This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). Duties

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.

As a Supervisory Program Analyst at the NH-0343-4 broadband level, some of your typical work assignments may include:

Leads cross functional matrix team efforts in performing research and analysis to respond to detailed questions in assigned area of responsibilities, in formulating or executing plans. Analyzes the requirements of the workforce to participate in the establishment of short and long range plans. Assesses and provides strategic direction for resolution of problems, policies, and procedures.
Prepares and presents information and decision briefings at all management levels to convey strategic vision or organizational policies. Ensures integration, analysis, planning, issue identification, and path ahead for timely and efficient execution of improvements. Develops reports and provides clear and concise briefing materials.
Leads / guides other analysts to develop, refine, coordinate, implement and maintain policies, guidelines, processes, plans, techniques and procedures in accordance with applicable legislation, regulations and policy, to fit new situations to improve overall program operations. Develops and integrates innovative approaches to attain goals and minimize expenditures. Analyzes new or proposed guidance/regulations to determine impact on program operations or develops solutions to highly challenging programs or projects.
Establishes and maintains effective coordination with internal and external organizations on matters of mutual concern or requiring coordinated efforts. Participates in high-level teams, meetings and special working groups to coordinate and resolve problems concerning conflicting requirements, reporting systems, etc. Resolves diverse viewpoints/controversial issues and solves broad organizational issues.
Identifies functional and cross functional processes as it relates to workforce operations. Initiates actions to resolve major organizational issues. Works with senior management to establish new fundamental concepts and criteria and stimulate the development of new policies, methodologies and techniques. Gathers data to identify critical processes and critical steps within processes. Identifies those processes most in need of business process re-engineering and develops methods for monitoring program performance. Monitors completion of taskers and actions against established milestones and prepares material for presentation for management. Analyzes and evaluates the effectiveness of program operations to meet established goals.
Manages the directorate's administrative requirements including, but not limited to: Personnel staffing, hiring actions, talent management, Enterprise Task Management Software Solution (ETMS2), Operations Resources and Business Integration Technologies (ORBIT), MDA annual, incentive and time-off awards tools, MDA Conference Request Tool, Financial Management (FM) Certification Program, FM Learning Management System (FM LMS), Administrative Officer to General Counsel for the Financial Disclosure Management processes, external awards development and review for leadership approval, staffing package development and review for leadership approval, conference package development and review for leadership approval, training management, organization charts and associated overview briefings. Assumes ownership of processes and products, as appropriate.
Captures, integrates, organizes and analyzes workforce management data using a variety of statistical analysis software and data mining methods. Assesses data and systems to determine the type of data available and how it can be imported into other systems to reduce or eliminate manual reporting requirements for more efficiency. Evaluates data used in tools for use in the management and direction of programs. Based on the data evaluated, works with senior management to establish new fundamental concepts and criteria and stimulate the development of new policies, methodologies, and procedures.
Leads, defines, and manages, incorporating the Risk Management Internal Control (RMIC) program in regarding risk to identification of risks, risk mitigation strategies, and associated testing. Assesses and determines irregularities or inaccuracies and provides strategic direction for resolutions of problems. Duties include analyzing sensitive data requiring accesses to classified information.

This position is designated as a financial management (FM) workforce position and requires certification in accordance with the National Defense Authorization Act (NDAA), Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
Incumbent must obtain mandatory FM certification requirement annotated on the position coding sheet. Continuous learning points are required every two years.
This is a drug testing designated position.
Must be able to obtain/maintain a Non-Critical Sensitive/Secret clearance.

Qualifications

You may qualify at the NH-04 Broadband Level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 3 of the 5 specialized experience listed below to be qualified:

Experience with personnel staffing, hiring actions and talent management policies and processes. Building cohesive teams and managing operational performance.
Utilizing a wide-range of qualitative and/or quantitative methods; advance management and organizational practices; and planning and evaluating complex program functions to assess and improve program effectiveness in meeting established goals, measures, and objectives.
Experience working with and across executive staffs, joint staffs, commands, agencies, and the services in the development of the organization's primary mission, goals, and objectives.
Implementing change management strategies to facilitate organizational initiatives and achieve measurable transition objectives. Experience with communication (oral and written), researching, planning, coordinating, and briefing actions in support of leadership's goals, objectives, and mission.
Experience with process, products, terminology, and guidance documents to be able to design and conduct independent assessments to identify potential issues and to ensure full compliance with DoW guidance and Agency strategies and policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
