Human Resources Director & Business Manager
Our client is seeking a Human Resources Director & Business Manager to lead a comprehensive human resources function supporting a diverse workforce and leadership team. This position combines strategic leadership with hands-on execution across employee relations, compliance, talent management, compensation, benefits, labor relations, and organizational risk management. The ideal candidate is a trusted business partner who can navigate complex personnel matters, drive process improvements, and foster a compliant and employee-focused workplace culture.

This role is fully in on-site in the Dalles, Oregon.

Human Resources Director & Business Manager Responsibilities

Provide strategic and operational leadership for all human resources programs, policies, and initiatives across the organization.
Serve as a trusted advisor to executive leadership and management on workforce planning, employee relations, organizational development, and employment-related matters.
Lead recruitment, hiring, onboarding, retention, and succession planning efforts to support organizational growth and workforce needs.
Oversee employee relations matters, including performance management, conflict resolution, corrective action processes, and workplace investigations.
Manage labor relations activities, including collective bargaining support, contract interpretation, grievance resolution, and labor agreement administration.
Ensure compliance with applicable federal, state, and local employment laws and regulations, while proactively communicating regulatory changes and organizational impacts.
Develop, implement, and maintain HR policies, procedures, and best practices that support organizational objectives and compliance requirements.
Direct compensation and classification programs, including salary administration, job evaluations, market analyses, and maintenance of compensation structures.
Oversee employee benefits administration, including enrollment activities, vendor coordination, employee communications, and program management.
Lead workplace accommodation, equal employment opportunity, leave administration, and employee support programs.
Manage organizational risk management initiatives related to employment practices, workplace safety, liability mitigation, and policy compliance.
Conduct or oversee investigations involving employee concerns, policy violations, workplace complaints, and other sensitive personnel matters.
Maintain accurate employee records, HR documentation, and personnel files in accordance with legal and organizational requirements.
Provide training and guidance to managers and employees on employment practices, workplace policies, compliance obligations, and leadership development.
Monitor and support performance evaluation processes to ensure timely completion and consistency across the organization.
Collaborate with Finance and other business functions on payroll-related activities, benefits reporting, workforce analytics, and compensation administration.
Participate as a member of the senior leadership team, contributing to organizational planning, operational effectiveness, and continuous improvement initiatives.

Human Resources Director & Business Manager Qualifications

Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field.
Five or more years of progressive human resources leadership experience with broad responsibility across multiple HR disciplines.
Strong working knowledge of employment laws and regulations, including wage and hour compliance, leave administration, workplace accommodations, equal employment opportunity, workers' compensation, and workplace safety requirements.
Experience managing employee relations matters, workplace investigations, performance management programs, and organizational policy development.
Demonstrated experience supporting labor relations, collective bargaining environments, or unionized workforces preferred.
Experience administering compensation programs, employee benefits, job classifications, and performance management processes.
Ability to interpret regulations, assess organizational risk, and develop practical solutions to complex workforce challenges.
Strong leadership, communication, interpersonal, and conflict resolution skills with the ability to build effective relationships at all levels of an organization.
Proven ability to maintain confidentiality, exercise sound judgment, and manage sensitive information with discretion.
Proficiency with HRIS platforms, Microsoft Office applications, and standard business software tools.
Professional certification such as PHR, SPHR, SHRM-CP, SHRM-SCP, or IPMA-HR preferred.
Valid driver's license and ability to travel between facilities or work locations as needed.

Salary: $127K-$156K/year. (DOE)
