The Village of Hebron is seeking a full-time Zoning Coordinator.
Job Description:
Title: Zoning Coordinator
Hourly Rate Range: $24.00-29.80
Reports to: Village Administrator
General Description: The Zoning Coordinator is responsible for administering, interpreting, applying, and supporting enforcement of the Village of Hebron’s zoning, subdivision, property maintenance, and related ordinances, regulations, and policies. The Zoning Coordinator serves as the primary staff support for zoning administration, code enforcement coordination, Planning and Zoning matters, GIS-related zoning and property records, and administrative stormwater responsibilities.
The Zoning Coordinator is an integral member of the Village administrative team and receives general supervision and support from the Village Administrator. The position assists residents, property owners, applicants, developers, contractors, and the general public with zoning, code enforcement, property maintenance, permitting, GIS, stormwater, and related inquiries. The position also provides administrative support to the Village office and serves as backup support for the front desk as needed.
This position may require attendance at evening meetings, including Planning and Zoning meetings, Council public hearings, and other meetings as assigned. This position is subject to the applicable provisions of the Fair Labor Standards Act as determined by the Village.
Job Functions:
Zoning, Code Enforcement, and Planning Support
- Administers and supports enforcement of the Village’s zoning ordinance, subdivision regulations, property maintenance requirements, and related codes.
- Reviews zoning permit applications for completeness and compliance; issues permits when requirements are met and maintains accurate permit records.
- Communicates with applicants, residents, property owners, contractors, developers, and agencies regarding zoning, permitting, property maintenance, and compliance requirements.
- Conducts inspections and site reviews to verify compliance with zoning approvals, permits, property maintenance standards, and applicable Village codes.
- Investigates alleged zoning, property maintenance, nuisance, and code violations; documents findings with photographs, notes, correspondence, and other evidence.
- Prepares violation notices, warning letters, reports, and other code enforcement correspondence, and tracks cases through resolution or referral.
- Coordinates zoning and code enforcement matters with the Village Administrator, Village Solicitor, Zoning Attorney, Planning and Zoning Board, Public Works, county agencies, and other appropriate officials.
- Prepares staff reports, recommendations, and supporting materials for zoning matters, including conditional uses, variances, amendments, subdivisions, site plans, and related applications.
- Attends Planning and Zoning meetings, Council public hearings, and other meetings as assigned. Evening meetings may be expected.
GIS, Records, Stormwater, and Reporting
- Maintains zoning maps, permit files, violation records, property records, Planning and Zoning documents, and other official records in accordance with Village policies and records retention requirements.
- Uses GIS, mapping tools, parcel data, aerial images, and related records to support zoning administration, code enforcement, Planning and Zoning matters, stormwater administration, public inquiries, and staff reports.
- Coordinates with Licking County, regional agencies, consultants, Village staff, and other appropriate partners to obtain and maintain accurate zoning, parcel, land use, address, permit, violation, and stormwater-related information.
- Provides administrative support for Village stormwater responsibilities, including complaint tracking, recordkeeping, inspection coordination, public education, permit documentation, reporting support, and coordination with Village staff and outside agencies.
- Receives and documents stormwater-related inquiries, drainage concerns, illicit discharge concerns, erosion and sediment control concerns, and related public reports.
- Refers technical stormwater, engineering, construction, drainage, or infrastructure matters to the Village Administrator, Village Engineer, Public Works, or other appropriate professionals.
- Prepares monthly and annual reports related to zoning permits, denials, appeals, variances, amendments, code enforcement activity, property maintenance activity, stormwater administrative activity, and other related matters.
Meeting, Office, and Public Administration
- Prepares agendas, packets, notices, reports, maps, applications, and supporting materials for Planning and Zoning meetings, Council public hearings, and other assigned meetings.
- Works with appropriate Village staff to prepare, publish, post, mail, deliver, and maintain required public notices for meetings, hearings, applications, and other official actions.
- Maintains regular communication with the Village Administrator, Village Solicitor, Zoning Attorney, Village departments, applicants, and other agencies regarding zoning, planning, code enforcement, and related matters.
- Assists with preparing annual financial information related to Planning and Zoning expenses and revenues for the annual appropriations process.
