Full Job Announcement

DEFINITION

Under general direction, develops, monitors, conducts, and administers safety and in compliance with federal, state and local safety, health and environmental regulations; performs professional administrative and technical duties concerning employee training, either personally or with assistance from training consultants; develops and delivers a variety of safety trainings; develops course materials for specialized technical and safety training, coordinates staff training efforts; and, performs other related duties as assigned.

DISTINGUISHING CHARACTERISTICS

This is a journey-level classification where incumbents perform complex, technical administrative work in support of safety and emergency preparedness efforts. Incumbents must use technical, highly specialized knowledge in federal, state, and local laws, procedures, ordinances, and other regulatory information on safety and emergency preparedness. Incumbents research issues, analyze, and prepare written and verbal reports, and provide day-to-day program/project support.

Receives administrative direction and supervision from the Public Works Director or designee.

SUPERVISION EXERCISED

May exercise direct supervision over assigned technical, clerical, or temporary employees.

Examples of Important and Essential Functions

Safety Program Functions

Interprets and explains applicable safety requirements and maintains safety program records; serves as the Public Works safety program coordinator and prepares agenda packets and minutes for the department/division Safety Committee; creates, tracks, reviews, and closes safety work orders; tracks safety training, identifies training needs, and arranges safety training, including preparing contract documents for external trainers; interprets data requests and generates reports based on assigned Key Performance Indicators (KPIs); continually monitors performance and procedures to ensure adherence to best management practices and safety regulations; assists in monitoring safety compliance; evaluates and controls environmental hazards by developing and modifying safety procedures and training sessions, and by providing safety training to Department employees; investigates hazards, accidents, and injuries; represents Department on the City’s Central Safety Committee; meets regularly with the City’s Risk Manager; maintains employee training records and coordinates the acquisition of required training materials, represents the City and assists regulatory agencies during and after safety audits and coordinates corrective action and follow-up; evaluates technical training packages, including outline, text, and handouts written by instructors; develops and conducts technical training programs; coordinates the planning, development and implementation of Department training, and maintains records of individual training courses completed; inspects and monitors assigned facilities and job sites for compliance with federal, state, local safety, health, and environmental regulations; procures vendors, orders, and maintains safety supplies.

Emergency Preparedness Program Functions

Completes AWIA risk and resilience assessments; maintains and updates the Department’s Emergency Response Plan; maintains and updates shelter-in-place and evacuation plans; designs and facilitates emergency drills and tabletop exercises.

General Program Support Functions

Coordinates program/project efforts with other departments, organizations, and public agencies to make the program work more effectively; responds to inquiries from other departments, organizations, public agencies, and the general public; prepares contracts and monitors for program compliance; collects, verifies, and organizes statistical and informational data from a variety of sources; analyzes and interprets collected data providing comparative analyses as required; performs technical and clerical procedures specific to each project to complete project requirements; prepares written and verbal reports, as appropriate, in support of reasoned conclusions; keeps current of technological advances that can enhance research efforts.

Administrative Functions

Maintains an administrative records system for the assigned program/project area; collects and inputs demographic and program performance data into automated systems; maintains specialized databases, including software upgrades;

gathers and translates statistical data and prepares and maintains accurate reports and spreadsheets, including reports to federal, state, and local agencies; drafts, prepares, and proofreads correspondence, minutes, reports, documents, and agreements for supervisor’s review in conformance with departmental policies, practices, and procedures; may assist with the completion of the annual budget and other special reports for the program/project area to which assigned; prepares Requests for Proposal or Qualification to secure special services and products; reviews invoices for accuracy and processes them for payment; and maintains scheduling and event calendars.

Experience, Education, and Training Guidelines:

Any combination of experience, education, and training that would provide the best-qualified candidates. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Three years of progressively responsible experience involving safety program regulatory compliance monitoring, research, report writing, staff training, and policy development.

Education: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in occupational health and safety, industrial safety, environmental safety, construction technology, business administration, public administration, or a related field. Directly related experience may be considered in lieu of the highly desirable education.

Training: Any recent training, such as academic courses and certification programs, which are relevant to this job classification, is highly desirable.

License: Requires the possession of a valid California driver's license and a satisfactory driving record as determined by the City.

Other Requirements: Willingness and ability to work the hours necessary to accomplish the assigned duties; attend evening meetings; and travel out of town and attend workshops, conferences, seminars, and meetings during work and non-work hours.

Special Requirements: Essential duties require the mental and/or physical ability to work in a standard office environment and on construction sites; read fine print and computer monitors; converse in person and over the telephone; write and take notes; operate a computer and calculator; bend, stoop, stretch, and reach; attend numerous off site meetings at various locations throughout the day; and strength to safely lift and maneuver office supplies and equipment weighing up to 50 pounds.

SAFETY SHOE ALLOWANCE

Minimum of 10% above base salary of non-mgmt subordinate, 7.5% above mgmt subordinate

ACTING PAY
If work minimum of 5 consecutive calendar days, paid @ lowest step of higher class with at least a 5% differential. If assignment > 12 months, optional increment of up to 7% or max of the range, whichever is less. An employee whose acting assignment is expected to exceed 30 calendar days, due to a vacancy or coverage for an extended leave of absence, and whose assignment includes a high degree of complexity and/or increased level of supervisory responsibilities, as determined by the department head, may be eligible to receive up to 7.5% over the employee’s base salary, subject to the approval of the Administrative Services Director

SPECIAL PROJECT PAY
If work minimum of 30 calendar days, 5%-7% differential. If full supervisory, additional % to reflect 2.5% over highest compensated subordinate. If assignment > 12 months, optional increase of up to 7%

BILINGUAL PAY
$60/pay period, certified at the conversational level
Must be identified by Department Head, approved by City Manager, and used on the job.

CELL PHONE ALLOWANCE
If approved, $40/month or $90/month.

AUTO ALLOWANCE
$350/month for Assistant Community Development Director, Building Official, City Engineer, Housing & Human Services Manager, and Planning Manager

TUITION REIMBURSEMENT
75% reimbursement for tuition & books
For undergraduate studies, $4,000 FY max; $16,000 lifetime max
