Full Job Description

Position Summary

The Property Manager (“PM”) holds broad, in-depth general management responsibility for their assigned apartment development(s), reporting directly to the Regional Property Manager. The PM supervises a site team of administrative, supportive services, and maintenance personnel at levels consistent with property resources, and in some instances may be solely responsible for administrative tasks and may also perform supportive service tasks. The PM ensures the assigned property meets all financial goals identified in the annual budget, relentlessly pursues full occupancy and rent collection, and optimizes rental income in accordance with program requirements and market conditions, serving as a responsible steward for the success of each property. The PM also ensures that all compliance covenants and supportive service requirements are consistently met and that all maintenance tasks are managed professionally while maintaining a safe work environment, and safeguards the integrity of all financial and operational data and systems. The PM provides excellent customer service to residents to encourage long-term retention and, as site leader, demonstrates professional leadership, supports the development and training of those supervised, and diligently pursues their own professional development.

Key Responsibilities

Effectively manage rent increases, rent collections, and the eviction process.
Consistently market the property to high standards, optimize curb appeal, and successfully convert applicant traffic/waitlists to successful residency while meeting all Fair Housing requirements.
Understand all aspects of the conventional and/or affordable housing program features (if applicable) of the assigned property, and optimize the financial and operational performance of the property within this construct.
Proactively manage housing partner subsidy programs and relationships (if applicable).
Manage accounts receivable, accounts payable, and cash to meet all obligations timely.
Monitor utility consumption and related expenses.
Inspect the property daily, attending to maintenance needs and conditions while being mindful of safety.
Provide meaningful input to the capital planning and budget process, examine expenditures for cost savings and efficiencies, and share best practices with colleagues.
Ensure team members are on-boarded effectively, trained, motivated, and equipped to be successful stewards of the property.
Ensure work orders, preventive maintenance, apartment turns, and the leasing of vacant apartment units are all completed within company policy timeframes.
Process re-certifications (if applicable) and build/manage credible waiting lists for each unit type, anticipating issues impacting occupancy and financial performance, meeting deadlines, and working proactively.
Own all aspects related to the assigned apartment development.
Teach staff about customer service, professionalism, safe work practices, effective property inspections, vendor management, and the optimum use of technology (Mobile Maintenance/Yardi), Fair Housing, and Risk Management initiatives.
Ensure the property is prepared to excel at all property inspections, including agency and REAC (if applicable), without the need for surges in staff and spending — i.e., keep the property inspection-ready at all times.
Complete insurance administration tasks necessary to successfully conclude insurance claims.
Serve as a role model, mentor, coach, and trusted resource to field staff and residents.
Ensure that the Supportive Services program is successful and meets all obligations.
Support efforts to heighten the technical expertise of staff.

Qualifications

Performance Metrics

Property will successfully meet all aspects of the annual operating budget.
Employee retention will increase, and staff competency will be improved.
Property inspection results will be consistently excellent.
Unit turnover and unit occupancy times will steadily improve, as will tenant residency.
Insurance claim work will be administered timely and professionally.
Work order and preventive maintenance completions will meet Divirsis standards consistently.
Property will not experience insurance claims due to neglect on the part of staff.
Resident satisfaction surveys will yield consistently positive results.

Required Education and Experience:

1. High School Diploma / College degree a plus.

2. Five years of increasing property management responsibilities.

3. Knowledge of both affordable and market rate housing.

4. Industry training credentials which authenticate understanding of rental housing programs.

5. Requires a valid driver's license, an insured vehicle, and the ability to travel (between properties).

6. PA RE license preferred, or willing to acquire.

7. Yardi Voyager experience preferred.

Working Conditions:

Must be able to work periodic flexible hours.
Must be able to travel by car or plane to assigned properties.
Must be able to work at property locations within or near transitional neighborhoods.
Must be able to climb stairs, take elevators, bend, squat, and reach overhead.

Pay: $54,451.75 - $65,576.30 per year