- Maintains organized electronic and paper files, forms, logs, reports, correspondence, applications, permits, maps, photographs, notices, and other records.
Administration
- Responds to telephone calls, emails, walk-in inquiries, and public requests related to zoning, permits, property maintenance, code enforcement, stormwater, GIS, and Planning and Zoning matters.
- Provides courteous, accurate, and professional customer service to residents, businesses, applicants, contractors, developers, elected officials, appointed officials, and the general public.
- Directs individuals to the appropriate Village department, staff member, outside agency, permit process, approval, inspection, or assistance as needed.
- Serves as backup support for the front desk as needed, including greeting visitors, answering phones, routing calls, accepting payments or applications as directed, assisting residents with general questions, and supporting general office coverage.
- Works cooperatively with Village administrative staff to support daily office operations and ensure continuity of service to the public.
Professional Development and Other Duties
- Attends professional schools, seminars, conferences, and training as needed to stay current on zoning laws, code enforcement practices, GIS tools, stormwater requirements, property maintenance regulations, and other information related to the position.
- Demonstrates professionalism, diplomacy, fairness, and sound judgment when working with elected and appointed officials, residents, applicants, developers, contractors, business owners, property owners, tenants, Village staff, outside agencies, and the public.
- Maintains accessibility to the public through established hours at the Village Municipal Office.
- Performs other related duties as assigned by the Village Administrator.

The Zoning Coordinator must demonstrate the ability to understand and explain complex issues in both public and private forums. An ability to discuss and consider conflicting points of view in a non-defensive manner is critical in the development of solutions for contentious issues.
The Zoning Coordinator must have demonstrated respect for the public and the ability to work with a wide variety of people while maintaining good working relationships with Village officials, department heads, co-workers, residents, applicants, contractors, developers, property owners, and partner agencies.
Requirements
The ideal candidate would demonstrate increasingly responsible work experience in zoning, planning, code enforcement, property maintenance, GIS, stormwater administration, local government administration, public administration, or a related field.
The candidate must demonstrate the ability to apply federal, state, and local laws, regulations, ordinances, and policies in an equitable, consistent, professional, and diplomatic manner.
Experience with municipal zoning, property maintenance, code enforcement, Planning and Zoning processes, GIS or mapping systems, stormwater administrative requirements, public records, and customer service is preferred.
Education
Graduation from an accredited high school or GED equivalent is required.
An associate’s degree or bachelor’s degree in planning, public administration, geography, GIS, environmental studies, community development, construction management, public safety, or a related field is preferred.
Documented experience, professional training, certifications, or an equivalent combination of education and experience may be acceptable in lieu of formal post-secondary education.
Other Requirements
- Maintain a valid Ohio motor vehicle operator’s license, an insurable driving record under Village insurer guidelines, and eligibility to be bonded.
- Possess strong computer skills, including Microsoft Word, Excel, email, internet-based programs, general office technology, and the ability to learn GIS, mapping software, parcel data systems, and other Village technology.
- Have knowledge of, or the ability to learn, stormwater administrative practices, drainage complaint tracking, permit documentation, zoning review procedures, site inspection practices, code enforcement processes, property maintenance standards, and related construction terms.
- Demonstrate excellent written and oral communication skills, including the ability to speak before groups, boards, commissions, Council, organizations, and the public, and to explain complex issues clearly and professionally.
- Be able to identify solutions to complex or contentious issues, exercise sound judgment, maintain confidentiality, and use discretion when handling sensitive matters.
- Be self-motivated and able to work independently with limited supervision, prioritize and schedule workload appropriately, and meet deadlines.
- Provide professional, courteous, accurate, and helpful service to residents, applicants, officials, staff, and the public, including when serving as backup for the front desk.
Physical Requirements
- Sitting at a desk to operate computers, review applications and site plans, use GIS or mapping systems, maintain records, prepare reports, and meet with the public.
- Prolonged walking over uneven terrain, on stairs, and using hand grip to pull one’s self over obstacles in order to conduct site inspections.
- Periodic bending, stooping, and kneeling to move items weighing up to 60 pounds from the floor/ground to overhead to obtain stored records, books, files, equipment, or materials.
- Operating a vehicle, including at night, to attend various meetings, site inspections, training, public hearings, and other functions.
