FLSA: 1 FTE - Exempt (expectation to work 40 hours per week) **Work in Heppner 2-3 days/wk and other locations throughout the rest of the week

Pay Grade: B17 ($120,800 - $183,900 annually, depending on experience)

DESCRIPTION
The IT Administrator is responsible for IT systems administration, network systems and support, WEB systems, and pc maintenance and support.
SUPERVISION
Supervision Received
The IT Administrator works under the general direction of the Chief Operating Officer and receives limited supervision. Assignment of work usually consists of general objectives and some detailed or specific assignments. In the absences of the COO, the Executive Director will provide guidance.
Supervision Exercised
Provides supervision to IT staff within Community Counseling Solutions. IT administrator will provide supervision to the following positions: IT Techs, Data Analyst, Electronic Health Record Manager, and other positions as assigned.
RESPONSIBILITIES
Systems Administration
-
Installs new software releases and system upgrades, evaluates and installs patches, and resolves software related problems. Performs system back-ups and data recovery. Maintains data files and monitors system configuration to ensure data integrity.

LAN Support
-
Supports, monitors, tests, and troubleshoots hardware and software problems pertaining to the LAN. Recommends and schedules repairs. Provides end users support for all LAN- based applications. Installs and configures workstations.
LAN/WAN Administration
-
Responsible for the settings, configurations, and maintenance of LAN/WAN and related hardware/software. Provides troubleshooting pertaining to LAN/WAN to meet users' needs. Takes initiative for the network security and systems upgrades.
Network Administration
-
Sets up, configures, and supports internal and/or external networks. Develops and maintains all systems, applications, security, and network configurations. Troubleshoots network performance issues and creates and maintains a disaster recovery plan.

Recommends upgrades, patches, and new applications and equipment. Provides technical support and guidance to users.
Web Systems Management

Manages all aspects of Web systems (intranet and extranet) including design, release, and maintenance. Works with customers and technology vendors to maximize opportunities in agency’s Web-based presence.
Webmaster
-
Develops and maintains the agency’s portal. Performs back-ups and ensures user accessibility to the site. Monitors site traffic and helps scale site capacity to meet traffic demands and performance expectations. Improves the portal's efficiency and designs the look and feel for the site. Must have a working knowledge of HTML, JavaScript, and SQL to perform these duties.
PC Maintenance

Maintains, analyzes, troubleshoots, and repairs computer systems, hardware and computer peripherals. Documents, maintains, upgrades or replaces hardware and software systems. Supports and maintains user account information including rights, security and systems groups.
Help Desk Support
-
Provides support to end users on a variety of issues. Identifies, researches, and resolves technical problems. Responds to telephone calls, email, and personnel requests for technical support. Documents, tracks, and monitors the problem to ensure a timely resolution.

Requirements:
QUALIFICATIONS
Education and/or Experience
Requires a bachelor's degree or equivalent experience and at least 4-6 years of additional experience in the field.

Other Skills and Abilities

In depth knowledge of computer networks, computer systems, web systems, and pc repair and support are essential. Has a high level of knowledge of commonly-used concepts, practices, and procedures within these areas.

Working knowledge of HTML, JavaScript, and SQL.

Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May lead and direct the work of others. A wide degree of creativity and latitude is expected.

Must possess and demonstrate excellent customer service skills in working with and responding to employees and to the outside public.

PRE HIRE DRUG TEST REQUIRED
PERSONAL AUTO INSURANCE
Must hold a valid driver’s license and carry personal auto insurance for privately owned vehicles utilized for CCS business such as client service purposes, for travel between business offices and the community, and to attend required meetings and/or trainings.
Must show proof of $300,000 or more liability coverage for bodily injury and $100,000 or more in property damage and maintain said level of coverage for the duration of employment at CCS.
CCS reserves the right to deny any employee the use of a vehicle owned by CCS.
BACKGROUND CHECKS
Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.
In addition to the pre-employment background check, each employee shall be checked on a monthly basis against the OIG and GSA exclusion lists, as well as other federal and state agency lists. If it is discovered that an employee is excluded or sanctioned it will be grounds for immediate termination of employment.
PHYSICAL DEMANDS
While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone systems that require find manipulation, grasping, typing and reaching.
The employee is also regularly required to sit; talk and hear; use hands and fingers and handle or feel. The employee is occasionally required to stand; walk; reach with hands and arms; stoop; kneel and/or squat when adjusting equipment or retrieving supplies.
The employee may occasionally lift and/or move up to 40 pounds. Specific vision abilities required by this job include close vision, peripheral vision, distance vision and the ability to adjust focus.
WORK ENVIRONMENT
Work is performed in an office environment and the noise level is usually moderate, but occasionally may be exposed to loud noise such as raised voice levels and alarms. Occasional out of area travel and overnight stays will be required for attendance ant meetings or trainings.
This position may be exposed to the everyday risks or discomforts which require normal safety precautions typical of such places as an office (i.e. moving mechanical parts, airborne particles, electrical shock, etc.).
