Full Job Description

Recruitment Information

This posting is for the State of Hawaii, Department of Commerce and Consumer Affairs, Insurance Division, Insurance Fraud Investigations Branch.

The position is located on Oahu (Downtown Honolulu).

Duties Summary

The function of the Insurance Fraud Investigation Branch is to conduct investigation and prosecution on a statewide basis of cases involving fraudulent insurance claims. The Branch is responsible for intake and investigation of cases referred to it and for prosecution of those cases where appropriate. The Branch is also responsible for responding to inquiries relating to its functions.

The position is primarily responsible for initial case assessment, development and execution of an investigative plan with a focus on fraudulent medical billing practices. The position is also responsible for gathering and preserving evidence, preparing reports and assisting the attorney assigned to the case with all phases of prosecution.

Minimum Qualification Requirements

Education: Graduation from an accredited college or university with a baccalaureate degree. Degree in accounting, finance or other business-related field preferred.

A Certified Public Accountant (CPA) certificate may be substituted for educational requirement.

Excess experience in auditing and investigation field may be substituted for education on a year-for-year basis provided that the incumbent demonstrates sufficient skills and ability to perform the duties and responsibilities.

Experience: Must possess at least two and one-half (2-1/2) years of criminal investigation or auditing experience that involved the gathering, analyzing
and interpreting of information and evidence.

Experience in the insurance field, including medical coding and health insurance claim review, is desireable.

Experience in the investigation of insurance fraud is preferred.

Knowledge: Knowledge of clear investigative writing, interviewing methods and techniques. Knowledge and understanding of basic insurance principles and practices preferred. Knowledge or willingness to learn medical coding and health insurance claims review desireable.

Skills/Abilities: Ability to develop and execute criminal investigative plan that includes case assessment, gathering and analyzing facts, interviewing witnesses, and gathering and preserving evidence; interpreting and analyzing financial information; communicating clearly and precisely interpretation of analytical data; interpreting laws, rules, regulations; deal effectively and independently with the public.

Ability to analyze and organize voluminous written/verbal information and claims data and make decisions on issues based on interviews, records review, reconstruction of missing or fraudulent records, and applying written material that is technical or legal in nature to specific investigative matters.

Skill in using computer programs, word processing, spreadsheets, databases and medical billing to develop computerized schedules to support investigative findings.

Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment from the department head or designee at any time.
