Job Summary
The Mobile Phlebotomist is a highly skilled independent contractor at the forefront of patient care, entrusted with delivering professional mobile phlebotomy services across a wide range of settings — including private homes, nursing facilities, assisted living centers, hospitals, and phlebotomy service centers. This role is critical to the operational success of Elite Phlebotomy and Eccolab Group, as it serves as the direct link between patients and the laboratory services that drive accurate diagnoses and better health outcomes.
The Mobile Phlebotomist is responsible for the precise collection of blood and non-blood specimens from a diverse patient population — ranging from pediatric to geriatric — and ensuring their safe, timely, and compliant delivery to designated laboratory drop-off locations. This is not a passive role. It demands a road-ready, detail-driven professional who takes full ownership of their routes, their patients, and their results.
The ideal candidate holds active phlebotomy certification, brings proven field experience, and operates with the highest standards of integrity, patient confidentiality, and regulatory compliance — including strict adherence to HIPAA, HITECH, OSHA, CLIA, and all applicable Florida state laws and Elite Phlebotomy's internal protocols.
Scope
The Mobile Phlebotomist operates as an independent contractor under Elite Phlebotomy and Eccolab Group, driving within an assigned local or regional territory to perform professional blood draws and biological specimen collections for patients who cannot or prefer not to visit a traditional clinical setting. This includes homebound patients, elderly individuals, busy professionals, residents of nursing homes and assisted living facilities, and participants in corporate or community health events.
Unlike a clinic-based phlebotomist, the Mobile Phlebotomist brings the full laboratory experience directly to the patient — performing precise blood draws, collecting non-blood specimens, safely preparing, labeling, and packaging samples, and transporting them to designated laboratory drop-off locations in full compliance with applicable handling and transport standards. This role handles the entire specimen lifecycle outside of a hospital or clinical environment, demanding both clinical excellence and operational independence.
Assignments are received and managed exclusively through the company's internal operational platform, which serves as the backbone for route coordination, collection confirmations, mileage tracking, and incident reporting. The Mobile Phlebotomist is accountable for the accuracy and timeliness of all data entered the platform, the quality and integrity of every specimen collected, and full compliance with Elite Phlebotomy's operational protocols at every stage of the assignment — whether a routine facility draw, a STAT collection, or a house call.
Essential Duties/Responsibilities
The following duties represent the core functions of the Mobile Phlebotomist role. These responsibilities span clinical collection, patient interaction, specimen integrity, regulatory compliance, and operational reporting — each equally critical to the successful execution of every assignment in the field.
Travel & Preparation
- Drive daily within assigned local or regional territory to reach scheduled appointments at private homes, nursing facilities, assisted living centers, hospitals, corporate sites, and community health events.
- Review and prioritize daily assignments through the company's internal operational platform, ensuring efficient multi-stop route execution to meet all collection timeframes and STAT deadlines.
- Ensure the vehicle is fully stocked with all necessary, sanitary, and approved medical supplies — including specimen transport containers, coolers, biohazard bags, and dry ice — before departing for any assignment.
- Accurately log all mileage driven in the performance of services exclusively through the company's internal operational platform in a timely and accurate manner.
Patient Interaction
- Confirm patient identity using at least two active identifiers and review physician test orders, fasting requirements, allergies, and any history of needle phobias prior to every collection.
- Prepare patients before every collection — explaining the procedure clearly, answering questions, and ensuring patient comfort, dignity, and informed consent in accordance with the Florida Patient's Bill of Rights.
- Conduct complete medical assessments as needed, including basic vitals, blood pressure, temperature, pulse, medical history reviews, urine collection, and EKGs, following all established protocols.
- Position the patient comfortably, assess veins thoroughly, and perform precise venipuncture or capillary puncture with minimal discomfort and maximum collection success on every draw.
- Monitor patients following collection for adverse reactions such as dizziness, fainting, or bruising, ensuring the patient is stable and well before departing the location.
- Recognize symptoms requiring immediate medical attention and make prompt referrals to appropriate medical staff following established triage protocols.
Specimen Collection & Care
- Perform venipuncture and capillary punctures on a diverse patient population ranging from pediatric to geriatric, drawing the correct volume of blood in the correct order of draw into the appropriate specialized collection tubes.
- Safely remove the needle, apply pressure, and securely bandage the puncture site following every draw.
- Collect non-blood specimens including urine, saliva, swabs, and other biological samples as required by the assigned laboratory requisition.
- Ensure all specimens are properly labeled immediately following collection with the patient's full name, ID, date, and time of draw to maintain full chain-of-custody integrity.
Sample Processing & Transport
- Process, centrifuge, split, or freezing specimens as required by specific test orders and laboratory protocols.
- Store all collected specimens securely in temperature-controlled transport containers to maintain viability and specimen integrity throughout transport.
- Transport all collected specimens to designated laboratory drop-off locations in full compliance with IATA/DOT biohazardous transport regulations, CDC guidelines, and CLSI specimen handling standards.
- Execute STAT collections with urgency and precision, recognizing the time-sensitive nature of these assignments and their direct impact on patient diagnosis and treatment.
- Conduct house call visits professionally and compassionately, managing single and multi-patient stops at the same address with full adherence to Elite Phlebotomy's house call protocols.
