Summary
Training coordination and on-site support services to municipal public health staff in the Southeast region of Massachusetts, including the islands of Martha’s Vineyard and Nantucket. Position works in close partnership with Massachusetts Department of Public Health (MDPH) Central Trainers, who provide foundational and classroom-based instruction, and supports the hands-on competency training component for local public health inspectional staff. The Instructor helps municipal staff apply standardized inspection methods and supports the uniform enforcement of applicable codes and regulations. All other related work as required.
Supervision
Works under the general direction of the Public Health Shared Services Program Manager (or their designee) and in accordance with professional standards. Responsible duties require professional judgment in promoting and implementing public health programs.
Expected to perform a variety of duties related to training hub coordination, on-site logistics, and participant support for the enforcement and interpretation of public health, sanitation, and environmental laws and regulations. MDPH Central Trainers deliver the primary curriculum; the Training Hub Instructor supports practical application of that curriculum.
Essential Functions

- Coordinates and supports hands-on training sessions for public health inspectional staff to reinforce proper inspection methods, procedures, and regulatory and code principles in partnership with MDPH Central Trainers.
- Works with MDPH OLRH (Office of Local and Regional Health) and the designated Public Health Excellence (PHE) leads/coordinators for the Training Hub to review PHE information and data regarding training gaps and needs, and identify potential staff for training.
- Attends trainings provided by MDPH Central Trainers. Expected to be prepared to raise region-specific challenges that may inform the training approach.
- Works with MDPH Central Trainers to incorporate region-specific nuances and challenges into the standardized curricula for hands-on training sessions.
- Sets up the logistical needs for training sites and establishments being inspected to ensure accessibility and safety.
- Designs and provides structured support for accessible, hands-on training predicated on MDPH standardized curricula. Creates, in consultation with MDPH Central Trainers, resources or learning aids appropriate for the region. Must be available to training participants to respond to questions and challenges arising from training sessions.
- Participates in central meetings or learning collaboratives along with other Hub Trainers from across the state.
- Provides requested reporting and assists administrative staff in required reporting on trainings and trainees.
- Provides feedback to MDPH Central Trainers on best practices or suggested changes to the training model and curricula.
- Maintains or seeks relevant credentialing and attends relevant professional development training along with the centralized required training.
- Works with the OLRH staff to promote and increase access to credentialing opportunities for local public health staff.
- Assists in the OLRH evaluation of the Training Hub model.
- Assists the Barnstable County PHE Group in maintaining up-to-date regulations.
- Works in collaboration with the Health Directors and Agents.
- Attends educational meetings, seminars, and training programs necessary to remain current with new regulations and policies; participates in professional organizations.
- Maintains certifications related to job duties.
- Performs similar or related work as required, directed, or as the situation dictates.
Recommended Minimum Qualifications
Education and Experience
Bachelor’s degree or higher in biology, environmental science, public or environmental health, or a related field. Demonstrated experience in public health inspection, environmental health, or a related regulatory field is preferred. Experience in planning and supporting training programs, workshops, or public presentations is a plus. Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered.
Note: MDPH Central Trainers will provide the primary instructional content. The Training Hub Instructor is expected to develop subject matter familiarity over time and to complete the required MDPH training and credentialing program within 18 months of hire.
Required Credentialing After Hire
Registration as a MA Sanitarian, or NEHA Registered Environmental Health Specialist/Registered Sanitarian (REHS/RS), or Certified Health Officer preferred but not required at hire. Applicants will be expected to complete relevant certifications within 18 months, or as soon as practicable based on the availability of the certifying authority.
Domain-based certifications (preferred or to be completed within 18 months):
Food Safety: Certified Food Safety Manager, Food Safety Regulator Certification, or Food PHIT training.
Title 5: System Inspector, Certified Soil Evaluator preferred.
Housing: Housing PHIT Training, Certified Lead Determinator preferred.
Required Licensing/Certification: Class D motor vehicle operator’s license required.
Knowledge:Working knowledge of, or ability to learn, Massachusetts Sanitary Codes and applicable environmental and public health regulations, including but not limited to: 105 CMR 590.00 State of MA Sanitary Code Chapter X – Minimum Sanitation Standards for Food Establishments, CMR 410.00 (State Sanitary Code, Chapter II), Minimum Standards of Fitness for Human Habitation, 105 CMR 445.000 Minimum Standards for Bathing Beaches; 105 CMR 435.00 Sanitary Standards for Swimming Pools; 105 CMR 430.00 Minimum Standards for Recreational Camps; 105 CMR 123.00 Tanning Facilities; 105 CMR 451.00 Minimum Health and Sanitation Standards and Inspection Procedures for Correctional Facilities; 105 CMR 460.00 Lead Poisoning Prevention and Control; 105 CMR 665.00 Minimum Standards for Retail Sale of Tobacco and Electronic Nicotine Delivery Systems; and 105 CMR 675.00 Requirements to Maintain Air Quality in Indoor Skating Rinks, 105 CMR 15.00 State Sanitary Code (Title 5). Full subject matter expertise is not required at hire; a willingness and demonstrated ability to develop expertise on the job is expected.
Ability:Ability to support and coordinate training of new staff and seasoned professionals in the proper inspection and enforcement of federal, state, and local regulations pertaining to a variety of sanitary codes. Ability to exercise independent judgment; maintain accurate records; write concisely; express thoughts clearly; and develop ideas in a logical sequence. Ability to learn to interpret the laws, rules, and regulations pertaining to sanitary inspection and other applicable environmental and public health codes. Ability to engage diverse adult learners in a collaborative, professional setting.
Skill:Excellent interpersonal and organizational skills; strong oral and written communication skills; skilled in MS 365 and associated applications; ability to learn to use inspection tools including infrared and probe dial thermometers. Strong logistical and coordination skills; comfort working with a range of stakeholders from state agency staff to local municipal employees.
Job Environment
Administrative work is performed in an office setting; coordination and support work is conducted at training sites and inspection locations with potential exposure to unsanitary conditions, possible sources of disease, or unhealthy environmental conditions. The employee follows safety practices and uses safety equipment as required.
The employee has regular contact with the general public, public agencies, MDPH staff, and private organizations to provide and obtain information pertaining to public health issues and the provision of services. Errors could endanger public health, result in personal injury or injury to others, or have legal repercussions.
Employee is expected to travel to towns in Southeast Massachusetts including the Islands of Martha’s Vineyard and Nantucket. Attendance at Barnstable County PHE and local Board of Health meetings may be required. May need to work hours outside of normal County operation. Travel will be approximately 50% of the time spent. Mileage will be reimbursed, must have own reliable transportation.

Physical agility is required to access all areas of inspection sites. Working conditions involve occasional exposure to intermittent machine or related noise, or a combination of elements such as odors, dust, smoke, heat, cold, oil, dirt, or grease. Vision requirements include the ability to read technical documents and plans, use a computer, and operate a motor vehicle. Passing a pre-employment physical is required.
