Summary:
In collaboration with the Chief Executive Officer (CEO), the CFO will be responsible for overseeing, tracking, and accounting for the organization’s finances. This senior-level administrative position is responsible for maintaining CRH’s financial health through accurate financial reporting, budgeting, financial controls, payment models, and sound accounting practices, while also supporting long-term financial planning.
Responsibilities & Duties:
Financial Accounting, Controls & Compliance
- Develop, implement, and maintain financial policies, procedures, internal controls, and accounting systems that support accuracy, efficiency, compliance, and quality.
- Manage and oversee the general ledger, accounts receivable, accounts payable, payroll, grants accounting and reporting, program transfers, procurement, reconciliations, and other accounting operations.
- Ensure accurate reconciliations, appropriate segregation of duties, transparent financial transactions, and compliance with accounting standards, laws, regulations, grant requirements, payer requirements, and organizational policies.
- Coordinate external audits and lead timely corrective action and remediation of any findings.
Budgeting, Forecasting & Financial Performance
- Lead the development, review, and ongoing management of organizational, departmental, operating, and capital budgets; coordinate and assist program leaders with budget preparation and monitoring.
- Maintain long-range forecasts, cash-flow projections, scenario models, and documented financial assumptions.
- Monitor financial performance through budget-to-actual, forecast-to-actual, break-even, cost, and other financial analyses; identify trends, risks, and performance gaps and provide actionable recommendations to the Executive Director.
- Establish clear systems, financial targets, dashboards, and accountability for tracking financial results for the organization.
- Identify and support cost improvement and financial efficiency initiatives while maintaining quality and organizational priorities.
Financial Reporting & Organizational Transparency
- Prepare and coordinate accurate, timely, and actionable financial statements, management reports, dashboards, key performance indicators, Medicare cost reports, Bureau of Primary Health Care financial and data reports, grant reports, UDS reporting, and other required internal and external reports.
- Present financial information, assumptions, variances, and risks in a clear and accessible manner to the Executive Director.
- Provide financial guidance and education to organizational leaders to support informed decision-making, operational improvement, and strategic planning.
Cash, Assets & Financial Stewardship
- Oversee organizational liquidity through active cash management, accurate cash forecasting, reserve planning, and early escalation of financial risks with recommended action plans.
- Maintain and safeguard Columbia River Health funds, investments, assets, and financial records; coordinate depreciation schedules and related records with auditors and other partners.
- Coordinate with financial institutions, government agencies, consultants, and other external partners as needed.
Revenue, Payer & Contract Management
- Negotiate and maintain payer contracts.
- Oversee and reconcile funding sources, including grants and cost reports.
- Maintain, review, coordinate, and oversee financial, operational, and vendor contracts and procurement processes to support accountability and minimize risk.
- Manage all organizational contracts to ensure they remain current, comply with applicable requirements, and are reviewed and renewed before expiration.
Benefits Administration
- Work collaboratively with CEO and HR to review employee fringe benefit package annually.
Finance Team Leadership
- Supervise and support assigned finance staff; establish clear roles, expectations, accountability, training, cross-training, and performance standards.
- Delegate effectively, evaluate performance, promote teamwork and professional development, and reduce single points of failure within finance operations.
- Establish and maintain processes to ensure all financial and accounting requirements are completed accurately and on time.
Organizational Leadership
- Align financial activities and recommendations with organizational priorities in partnership with the Executive Director and leadership team.
- Translate organizational priorities into measurable financial targets, assumptions, and action plans.
- Perform other duties and responsibilities as assigned by the Executive Director.
Work Schedule: Work hours will generally be scheduled Monday through Friday between 8:00 a.m. and 5:00 p.m., as arranged with the CEO. Occasional schedule adjustments, travel, evening, or weekend work may be required to meet organizational priorities and job responsibilities.
Qualifications:
Minimum Qualifications:
- Bachelor’s degree in Business Administration, Finance, Accounting, or a related field; substantial directly related experience may be considered in place of the degree requirement.
- Five or more years of progressively responsible finance or accounting experience, including at least three years of healthcare finance experience; FQHC or community health center experience preferred.
- Knowledge of generally accepted accounting principles, budgeting, forecasting, financial reporting, internal controls, audit preparation, grants accounting, and healthcare reimbursement.
- Ability to analyze complex financial information, identify risks and trends, manage competing priorities, meet deadlines, and provide clear recommendations.
- Excellent interpersonal communication, leadership, and problem-solving skills, including the ability to work independently and collaboratively with staff, leadership, the Board, and external partners.
- Ability to exercise sound judgment, tact, and diplomacy and to promote constructive outcomes during difficult interactions.
- Proficiency with Microsoft Outlook, Word, and Excel, and the ability to learn and effectively use financial and information-management systems.
Preferred Qualifications:
- MBA, CPA, or other advanced financial credentials.
- Experience with grants, alternative payment models, payer contracting, and revenue cycle or healthcare reimbursement.
- Experience working in a Federally Qualified Health Center or community health center.
- English/Spanish bilingual and bicultural skills.
