Job Summary
The Maintenance Specialist / Lead Technician supports U.S. Customs and Border Protection (CBP) by performing preventative and corrective maintenance, inspections, diagnostics, and repairs on ancillary systems and equipment. This role combines advanced technical expertise with significant administrative and supervisory responsibilities, including CMMS data management, inventory oversight, and on-call leadership. Specialists work in two-person teams for most assignments and participate in a structured on-call rotation to ensure continuous 24/7 readiness for CBP facilities.

Duties & Responsibilities
Preventative Maintenance
- Perform scheduled inspections and preventative maintenance tasks on incinerators, autoclaves, gates, barriers, and other mechanical/electrical systems per OEM and GSA PM guidelines.
- Conduct system checks, lubrication, filter changes, and cleaning to maintain operational efficiency.
- Ensure all preventative maintenance is properly documented and submitted through the CMMS.
Corrective Maintenance & Repairs
- Respond to non-preventative maintenance service calls in accordance with contractual response standards:
- Emergency (Priority 1): Respond within 4 hours.
- Urgent (Priority 2): Respond within 24 hours.
- Routine (Priority 3): Evaluate within 72 hours and complete within 2 business days when parts are available.
- Diagnose, repair, and restore equipment to full functionality.
- Escalate complex issues requiring subcontractors or OEM specialists to the Contract Manager.
CMMS Administration & Reporting
- Serve as a CMMS lead user with responsibilities beyond data entry, including:
- Uploading equipment manuals, schematics, and certifications.
- Attaching inspection photos, tagging and barcoding inventory, and updating part lifecycle data.
- Preparing recurring maintenance and performance reports for COR review.
- Ensuring accuracy and compliance in CMMS documentation across all assigned work orders.
On-Call Leadership & Coordination
- Participate in the structured 24/7 on-call rotation for CBP facilities.
- When on call, act as the designated lead technician responsible for triaging service calls received from the Central Service Call Center (CSCC).
- Exercise independent judgment in classifying service calls (Emergency, Urgent, Routine), and determine whether to dispatch a team, coordinate subcontractors, or escalate to the Contract Manager.
- Ensure contractual response times are met and all activity is recorded in the CMMS.
Facility & Equipment Support
- Safely operate tools, diagnostic instruments, and test equipment.
- Support facility operations during emergencies and unscheduled maintenance.
- Assist with the Initial Deficiency List (IDL) process and provide technical assessments of deficiencies.
Safety & Compliance
- Comply with OSHA, EM 385-1-1, California state safety laws, and all CBP procedural requirements.
- Report unsafe conditions, deficiencies, or operational risks immediately.
- Maintain active compliance with DHS/CBP suitability and security standards.
Qualifications
Required Experience
- Minimum of three (3) years’ experience in maintenance, repair, or troubleshooting of mechanical, electrical, or industrial systems.
- Familiarity with CMMS platforms and reporting.
- Ability to meet CBP contractual response standards.
Preferred
- Experience with PRSS, incinerators, or autoclaves.
- OSHA 10 certification (must obtain within 30 days of hire).
- Prior federal/government contract experience.
- Bilingual English/Spanish.
Skills & Abilities
- Strong technical troubleshooting and repair skills.
- Demonstrated ability to lead or supervise within a team-based environment.
- Proficiency in CMMS data management, reporting, and analysis.
- Excellent communication, organization, and decision-making ability.
Physical Requirements & Conditions
- Ability to lift up to 50 pounds, climb ladders, kneel, and work in variable outdoor conditions.
- Valid U.S. driver’s license with a clean driving record.
- Flexibility to work nights, weekends, holidays, and participate in on-call rotations.
- Must pass DHS/CBP background investigations and pre-employment drug screening.
Reporting Relationship
Reports directly to the Master Technician.
Pay: $68,000.00 - $79,000.00 per year
