JOB PERFORMANCE STANDARD – Property Manager
TYPE OF WORK:

SKILLS, KNOWLEDGE AND PERSONAL CHARACTERISTICS:
· Experience in managing multifamily LIHTC properties.
· Strong leadership skills with the ability to inspire and motivate both team members and residents.
· Demonstrated success in sales and customer service.
· 3-Years of Property Manager experience preferred.
· Proficiency in reviewing and interpreting resident ledgers, LIHTC processes, vendor management, property budgeting, and leading a team is a plus.
· Excellent communication skills, with the ability to collaborate effectively with on-site and executive teams.
· Commitment to maintaining a safe environment for all team members and residents.
· Confidence and assertiveness when addressing challenges or making decisions.
· Exceptional attention to detail and ability to perform well under pressure.
· Self-motivated and disciplined, with strong time management and organizational skills.
· Capable of working independently or under minimal supervision, while setting a positive example and fostering team development.
SUMMARY OF FUNCTIONS:
We are seeking a candidate with experience in Multifamily LIHTC properties and the ability to lead and inspire both team members and residents. Strong sales and customer service skills are essential, along with the capability to review and understand resident ledgers, LIHTC processes, and leading a team. Effective communication with both site and executive teams is crucial, as is a commitment to safety for all. The role requires assertiveness, attention to detail, and the ability to work well under pressure. Self-motivation, time management, and the ability to work independently while setting a positive example and developing into a team leader are also important attributes for success.
MAJOR DUTIES AND RESPONSIBILITIES:
Duties include, but are not limited to:
1) Leadership and Daily Operations
- Lead, schedule, and supervise the daily activities of all on-site team members, ensuring tasks are completed efficiently and to company standards.
- Prioritize, assign, and monitor work across Leasing and Compliance to keep both departments aligned and operating effectively.
- Inspect all vacated and ready apartments to ensure units are cleaned out within 24 hours of move-out. Standard turns should be completed within 3–5 days. Any extended turns (especially after evictions) must be communicated to the Regional Manager, if expected to exceed two weeks.
- Coordinate make-ready progress between maintenance, leasing teams, and regional leadership, ensuring timely completion and quality control.
- Conduct training as needed and ensure staff are equipped to meet company expectations.
- Cultivate a positive, high-performing team environment that promotes cooperation, enthusiasm, urgency in service, and a commitment to excellence.
- Support the hiring process by assisting with candidate screening, interviews, and onboarding.
2) Policy Compliance, Administration, and Financial Oversight
- Stay current with industry regulations, company policies, and best practices; update policy manuals and communicate changes to the team as needed.
- Inspect the property daily to maintain curb appeal, cleanliness, and overall presentation.
- Foster strong resident relations and promptly address complaints or concerns regarding service or lease compliance.
- Ensure timely and accurate submission of all reports requested by corporate or regional leadership.
- Assist regional and upper management with budgeting for property.
- Process applications and approve new residents in accordance with the company’s Statement of Rental Policy.
- Maintain accurate and organized resident records and files.
- Oversee rent collection and delinquency control—ensuring uncollected rent does not exceed 2% of total monthly income. Report any balances over 30 days delinquent to the Regional Manager with details on collection efforts.
- Initiate and manage legal actions, including evictions, in accordance with lease agreements and company policy.
3) Marketing and Leasing Performance
- Lead and oversee marketing and leasing efforts to achieve occupancy and revenue goals.
- Conduct regular market surveys to remain competitive and identify pricing or amenity trends.
- Oversee apartment showings, handle leasing inquiries, and ensure a professional and welcoming experience for all prospects.
- Analyze leasing traffic, conversion ratios, and rental data to make informed marketing recommendations.
4) Resident Retention and Community Engagement
- Promote resident satisfaction and retention through consistent communication, newsletters, community events, and resident recognition initiatives.
- Manage the Lease Renewal Program by contacting residents at least 90 days before lease expiration (120 days preferred), conducting renewal visits, and offering appropriate incentives.
- Conduct annual unit inspections and complete home visits for renewal residents. Inspect all units providing notice to vacate to accurately plan turnover costs and timelines.
5) Affordable Housing Compliance
- Review and work hand-in-hand with third party company to ensure all compliance documentation for move-ins and annual recertifications, including verification and income certification forms are completed in a timely and effective manner.
- Maintain a comprehensive understanding of all affordable housing program requirements and serve as a resource for other company communities when needed.
- Conduct on-site sample file audits for LIHTC communities at least annually and provide written reports of any non-compliance to supervisors.
- Oversee compliance-related training for site staff and maintain personal continuing education in affordable housing standards.
- Safeguard all resident and applicant information in accordance with confidentiality and fair housing standards.
- Maintain and regularly audit property waitlists to ensure accuracy, compliance, and proper documentation.
ORGANIZATIONAL RELATIONSHIPS:
Reports directly to the Regional Property Manager. May work directly with administrative division staff, other site managers, other management company employees, outside vendors and service providers.
OTHER REQUIREMENTS:
Hours of Work: Basic schedule includes 40 hours per week, but is not limited depending on the required coverage of the office may vary Monday through Friday, and weekends. Your supervisor will communicate the details depending on your assignment and location. Work schedules will vary from this depending on the properties posted office hours, scheduling needs and overall performance needs if they should change.
Physical Requirements: Extensive mobility and good physical condition. Must be able to perform the physical functions of the position, which may include, but are not limited to ability to walk property, including 4 flights of stairs, to complete physical inspections, deliver resident communications, and show apartments. Be able to effectively communicate with residents, staff, supervisors, vendors, etc. Must be able to lift a minimum of 50 lbs. to facilitate vacuuming, moving office furniture and lifting of supplies. Must always use proper personal protection, on the job injuries are subject to an investigation and potential drug test to ensure employee was taking necessary precautions and exercising good judgement when the injury occurred

Job Type: Full-time
Base Pay: $60,000.00 - $75,000.00 per year
