The Business Analyst/Project Manager (Senior) will serve as a functional subject matter expert and project lead for the implementation of the PeopleSoft 9.2 Labor Administration module.
The ideal candidate will possess advanced functional knowledge of PeopleSoft HCM 9.2, with specialized expertise in Labor Administration and working knowledge of Time and Labor, Payroll for North America, Human Resources, and related HCM modules.
The position is responsible for leading business analysis, functional design, system configuration, integration coordination, testing, stakeholder engagement, training, deployment readiness, and post-production stabilization
Essential Duties and Responsibilities
- Coordinate with end users, HR stakeholders, labor relations teams, and agency representatives to understand business needs, functional requirements, and labor-related processes.
- Lead requirements-gathering sessions, process-mapping workshops, fit-gap analyses, and functional design discussions.
- Analyze current-state processes and develop future-state recommendations that align PeopleSoft functionality with HRT business needs and agency policy.
- Translate business requirements into detailed functional requirements, configuration documents, process flows, and functional specifications.
- Identify project risks, dependencies, process gaps, and opportunities for operational improvement.
- Validate that proposed solutions meet business, contractual, statutory, regulatory, and compliance requirements.
PeopleSoft HCM and Labor Administration Configuration
- Lead the functional design, configuration, implementation, and deployment of the PeopleSoft HCM 9.2 Labor Administration module.
- Configure and maintain Labor Administration components, including:
- Bargaining units
- Union profiles and union codes
- Labor agreements
- Contract terms and provisions
- Seniority and employment-related attributes
- Contractual rules
- Compensation and pay compliance requirements
- Related regulatory and contractual factors
- Ensure accurate setup and maintenance of labor agreements, union structures, contractual terms, and associated business rules.
- Analyze, design, configure, and support PeopleSoft HCM deliverables, with an emphasis on Human Resources and Labor Administration.
- Evaluate configuration impacts across Time and Labor, Payroll for North America, Human Resources, Benefits, Compensation, and other related HCM modules.
- Provide functional guidance regarding system setup, security, workflow, reporting, and data requirements.
- Maintain a strong blend of functional and technical knowledge to troubleshoot cross-module issues.
Project Management and Governance
- Develop and maintain project plans, milestones, schedules, action items, risks, issues, and dependencies.
- Coordinate project activities across functional, technical, operational, and external partner teams.
- Facilitate project meetings, requirements sessions, design workshops, testing activities, and status updates.
- Monitor project progress and escalate risks, issues, resource needs, and decisions that may affect the October 2026 implementation deadline.
- Ensure project activities and deliverables adhere to established methodologies, governance requirements, documentation standards, and quality-control processes.
- Communicate project status, decisions, risks, and upcoming activities to project leadership and stakeholders.
- Support project planning throughout the design, configuration, testing, training, deployment, and stabilization phases.
Integration and Technical Coordination
- Identify and document integration points affected by the implementation of Labor Administration.
- Partner with technical teams to define interface requirements, data mappings, business rules, validation criteria, and expected system behavior.
- Create and maintain functional specifications for integrations, enhancements, reports, interfaces, workflows, and system modifications.
- Collaborate with developers and technical support teams to design, develop, test, validate, and document system solutions.
- Review technical designs to confirm alignment with approved functional requirements.
- Validate end-to-end integration performance across PeopleSoft HCM modules and downstream systems.
- Research PeopleSoft records, tables, fields, and data relationships to support system analysis and troubleshooting.
Testing and Quality Assurance
- Develop detailed functional test scripts and expected results for unit testing, system integration testing, regression testing, and user acceptance testing.
- Lead or participate in testing cycles for configuration, integrations, reports, security, workflows, and system modifications.
- Coordinate testing activities with business users, functional teams, and technical resources.
- Document, prioritize, track, and validate the resolution of defects and testing issues.
- Confirm that project deliverables satisfy approved business requirements, contractual obligations, compliance standards, and acceptance criteria.
- Validate system readiness before deployment and recommend corrective actions when requirements are not met.
Data Analysis, Reporting, and Compliance Support
- Perform data research by identifying underlying PeopleSoft records and retrieving data on an ad hoc basis.
- Analyze system data to support audits, compliance reviews, reconciliation activities, troubleshooting, and operational needs.
