties;
- Have clear vision for close tasks such as working with computers. Keyboards/screens and paper documents.
The position is within a business office and child care setting with computers, printers and light traffic noise levels.
This position requires some night hours and weekends for Parent Committee activities and other family events as necessary.
