Full Job Description

A Community and Regional Planner performs difficult professional Land-Use and Regional planning contract work for members of the COG. Work includes preparing comprehensive planning recommendations; conducting downtown, parks and recreation, land use, open space, and zoning studies; analyzing data, ordinances, laws, and policies; developing recommendations, evaluating programs, and preparing and presenting reports; and providing technical assistance to the local government members. The employee may serve as a contract planner with a member government, and may develop new projects and seek funding to support them. Work requires thorough knowledge of the planning field and independent judgment and initiative in the performance of duties. Work is performed primarily in an inside environment. Work is performed under general supervision and is evaluated through conferences, observation, reports, progress on projects, and feedback from the clients.

Example of Duties:

Conducts, coordinates, prepares, presents, and participates in downtown, parks and recreation, and land-use planning.
Under contract serves as the contracted local government planner for a COG member which could include serving as staff to board of adjustment, and zoning and code compliance officer.
May perform general administrative duties in relation to local government operations.
Develops and assists in the short and long-range development plans for land use, thoroughfares and community facilities, presents plans to local boards.
Researches local, regional, and state plans, policies, programs, statues and ordinances regarding plans, policies, land use, community development, zoning, and related issues; provides technical assistance to COG member staffs.
Provides technical assistance and advice and makes presentations to COG members staff and local elected officials, state officials, boards, professional business, civic and academic parties, and other members of the public.
Conducts public meetings within the context of contract work, facilitates input as appropriate, provides technical planning advice and explains technical and statistical information.
Gathers and analyzes relevant data on residential and commercial annexation requests according to statutory and local ordinance requirements and drafts feasibility reports.
Assist with development and preparation of federal and state grants as appropriate.
Assist or prepare maps using COG-maintained GIS software for professional planning contract work.
Perform other contract work as specified by contract, which may vary from member organization to member organization.
May assist in providing facilitation services to various groups as needed or as contracted.
Develops new contract projects as needed.
Additional job duties required as assigned.

Qualifications:

A bachelor's in urban and regional planning or a related field.
Experience in municipal, county, or regional planning.
A master's degree is preferred.
Preferred experience in Professional Document Design and Illustration.
An equivalent combination of experience and education is accepted.
