Disaster Recovery Program Manager

Housing Development Alliance, Inc. (HDA) is a well-established nonprofit housing provider serving southeast Kentucky. HDA operates an affordable homeownership program, a home repair program, develops and manages rental units and operates an on-the-job training program for people in recovery. In response to the July 22 floods, HDA is striving to double our production to meet the pre-existing affordable housing crisis as well as flood-related housing needs.

Overview

The Disaster Recovery Program Manager oversees grant-funded housing initiatives and disaster recovery programs, ensuring compliance with funding requirements, effective program delivery, and successful outcomes for clients and partners. This role coordinates across internal teams, external partners, and funders to manage project execution, reporting, and regulatory compliance.

Core Responsibilities

Manage multiple disaster recovery and housing development projects funded through sources such as CDBG-DR, CPF, FAKY, and other programs, ensuring alignment with grant goals and applicable federal, state, and funder requirements, including Davis-Bacon labor standards and Section 3 requirements.
Interpret agreements, contracts, deeds, funding conditions, and related project documents to determine requirements for project implementation
Coordinate project setup and maintain tracking systems, documentation, and records to support communication, audits, monitoring, and reporting obligations
Oversee financial tracking and draw processes for multiple grant-funded projects, including coordinating documents, tracking deadlines and funding utilization, and submitting reimbursement requests
Collaborate with the finance and construction departments to ensure accurate and timely financial reporting and documentation for projects
Provide guidance and training to subcontractors and partners on compliance requirements and reporting expectations
Support and facilitate disaster recovery housing programs for clients, including guiding applicants through financing options and program eligibility
Coordinate with internal teams and external partners to align program delivery, support client needs, facilitate referrals, and provide timely guidance to keep projects on track
Serve as a primary point of contact with funding agencies, partner organizations, and regional recovery groups
Represent the organization in community collaborations and disaster recovery initiatives

Qualifications

Skills and competencies

Strong project management and organization skills
Ability to manage multiple deadlines and reporting requirements simultaneously
Proficient with Excel and tracking/reporting tools
Ability to create, monitor and adhere to a fiscally responsible budget
Strong communication and relationship-building skills with partners, funders, and clients
Ability to coordinate across departments and external partners
Valid driver’s license and ability to travel within service area

Education and experience

Bachelor’s degree or 4+ years’ experience in grant management, disaster recovery, affordable housing, nonprofit program leadership, or a related field.

Preferred:

Experience managing grant-funded programs, particularly federal or disaster recovery funding (e.g. CDBG/CDBG-DR)
Experience interpreting and implementing Davis-Bacon, Section 3, or other federal labor/compliance requirements
Experience working with community development, housing programs, or nonprofit service delivery
Experience working in post-disaster environments and/or with long-term recovery groups
Familiarity with trauma-informed care, equity-based housing services, and inclusive disaster response

What We Offer
