TITLE: Area Operations Manager

COMPANY: Interstate Business Solutions, LLC (www.cleanerhighways.com)

LOCATION: Indiana (Between central and northern)

TYPE OF EMPLOYMENT: Regular Full-Time - Exempt

TRAVEL (Overnight): 50% within the State of Indiana with overnight stays

SCHEDULE: Monday–Friday with occasional weekend work, emergency response needs, or schedule modifications based on contract requirements or weather events

COMPENSATION: Salary + performance-based bonus (Starting at $65,000 DOI)

DESCRIPTION

Interstate Business Solutions (IBS) is dedicated to creating cleaner, safer, and more sustainable communities throughout Indiana. IBS specializes in statewide litter abatement, debris removal, roadway sweeping coordination, homeless encampment cleanup, and environmental remediation services. The Area Operations Manager (AOM) is responsible for the statewide execution and performance of a Level-of-Service (LOS) roadway maintenance contract. This position provides strategic oversight, operational leadership, compliance management, and financial accountability across multiple regions of Indiana.

This is a senior leadership role responsible for ensuring contract compliance, maintaining performance standards, protecting operational efficiency, and delivering client satisfaction.

The AOM reports directly to the Operations Director.

JOB DUTIES

Statewide Operational Leadership

· Lead statewide Litter & Debris Operations, including litter abatement, debris removal, drain cleaning coordination, and sweeping oversight

· Direct regional supervisors and working crew leads

· Develop and implement inspection-driven deployment strategies

· Adjust staffing and deployment based on performance data and seasonal conditions

· Maintain consistent field presence across all regions

Contract Performance & Compliance

· Ensure all assigned corridors meet contract performance standards

· Monitor inspection results to prevent Level-of-Service threshold exceedances

· Maintain documentation sufficient to demonstrate compliance in the event of audit or client review

· Develop and implement corrective action plans when deficiencies are identified

· Serve as primary operational contact with client representatives

Productivity & Cost Control

· Monitor labor utilization and crew productivity across regions

· Track and manage cost-per-mile and cost-per-route performance

· Identify inefficiencies in routing, travel time, and deployment

· Maintain operations within approved labor and subcontract budgets

· Implement operational adjustments to protect contract margin

Subcontractor Oversight (Sweeping & Specialty Services)

· Coordinate and schedule planned sweeping cycles

· Review and approve additional sweeping deployments based on inspection data

· Ensure traffic control compliance and safety standards are maintained during subcontracted operations

· Verify subcontractor performance and invoice accuracy

· Prevent unnecessary or excessive sweeping activity

Seasonal & Winter Operations Management

· Develop and implement seasonal staffing strategies

· Adjust workforce levels during winter months to maintain readiness while controlling labor costs

· Ensure safe suspension and resumption of field activities during inclement weather

· Maintain rapid response capability during reduced-activity periods

Safety & Traffic Control Compliance

· Ensure strict adherence to OSHA, MUTCD, and contract traffic control requirements

· Maintain ATSSA-compliant traffic control procedures

· Conduct regular safety audits and field observations

· Investigate and document incidents or near-misses

· Promote a culture of safety accountability statewide

Workforce Leadership & Development

· Recruit, train, mentor, and evaluate supervisors and field personnel

· Support IBS’s fair chance employment mission through structured leadership and development

· Conduct performance evaluations and implement performance improvement plans when necessary

· Promote retention, accountability, and team cohesion

Reporting & Data Ownership

· Oversee statewide inspection and operational reporting systems

· Submit daily and monthly performance reports to executive leadership

· Analyze performance trends and recommend operational adjustments

· Maintain complaint logs and resolution documentation

PERFORMANCE METRICS

The Area Operations Manager will be evaluated on:

· Contract compliance and LOS performance

· Client satisfaction and responsiveness

· Labor productivity and cost control

· Subcontractor management effectiveness

· Safety performance and incident reduction

· Employee retention and development

· Margin protection and operational efficiency

Qualifications

· Minimum 5 years of leadership experience in field operations, public works, highway maintenance, or similar industries

· Experience managing multi-region or geographically dispersed operations

· Strong understanding of performance-based government contracts

· ATSSA Traffic Control Supervisor certification (or ability to obtain within 90 days)

· Demonstrated experience managing budgets and operational costs

· Valid driver’s license with clean driving record

· Ability to travel statewide with overnight stays

· Strong organizational, analytical, and leadership skills

· Familiar with Microsoft Office suite

Preferred:

· Bilingual (English/Spanish)

· Experience in environmental services or roadway maintenance

· Experience leading teams in high-visibility public service environments

Education requirements

High-school diploma required. 4-year college degree, preferred

Preferred skills

Ability to work independently, detail oriented, operate a variety of small hand tools, two-way radio, phone and other items needed for the job

Physical demands

While performing the duties of this job, the employee will occasionally be required to sit, climb or balance, stoop, kneel, crouch, and lift up to fifty pounds; will regularly be required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms; and will frequently be required to talk or hear. Special vision requirements are close, color, and peripheral vision, depth perception, and the ability to adjust focus. Must be able to walk for extended periods of time over rough, steep or uneven terrain in all weather conditions.

Work environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee will occasionally be exposed to fumes or airborne particles; and will frequently be exposed to moving traffic and outdoor weather conditions. The noise level for this environment will be loud. Requires collection of litter along roadways and rights-of-way for extended periods and in all types of weather.

LICENSE REQUIREMENTS: Must have a valid driver’s license with a clean driving record.
