The Division of Management Services (DMS) is seeking a skilled individual to join our team as an Administrative Services Manager of Facilities Operations in Boise . This position oversees a wide variety of people and tasks throughout the state, and the successful candidate must not only bring experience to the table, but also display a steadfast resolve, strong interpersonal skills and a commitment to delivering excellent customer service.
DMS supports the Department of Health and Welfare’s 38 locations, including three Facilities’ hub managers and support staff in the east, west and north hubs. This position will have the unique opportunity to collaborate with all programs and Facilities’ staff across the state.
This position is not eligible for telework.

EXAMPLE OF DUTIES:
- Plans, organizes, and directs staff and administrative activities for the Facilities’ Operations teams.
- Selects, trains, and directs supervisory staff and evaluates work performance.
- Develops and directs implementation of program plans, priorities, performance standards, and procedures.
- Coordinates and participates in strategic planning, monitoring, and evaluation.
- Research, analyze, and interpret state and federal laws, regulations, and policies, ensures consistency and compliance.
- Oversees program contracts and budget.
- Coordinates building facilities, security, and maintenance.
- Advises Bureau Chief and/or Administrator on Facilities Operation items and participates as a member of the management team.
- Investigates, troubleshoots, and resolves or recommends solutions to complex issues, inquiries, and problems.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. Good knowledge of management practices and equal employment opportunity concepts and legal requirements. Typically gained by completion of at least two upper-division college courses equivalent to "Management and Organizational Theory," "Personnel Administration," "Organizational Behavior," etc. (that cover the five elements of management: planning, organizing, staffing, directing, and controlling); AND at least one year of experience where you were responsible for all five elements of management or were responsible for advising management in all five areas as a member of a management team OR a t least two years of experience as described above. Supervision experience would, at a minimum, include assigning and reviewing work, setting priorities, evaluating performance, resolving disciplinary problems, and consulting with management on fiscal matters. Experience must include applying equal employment/affirmative action concepts and legal requirements for recruitment or selection of staff, or monitoring EEO/AA compliance for a company or agency and training employees and supervisors on compliance. Please include the level of staff managed and any budgetary responsibility in this area. The Certified Public Manager program offered through the Idaho Division of Human Resources will substitute for one year of work experience at the minimum level.
- Experience supervising a professional staff. Typically gained by at least one year of experience supervising where you were responsible for interviewing and selecting staff, providing work direction and training, evaluating performance, and generating employer problem solving solutions.
- Experience interpreting and implementing policies, laws, rules, or regulations. Typically gained by at least one year of experience reviewing compliance with laws and procedures or interpreting for others how laws and regulations (policies and procedures) apply to specific situations at a business operations or department level.
- Experience interpreting and analyzing statistical and financial information and identifying problems. Typically gained by at least one year of experience interpreting and analyzing statistical and financial information, assessing needs, and developing written assessments, recommendations and/or program proposals OR by at least six months of related experience and successful completion of at least three credit hours of college-level statistics OR by at least six months of experience and exposure to statistical analysis gained through at least six credit hours of other finance-related courses (e.g. business finance, accounting, economics or business math). Please include if you have independently designed and published studies or program evaluations and the research and statistical techniques used.
- Experience preparing technical reports for use by management. Typically gained by at least two years of experience preparing technical reports for use by management. Please include the type of writing you did and for what audience.
- Experience developing, monitoring and submitting budget reports. Typically gained by at least one year of related experience, including developing budget reports, monitoring progress, and analyzing expenditures and budget activities including the final reporting process to upper management. Please include any duties related to expenditure allocation, accounts reconciliation, and fund transfer.
- Experience making oral presentations before groups. Typically gained by at least one year of experience making presentations in any group setting, OR completion of a college level speech or communication class.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
- Experience knowledge of facility operations. Typically gained by three or more years’ experience where managing a large facility or multiple smaller facilities was a primary responsibility, including administrative and operational duties.
