JOB DESCRIPTION

TITLE: WEATHERIZATION AND ENERGY ASSISTANCE PROGRAM COORDINATOR

JOB CLASSIFICATION: COORDINATOR SALARY RANGE: $31.08 – 37.73/hour

IMMEDIATE SUPERVISOR: DEVELOPMENT DIRECTOR

PROGRAM: WEATHERIZATION (WEX) and LOW INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP)

ASSIGNED STAFF: 4-6

SUMMARY DESCRIPTION: This position supervises CCAP’s Weatherization and Energy Assistance Team. The Coordinator is responsible for managing workflow and production; negotiating and managing sub-contracts and supervising the work product of other team members. Working with the Department Director and the agency’s Fiscal team, the Coordinator develops and manages an overall program budget, ensuring that all costs are coded to the appropriate funding source and category, and are within the limits of available funding. The Coordinator works closely with funders, and prepares reports to funders.

Quality assurance is a critical function for this position. Working with the Department Director, the Coordinator designs, implements and assures compliance with all program processes and procedures. The Program Coordinator assures that all projects and programs abide by the guidelines set forth by the agency, and The State of Washington, Department of Commerce; ensures that all work meets fund-source guidelines and standards for material and workmanship; and monitors all aspects of Wex projects to include safety, cost effectiveness, working conditions, program tracking requirements, workmanship, productivity and customer satisfaction.

This position is based in Aberdeen WA, but serves the entire Grays Harbor and Pacific County region. The position requires routine same-day travel within the region, and occasional travel out of region for training and presentations.

FUNCTIONAL RESPONSIBILITIES:

For Weatherization:

1. Verify client’s qualifications by collecting all required evidence of identity and qualification.

2. Maintain a waiting list prioritized according to Commerce-approved prioritization guidelines.

3. Create and provide audit-ready files to the Auditor/Inspector.

4. Prepare bid packets, work orders, and purchase orders.

5. Process invoices for payment.

6. Track all projects and report weekly progress to the Department Director.

7. Obtain authorization from the Department Director to open and close all projects.

8. Generate, audit, and maintain Weatherization client and contractor files.

9. Complete annual verification of all contractors licensing, bond, insurance and debarment status with L&I.

10. Assure contractor compliance with Prevailing Wage and Certified Payroll.

11. Ensure service expenses meet grant funding and contract requirements.

12. Prepare monthly, quarterly and close-out reports as required.

13. Reconcile end-of-month with fiscal & funding source.

14. Maintain up to date inventory records.

15. Monitor program work expenses and budgets, to obtain Director approval of expenditures.

16. Procure contractors and subcontractors.

17. Attend staff meetings and training sessions as required.

18. Monitor contractors for compliance.

19. Create an annual work plan with attainable objectives.

20. Enter Weatherization project data into state database.

21. Other appropriate duties as assigned.

For Energy Assistance:

1. Manage contracts within budget and within contract periods.

2. Ensure that all policies and procedures are current and consistent with each Program’s guidelines.

3. Effectively manage program openings, including appointment scheduling, marketing and population prioritization.

4. Perform all relevant functional responsibilities listed under “Weatherization.”

For Program Supervision:

1. Assign tasks within team and manage workflow.

2. Monitor quality and timeliness of projects and project components.

3. Receive and respond to customer concerns or complaints, forwarding formal Grievances to the Department Director.

4. Working with the Department Director, develop and manage an overall Program budget.

5. Draft performance evaluations for other Program staff.

6. Keep the Department Director appraised of any challenges to workflow and customer complaints.

7. Attend workshops and training as necessary to stay updated with program guidelines.

MINIMUM QUALIFICATIONS:

· Professional experience working in Weatherization and/or energy assistance.

· Current Notary Public or ability to obtain.

· Experience in project management.

· Good writing, proofreading, verbal communication and math skills.

· Familiar with Microsoft Office Suite including Microsoft Word, Excel, Publisher, and PowerPoint.

· Able to meet physical requirements, including crawling in tight spaces and climbing on roofs.

· Ability to work effectively with persons of diverse backgrounds.

· Able to work independently, practice tact, courtesy and discretion at all times.

· Ability to read building plans and drawings.

· Lead Safe Work Practices training, Lead Safe Weatherization and a 1- day hands on training and E.P.A. Lead Based Paint Risk Assessor Certification. (Must be certified within a year of employment.)

· Washington State driver’s license required. Driving record must allow candidate to be covered by agency insurance policy.

PREFERRED QUALIFICATIONS:

· Construction/rehab project management experience or 2 years’ hands-on experience in the building/remodel industry.

· Strong working knowledge of loan documents such as Deed of Trust, Promissory Note, and Truth in Lending Disclosure for loan signing.

· Energy Auditor/Building Analyst with QCI Micro-Credential.

· Past experience working in grant-funded Weatherization and Home Rehab programs.

· Project Management or Contract Management Certification.

· Experience in accounting statement reconciliation.

· Basic knowledge of residential construction and house components and nomenclature.
