Project Homeless Connect Washington County (PHC/PHCWC) is a nonprofit organization dedicated to empowering individuals experiencing houselessness by meeting them where they are and walking with them on their unique journeys toward stability and self-reliance. Position Overview:
PHC is seeking a dynamic, compassionate, and highly organized leader to manage the daily operations of Hillsboro’s new year-round shelter, which offers 75 beds across both congregate and non-congregate (pod-style) sleeping spaces. This shelter serves individuals experiencing homelessness by providing safe, supportive, and trauma-informed accommodations.
In this role, you will lead a large and dedicated team of over 16 staff members with direct reports: two Assistant Managers and two Safety Monitor Leads. You will work closely with the Facilities Manager. You will ensure that shelter operations run smoothly, guests are treated with dignity, and the environment remains clean, safe, and welcoming. The Shelter Manager collaborates closely with the Access Center Manager to coordinate wraparound services for guests and reports directly to the Director of Shelter
Your responsibilities will include overseeing scheduling and staffing coverage for a 24/7 operation, managing performance and development for shelter staff, supporting conflict resolution and crisis intervention efforts, and ensuring consistent implementation of policies and trauma-informed care practices. Additionally, you will be responsible for ensuring accurate data collection, producing program reports, and contributing to the overall success and alignment of the shelter with PHC’s mission, values, and equity-driven approach.
Key Responsibilities:Staff Supervision & Team Development
- Supervise, coach, and support a large team of shelter staff including Assistant Managers, and frontline shelter workers.
- Cultivate a positive, accountable team culture rooted in trauma-informed care, equity, and PHC’s core values.
- Lead by example, promoting respect, flexibility, compassion, and professionalism at all times.
- Ensure appropriate staffing coverage and operational oversight for a 24/7 shelter program.
- Conduct regular staff meetings, coaching sessions, and performance reviews; co-create development plans with direct reports.
- Provide consistent support during new skill development, ensuring staff have the tools and knowledge to succeed.
- Participate in staff hiring, onboarding, training processes, and progressive discipline in partnership with leadership and HR.
Shelter Operations & Guest Services
- Oversee the day-to-day operations of congregate and non-congregate (pod-style) shelter facilities, ensuring cleanliness, safety, and a welcoming environment.
- Maintain clear and consistent shelter policies aligned with PHC’s trauma-informed and harm reduction practices.
- Respond to guest concerns, critical incidents, and emergency situations using de-escalation and crisis intervention strategies.
- Collaborate with the Facilities Manager to address building maintenance, supply needs, and health/safety compliance.
- Ensure the dignity, confidentiality, and respectful treatment of all shelter guests.
- Ensure guidelines around good neighbor agreements are withheld
- Maintain positive and respectful relationships with neighbors, community partners, and government agencies.
Program Coordination & Integration
- Work in close collaboration with the Access Center, Outreach, Peer Support, and Case Management teams to provide wraparound support to shelter guests.
- Facilitate seamless guest intake, referral, and exit processes in coordination with relevant program partners.
- Ensure all shelter guests receive orientation and adhere to shelter rules, expectations, and available services.
- Represent the shelter in cross-department leadership meetings and program planning initiatives.
- Cultivate and sustain partnerships with external service providers—particularly in mental health, addiction recovery, and culturally specific services—to ensure a robust offering of onsite wraparound support multiple times per week.
- Prioritize accessibility by addressing language, cultural relevance, and participant-centered care in all aspects of program delivery.
Data Management & Reporting
- Ensure accurate and timely data entry in the Homeless Management Information System (HMIS).
- Monitor key data points, trends, and outcomes to support program improvement and compliance.
- Maintain audit-ready records, client files, and documentation in alignment with funder requirements.
- Support collection of both quantitative and qualitative data for internal and external reporting.
- Disaggregate data by race, ethnicity, and other relevant demographics to identify disparities; collaborate with the PHC DEI Committee to evaluate program outcomes and implement recommendations that promote equity for shelter participants of color.
Communication & Organizational Engagement
- Create and maintain clear systems of communication across all shifts and departments.
- Participate in and occasionally lead team, agency, and community meetings.
- Model PHC’s equity and anti-racist values in all work and engage in ongoing professional development.
- Contribute to a workplace culture that centers respect, learning, and the voices of those we serve.
- Other duties as assigned or required to support the shelter program and agency operations.
Skills & QualificationsRequired:
- Bachelor's Degree or equivalent or 5+ years of leadership experience in shelter, housing, crisis response, or social services, ideally in a 24/7 setting.
- 3+ years of proven success supervising and supporting large, diverse teams (15+ staff), including performance management and staff development.
- Demonstrated experience working with individuals experiencing homelessness, mental health needs, and substance use.
- Advanced skills in de-escalation, conflict resolution, and trauma-informed care.
- Strong knowledge of harm reduction, housing-first, and equity-driven service models.
- Excellent organizational skills with the ability to manage complex operations and shifting priorities.
- High emotional intelligence and communication skills, with a strong ability to build trust, coach staff, and resolve conflict.
- Familiarity with the Homeless Management Information System (HMIS) or similar client databases.
- Ability to work independently, make sound decisions under pressure, and maintain professional boundaries.
Preferred:
- Bilingual or multilingual candidates are strongly encouraged to apply.
- Familiarity with Oregon’s Coordinated Entry System and the regional homeless services landscape.
- Experience developing or improving program policies and operational systems.
- Proficiency in Microsoft Office, Google Workspace, and data management/reporting tools.