- Assist with the definition and validation of reports, queries, dashboards, and data extracts.
- Verify the accuracy and completeness of labor, union, contract, compensation, payroll, and employee-related data.
- Support data validation and conversion activities associated with the implementation.
Change Management and Stakeholder Engagement
- Support organizational change management activities, including communication planning, stakeholder education, policy alignment, readiness assessments, and adoption efforts.
- Evaluate and communicate the operational impacts of introducing Labor Administration functionality.
- Educate and advise Harris County staff regarding PeopleSoft HCM functionality, Labor Administration processes, system rules, dependencies, and leading practices.
- Build effective working relationships with HR, labor relations, payroll, technology, agency leadership, external consultants, and system users.
- Assist in resolving stakeholder concerns and facilitate decisions regarding business processes and system functionality.
Training and Knowledge Transfer
- Develop, review, or contribute to training materials, process guides, job aids, standard operating procedures, and system documentation.
- Conduct knowledge-transfer sessions for system administrators, HR partners, labor relations staff, agency representatives, and support personnel.
- Provide guidance to end users regarding new processes, system functionality, and role-based responsibilities.
- Ensure that final documentation is sufficient to support ongoing system administration and operations.
Deployment and Post-Production Support
- Contribute to cutover planning, readiness assessments, deployment checklists, and go-live activities.
- Coordinate or support the execution of assigned cutover tasks.
- Validate configuration, security, integrations, reports, workflows, and data before production deployment.
- Provide post-go-live hypercare support to identify, troubleshoot, and resolve production issues.
- Track stabilization activities and confirm that critical issues are addressed in a timely manner.
- Document final configuration decisions, known issues, support procedures, and transition materials.
- Support the transition of the Labor Administration module to long-term operational and technical support teams.
Required Knowledge, Skills, and Abilities
- Advanced functional knowledge of PeopleSoft HCM 9.2.
- Specialized expertise in PeopleSoft Labor Administration.
- Strong knowledge of bargaining units, unions, labor agreements, contractual rules, seniority provisions, and compensation compliance requirements.
- Working knowledge of PeopleSoft Time and Labor, Payroll for North America, Human Resources, and related HCM modules.
- Experience conducting requirements analysis, fit-gap assessments, process mapping, functional design, configuration, testing, and implementation.
- Ability to create clear functional specifications for system enhancements, integrations, reports, interfaces, workflows, and modifications.
- Understanding of PeopleSoft records, tables, fields, data structures, and cross-module dependencies.
- Experience leading or coordinating unit testing, system integration testing, regression testing, and user acceptance testing.
- Strong project management skills, including planning, scheduling, risk management, issue management, stakeholder coordination, and status reporting.
- Ability to interpret and apply labor agreements, agency policies, statutory requirements, contractual provisions, and compliance standards.

Minimum Qualifications
- Bachelor’s degree from an accredited college or university in Business Administration, Human Resources, Management Information Systems, Computer Science, Information Technology, Public Administration, or a closely related field.
- Five years of progressively responsible experience performing business analysis, functional systems analysis, project management, or PeopleSoft HCM implementation and support.
- Three years of hands-on functional experience with PeopleSoft HCM 9.2 or a comparable PeopleSoft HCM environment.
- Demonstrated experience supporting or implementing PeopleSoft Labor Administration, labor relations, union, or collective bargaining functionality.
- Experience developing functional requirements, configuration documentation, test scripts, process documentation, and training materials.
Relevant professional experience may be considered in lieu of the required education in accordance with Harris County employment guidelines.
Preferred Qualifications
- Seven or more years of PeopleSoft HCM functional analysis, implementation, or support experience.
- Experience leading a PeopleSoft Labor Administration implementation.
- Experience with public-sector, county, municipal, state, or other government HR systems.
- Experience supporting unionized or collectively bargained workforces.
- Functional experience with PeopleSoft Time and Labor and Payroll for North America.
- Experience with PeopleSoft integrations, reporting tools, workflow, security, and data conversion.
- Experience managing enterprise HR technology projects involving multiple agencies, departments, or stakeholder groups.
- Project Management Professional (PMP), Certified Business Analysis Professional (CBAP), PeopleSoft certification, or comparable professional certification.
- Familiarity with government procurement, governance, policy implementation, or Commissioners Court-approved initiatives.
