Full Job Description

Part-Time Consulting Position (Remote/Hybrid)

Chicago area preferred, but outstanding candidates from other locations will be considered.

Evalustat LLC is a growing public health research and program evaluation practice specializing in the evaluation of complex federal, state, and community health initiatives. We are seeking an experienced, intellectually curious researcher to join our team as we expand our portfolio of state and federally funded evaluation projects.

This position is ideal for someone who enjoys designing and conducting rigorous program evaluations while working closely with senior investigators on projects that directly inform public policy and healthcare practice.

Current and anticipated projects include statewide evaluations funded by CMS, SAMHSA, HRSA, CDC, and state agencies involving healthcare delivery, behavioral health, substance use prevention and treatment, maternal and perinatal health, telehealth, implementation science, and public health surveillance.

Initial Responsibilities

The successful candidate will initially assist with:

Statewide evaluation of Illinois' Cannabis Regulation and Tax Act
Development and implementation of a pilot study examining cannabis use during pregnancy in collaboration with Northwestern Medicine
Preparation of state evaluation reports and peer-reviewed manuscripts
Survey development and administration
Qualitative interviews and focus groups
Statistical analyses and interpretation
Literature reviews and evidence synthesis

As additional projects are funded, responsibilities are expected to expand to include leadership roles on statewide federal and state evaluation initiatives.

Responsibilities

Responsibilities may include:

Designing evaluation plans and logic models
Developing theories of change and performance measurement systems
Conducting mixed-methods research
Managing qualitative and quantitative data collection
Preparing technical reports for state and federal agencies
Writing peer-reviewed manuscripts
Coordinating activities across multidisciplinary project teams
Presenting findings to public agencies and professional audiences
Assisting with proposal development for future evaluation projects
Mentoring graduate research assistants as appropriate

Minimum Qualifications

Ph.D. (or advanced ABD nearing completion) in Public Health, Social Work, Psychology, Health Services Research, Epidemiology, Sociology, Implementation Science, or related field
Experience conducting program evaluations or health services research
Outstanding written communication skills
Experience with quantitative, qualitative, or mixed-methods research
Ability to work independently with minimal supervision

Preferred Qualifications

Preference will be given to applicants with experience in one or more of the following:

Healthcare delivery evaluation
Medicaid or health policy research
Maternal and perinatal health
Telehealth
Substance use prevention and treatment
Public health surveillance
Implementation science
Community-based participatory research

Experience using R, Stata, SAS, SPSS, NVivo, Qualtrics, REDCap, ArcGIS, or similar research software is desirable.

About the Position

This is initially a part-time consulting position with flexible scheduling. Hours will vary depending on project activity and funding. The successful candidate will have the opportunity to assume increasing responsibility as the practice grows, including leading evaluation components of future federal and state projects.

Compensation is competitive and commensurate with experience.
