Position Description:
Under general direction, scopes out locations to determine types of permits required based on job scope and impact to the ROW; carefully reviews permit drawings to determine if the correct permit sketches were created and if they meet the permit agency’s minimum requirements for approval; has direct communication and collaboration with other permit coordinators as needed; coordinates with permit agencies and customers to ensure that timelines are met successfully; coordinates assigned activities with other divisions and outside agencies as well as small businesses, residents, and other applicants involved in the permitting process; and performs related duties as assigned.
Essential Functions of Position:
- Plans, organizes, coordinates, and evaluates permit processing program activities and operations within the Distribution Engineering Department, including: Permit Triage for scoping locations for permits and Permit Reviews to determine if minimum requirements from permit agencies are met.
- Coordinates permit processing activities with municipalities, outside agencies, customers, and the general public.
- Integrates and helps facilitate utility permit planning to support the Distribution Engineering Department; assists and participates in developing, implementing, and evaluating plans, work processes, and systems for future projects.
- Responds to and resolves difficult and sensitive customer inquiries and complaints; provides general and technical information and assistance to customers and designers.
- Tracks plan submissions through the plan checking and permitting process to ensure timely response and turnaround time; prepares statistical reports on a weekly/monthly basis for submission to supervisors; coordinates with other departments in the permitting and plan checking process.
- Oversees the implementation and system maintenance of the plan and permit tracking software; trains employees on the use of the system.
- Reviews site plans, architectural, structural, and construction plans, environmental assessment reports, and calculations submitted in connection with permit applications; ensures completeness and conformance with City submittal requirements.
- Participates in the training, motivating, and evaluation of assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies.
- Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment through selection, training, and day-to-day management practices that support achieving the department's mission, objectives, and values.
- Identifies opportunities for improving service delivery methods and procedures; facilitates in-house committees and focus groups to develop improved processes as needed; recommends, within departmental policy, appropriate services and staffing levels.
- Maintains current knowledge of new trends and innovations in the field of permit processing; attends and participates in professional group meetings; participates in professional development activities; reads publications relevant to the area of assignment.
- Performs related duties as required.
- Performs other job-related duties as assigned.

Other Functions of Positions:
- Familiarity with electric utility design and construction standards and practices
- Familiarity with large Florida electrical utility systems and processes, including, but not limited to: WMS, DM/EO, Drawing Viewer, AMG processes, RSV, etc...
- Wide perspective on how designs impact, including construction, customer outreach, cost, permitting, and material needs. As well as the goals of other large Florida electrical utility teams, such as Operations, Planning, and Hardening initiatives.

Position Requirements:
- A Bachelor's degree from an accredited college or university; (major coursework in engineering, architecture, or a related field is preferred.
- Five (5) years of increasingly responsible professional experience in a development permit processing program, which may include project managers and permit expediters who work through City permitting activities,
- One (1) year of administrative and/or lead supervisory responsibility.
- Experience in construction and/or project management will also be considered as qualifying experience.
- Experience will be counted toward education on a year-for-year basis.
Job Type: Full-time
Pay: $41,600.00 - $52,000.00 per year
