Staff Supervision
- In conjunction with the HR department, conduct interviews, hire, supervise, assign tasks, evaluate performance, and, when necessary, discharge personnel directly and in coordination with relevant department heads.

Authorize and plan personnel requests for vacation time, leaves of absence, travel authorizations, change in position, and in-service training under pertinent policies and protocols.
- Ensure the provision of personnel orientation, in-service training, and continuing education to enhance performance at all levels within the department.

Ensure that pertinent department personnel remain current with registrations, licenses, and certifications.

Ensure that adequate and appropriate personnel coverage is maintained on an ongoing basis.
- Hold staff accountable for assigned responsibilities, monitor compliance, and meet as frequently as necessary but at least monthly with each direct report to review performance and develop a plan of correction for performance problems as required.
- Conduct staff meetings consistently to review program operations, disseminate appropriate information, and coordinate service delivery.
- Ensure a system that provides for seamless “on-call” coverage is implemented across residential operations and is consistently monitored for effectiveness

C. Personnel Responsibilities
- Recruit, hire, and retain professionals with skills and experience that meet the needs of the people we support

Ensure new team members are effectively oriented and subsequently trained to ensure the people served are qualitatively supported.

Complete all payroll and personnel tasks within the specified timeline. This may include creating schedules, verifying timecards, processing Paid Leave requests, and administering Intermittent FMLA and VESSA

Department/Program Development and Coordination (Delivery of Quality Service)
1.
1. As a mandated reporter, ensure all allegations of abuse and neglect are reported as required.
2. Ensure compliance with all HIPAA and confidentiality requirements.
3. Communicate with all members of a person's team, including, but not limited to, other EP!C team members, guardians, and ISC.
4. Ensure your QIDPs are familiar with the people on their caseloads' needs and preferences and monitor that people are receiving all the support and services that have been identified 24/7. This would include personally delivering some of those supports and services.
5. Ensures that the QIDP staff are meeting all regulatory and agency requirements and completing tasks and database entry/paperwork according to corresponding deadlines.
6. Assures that QIDP staff are integrated as a case manager in the CLS model and attending all required residential team meetings.
7. Responsible for overseeing/monitoring that outings are occurring. Is a primary participant in assuring CQL compliance for CLS.
8. In collaboration with the QIDP team and the health services team, assures that CLS residents are being scheduled for preventive checks and specialty medical provider visits, as needed.
9. Oversees the dietary program for the CLS homes to assure that a system is in place to provide healthy meals in the residential setting.
10. Ensure all facilities are a safe, clean, and well-equipped home environment. Performs spot audits at all CLS sites. Address concerns and recommended changes to the facilities in a timely manner.
11. Updates and connects with guardians on at least a monthly basis to maintain relationships and monitor satisfaction with services.
12. Regularly complete quality/compliance checks and works closely with the QI (Quality Improvement) department for any additional opportunities to improve compliance related to safety and the environment of care.
a. Assure that all QIDP documentation and timelines are being met.
b. Assure that all assistive devices are present and in good working order and used when prescribed. This includes but is not limited to lifts, gait belts, blood pressure monitors, glucometers, oxygen saturation meters, telehealth carts, and CPAPs.
13. Ensure that the dignity, privacy, and rights of people are always observed.
14. Monitor how your professionals interact with the people served and their staff to ensure they speak respectfully and have role-model, supportive communication skills.
15. Partner with clinical services to ensure your personnel are receiving the support and training they need to provide quality services.
16. Ensure that your professionals are coordinating new and long-term relations with people and communities of their choice.
17. Ensure all safety and emergency procedures are conducted calmly, accurately, professionally, and documented as necessary.
18. Role Model and facilitate intra- and interdepartmental communication on an ongoing basis.
Fiscal Responsibilities
1. Develop operational budgets in conjunction with the VP of Residential Services and the CFO on an annual basis and then monitor compliance with fiscal expectations monthly.
Administrative Responsibilities
1) Participate in on-call and backup on-call rotation
2) Ensure you and your professionals completing the assigned Information on time
a. Med Administration
i) Check and turn in paper MARs
ii) Check in cycle and controlled meds
iii) Complete med error and Med check responses
iv) Turn in the cycle meds
v) Med checks last week of the month
b. Financial Support
i) Support individuals in using and tracking their money and receipts
c. Billing
i) All Electronic Health Records including but not limited to Quantum, 53R, 304,60D
1) Database/Paperwork Compliance
a. Review medical and other incident reports as directed
b. Maintain files/electronic data according to the standards of EP!C.
c. Understand rules governing program/licensure for intermittent CILA
2) Resource Management
a. Responsible for EP!C vehicles assigned to your locations and notifying the Transportation Coordinator of any problems that arise immediately.
b. Regularly inspect each facility to ensure everything is safe and operating appropriately. Report any concerns or problems to your supervisor and maintenance as directed.
c. Be a good steward of EP!C resources.
Job Qualifications (Education/Experience Requirements)
1. Bachelor’s degree in social work, Psychology, Human Services, Public Administration, or a related field required; master’s degree preferred.
2. Minimum of 5 years of progressive leadership experience in residential services for individuals with intellectual and developmental disabilities (I/DD), including at least 3 years in a supervisory or management role.
3. Prior experience working as a QIDP or with QIDPs strongly preferred.
4. Strong knowledge of Illinois CILA regulations, Medicaid Waiver programs, and person-centered planning.
5. Experience managing multi-site residential programs, including budgeting, staffing, and quality assurance.
6. Able to pass a criminal background check.
7. Possess a valid driver’s license and automobile insurance.

The Director of Community Living Services provides strategic leadership and operational oversight for 12 CILA (Community Integrated Living Arrangement) group homes supporting individuals with intellectual and developmental disabilities (I/DD) in the state of Illinois. This role is responsible for ensuring high-quality, person-centered residential services that promote independence, dignity, and community integration. The Director ensures compliance with all applicable state and federal regulations, leads and supports a multidisciplinary team, and drives continuous improvement in service delivery. The position collaborates closely with families, guardians, regulatory bodies, and internal stakeholders to create a safe, supportive, and empowering environment for all individuals served.