Safety, Compliance & Administration
- Maintain a sterile and sanitary work environment at every off-site location, adhering to OSHA Bloodborne Pathogens Standards including proper use of PPE, safe handling of sharps, and correct disposal of all biohazardous materials.
- Maintain full compliance with HIPAA, HITECH, CLIA, Florida Medical Records Act, Florida Clinical Laboratory Law, and all applicable federal and state regulations governing patient privacy, data security, and confidentiality at every stage of the assignment.
- Accurately log all collection confirmations, specimen status updates, and incident reports exclusively through the company's internal operational platform in a complete and timely manner.
- Maintain detailed, accurate, and confidential patient records and submit all required administrative documentation including billing information, daily mileage logs, and patient authorization forms.
- Maintain, clean, and restock the mobile phlebotomy kit regularly, using only materials and supplies provided or approved by Elite Phlebotomy and Eccolab Group.
- Complete HIPAA training within 30 days of start date and renew every two years, along with all onboarding and compliance documentation required by Elite Phlebotomy prior to commencing services.
- Communicate promptly and professionally with supervisors, facility staff, nurses, and laboratory personnel regarding collection status, specimen issues, patient concerns, or any incidents requiring immediate attention.
- Uphold the highest standards of professionalism, ethics, and patient-centered care on every assignment, serving as a direct ambassador of Elite Phlebotomy and Eccolab Group in every patient interaction.
Qualifications
- Active Certified Phlebotomy Technician (CPT) certification from a nationally recognized and accredited program, in good standing at the time of engagement and throughout the duration of the agreement.
- A minimum of 2 years of hands-on phlebotomy experience, with preference given to candidates with geriatric phlebotomy experience in mobile, home-based, or long-term care settings.
- Valid Florida driver's license with a clean driving record and reliable personal vehicle with current registration and valid automobile insurance.
- Must provide a valid Certificate of Insurance (COI) demonstrating active Commercial General Liability coverage with minimum limits of $1,000,000 per occurrence and $2,000,000 in the aggregate, and Professional Liability (Errors & Omissions) coverage with minimum limits of $1,000,000 per occurrence, with Elite Phlebotomy, Inc. named as an additional insured.
- Must successfully pass a background check and credential verification process including phlebotomy certification, state licensure, criminal background history, and exclusion from federal and state healthcare programs prior to commencing services.
- Must complete HIPAA training within 30 days of the effective date and maintain compliance with all onboarding documentation requirements established by Elite Phlebotomy.
- Bilingual proficiency (English/Spanish) strongly preferred given the diverse patient population served across the Florida market.
Skills/Abilities
- Demonstrated ability to perform successful venipuncture and capillary punctures on a diverse patient population, including difficult draws on elderly, pediatric, and chronically ill patients, with minimal or no complications.
- Proficiency in correct order of drawing, specimen labeling, processing, centrifugation, and temperature-controlled transport requirements.
- Working knowledge of HIPAA, HITECH, OSHA, CLIA, and all applicable federal and Florida state regulations governing patient privacy, specimen handling, and laboratory compliance.
- Strong time management and organizational skills with the ability to manage multi-stop daily routes efficiently and independently without direct supervision.
- Proficient in data entry and digital platform navigation with a high degree of accuracy and attention to detail.
- Exceptional bedside manners and the ability to interact compassionately and professionally with patients of all ages, backgrounds, and health conditions.
- Strong verbal and written communication skills in English, with bilingual proficiency in Spanish strongly preferred.
- High degree of integrity, accountability, and ethical conduct with zero tolerance for data falsification or conduct that could compromise patient safety.
- Physical ability to stand, sit, and bend and lift to 50lbs throughout a full day of mobile field operations.
Key Requirements
- Authorized to work in the U.S. with valid I-9 documentation.
- Phlebotomy Training: Completion of an accredited phlebotomy training program from a recognized institution prior to commencing services.
- National Certification: Active certification from a recognized board such as the National Health career Association (NHA), American Society for Clinical Pathology (ASCP), or American Medical Technologists (AMT), in good standing throughout the duration of the agreement.
- State Licensure: Must hold a valid state-issued phlebotomy technician license where required by applicable state law.
- Experience: Minimum of 2 years of hands-on phlebotomy experience, with preference for candidates with geriatric or mobile phlebotomy background.
- Reliable Transportation: Valid Florida driver's license, clean driving record, and reliable personal vehicle with current registration and valid automobile insurance.
- Mobile Phlebotomy Kit: Must maintain and arrive to every assignment fully stocked. Certain supplies and materials are provided by Elite Phlebotomy and Eccolab Group — contractor is responsible for all remaining consumables required for proper specimen collection, preservation, and transport.
- Insurance: Must provide a valid Certificate of Insurance (COI) with Elite Phlebotomy, Inc., named as an additional insurance prior to commencing services.
- Background Check: Must successfully pass a multi-step background check, credential verification, and pre-employment drug screening prior to commencing services.
- Schedule Flexibility: Must be willing to work early morning shifts, evenings, and every other weekend as operationally required.
- Independence: Must operate as an independent contractor, working autonomously in the field without direct on-site supervision, and be solely responsible for all applicable taxes, licensing fees, and insurance obligations.
