Full Job Description

Under general legislative and administrative direction, serves as the financial manager for the city; performs related duties as required.

Serves as financial manager for the City. Supervises mailing of accurate utility bills, tax bills, licenses, and invoices for other revenues. Assures accurate collection, deposit, recording, investment and/or expenditure of revenues. Maintains purchase order system. Requisitions office supplies. Approves all accounts payable after ensuring accurate invoice for services or product delivered. Responsible for all financial records and reports, including general accounting, treasurers report, reconciled bank statements, report on investments, etc. Serves as lead staff to CAO in the preparation of the annual budget. Prepares all relevant information for examination by fiscal auditors. Prepares reports as required or requested; analyzes monthly and quarterly financial reports, preparing a summary report of problems, trends, and proposed solutions to the CAO.

Supervises payroll preparation and distribution. Administers public safety incentive program and retirement. Prepares reports or performs special assignments as requested.

Performs other related or unrelated duties as requested.

DESIRABLE QUALIFICATIONS

Bachelor’s degree in public administration, business administration, accounting or related field, supplemented by five years directly related work experience, preferably with a government organization.

Thorough knowledge of the functions, principles and practices of municipal government. Thorough knowledge of federal and state laws and administrative regulations relating to accounts receivable, accounts payable, investment of funds, payroll, etc. Knowledge of budgetary and financial management practices and procedures.

Ability to supervise subordinate personnel, including evaluation, discipline, etc. Ability to prepare clear and accurate reports on complex subjects, and to maintain records efficiently and accurately. Ability to effectively coordinate a number of diverse activities and programs. Ability to establish and maintain effective working relationships with City officials, employees and the general public.

ADDITIONAL INFORMATION

Very general; must use own judgment most of the time.

Must occasionally consider different courses of action, or deviate from standard operating procedures, to get the job done.

Work is reviewed through written and oral reports; all financial information is subject to annual audit.

Assignments involve decisions based on a wide knowledge of many factors where application of advanced or technical concepts are predominantly required.

Normal office equipment, including computer, telephone, copier, calculator, cash register, etc.

Work is performed predominantly in an office at a desk or table; intermittent sitting, standing, stooping, walking required; must lift objects weighing less than 25 pounds as a requirement of the job.

Frequent public and internal contacts requiring tact and diplomacy are requirements of the job.

Regular use of confidential information.

Must possess and maintain a valid driver’s license.

May occasionally be available to work outside of normal business hours.

Must be bonded.

Exempt.

Pay: $56,030.72 - $89,649.15 per year
