The Town Manager serves as the chief administrative officer of the Town of Dillsboro and is responsible for the administration and coordination of municipal operations, utilities, public works, personnel, contracts, and projects. The Town Manager works under the direction of the Town Council and performs duties prescribed by Indiana law, local ordinance, and Council policy.
The Town Manager attends meetings of the legislative body, advises the Council on matters affecting the Town, recommends actions and policies, assists in the enforcement of ordinances, resolutions, and orders of the legislative body, and oversees the efficient operation of all municipal departments and services.
The position serves as a liaison between elected officials, appointed boards and commissions, municipal employees, contractors, regulatory agencies, businesses, and the public.
Essential Duties and Responsibilities
Administration & Council Support
- Attend all regular and special meetings of the Town Council and provide professional recommendations regarding municipal operations, projects, budgets, policies, and strategic planning.
- Assist in carrying out and enforcing ordinances, resolutions, orders, and policies adopted by the Town Council.
- Prepare reports, recommendations, correspondence, agendas, and supporting documentation for Council consideration.
- Research and recommend solutions to municipal issues and opportunities.
- Serve as the primary administrative liaison between the Town Council and municipal departments.
- Coordinate responses to citizen inquiries, concerns, and requests for service.
Municipal Operations
- Direct and oversee daily operations of the Town's municipal departments, services, facilities, and infrastructure.
- Oversee operation and maintenance of the Town's water distribution system, wastewater collection system, wastewater treatment plant, streets, parks, buildings, equipment, and other public assets.
- Ensure municipal operations are conducted efficiently, safely, and in compliance with applicable laws and regulations.
- Develop and implement operational policies, procedures, and best management practices.
- Coordinate emergency response activities and continuity of municipal services during emergencies and adverse weather events.
Utility Management & Regulatory Compliance
- Serve as the responsible operator or oversee responsible operation of the Town's water and wastewater utilities.
- Maintain all required certifications, licenses, and professional qualifications necessary for operation of the municipal utility systems.
- Ensure compliance with requirements of the Indiana Department of Environmental Management (IDEM), Indiana Utility Regulatory Commission (IURC), Indiana Department of Natural Resources (DNR), U.S. Environmental Protection Agency (EPA), and other regulatory agencies.
- Prepare, review, and submit required reports, permits, compliance documentation, consumer confidence reports, monitoring reports, and related regulatory filings.
- Monitor utility performance, maintenance needs, capital improvements, and regulatory changes.
Personnel Management
- Supervise municipal employees and oversee hiring, training, evaluation, discipline, scheduling, and professional development.
- Establish work priorities and assign responsibilities to staff.
- Promote a safe and productive work environment and ensure compliance with workplace safety requirements.
- Provide leadership and guidance to municipal employees while fostering teamwork and accountability.
Public Works & Capital Projects
- Plan, coordinate, and oversee public works projects, utility improvements, facility improvements, and infrastructure maintenance activities.
- Manage project schedules, budgets, consultants, contractors, and construction activities.
- Review plans, specifications, contracts, and construction documents.
- Coordinate with engineers, architects, utility providers, contractors, state agencies, and other stakeholders.
- Monitor municipal infrastructure conditions and develop recommendations for repair, replacement, and capital improvements.
Financial Administration & Contract Management
- Assist in development and administration of municipal budgets and capital improvement plans.
- Monitor expenditures and ensure efficient use of Town resources.
- Negotiate, administer, and oversee contracts, agreements, and service arrangements approved by the Town Council.
- Review invoices, pay requests, and project expenditures for compliance with contracts and budget authorizations.
- Assist with procurement activities in accordance with applicable laws and policies.
Boards, Commissions & Public Relations
- Serve as staff liaison to the Park Board, Planning Commission, Board of Zoning Appeals (BZA), Redevelopment Commission, and other boards or committees as assigned.
- Attend meetings of municipal boards and commissions as required.
- Coordinate implementation of actions approved by boards and commissions.
- Maintain positive working relationships with elected officials, employees, residents, businesses, community organizations, and governmental agencies.
- Represent the Town in public meetings, professional organizations, and intergovernmental activities.
Grants & Economic Development
- Identify and pursue grant opportunities and funding sources.
- Administer local, state, and federal grants and ensure compliance with grant requirements.
- Coordinate with funding agencies, consultants, and project partners.
- Assist with community development, economic development, and redevelopment initiatives.
Required Qualifications
- High school diploma or equivalent.
- Minimum of five (5) years of progressively responsible experience in municipal government, utilities, public works, construction management, infrastructure management, or a related field.
- Demonstrated supervisory and personnel management experience.
- Strong written and verbal communication skills.
- Ability to interpret and apply federal, state, and local laws, regulations, ordinances, and policies.
- Valid Indiana driver's license.
Preferred Qualifications
- Associate's or Bachelor's degree in Public Administration, Engineering Technology, Construction Management, Business Administration, Environmental Science, or a related field.
- Indiana Department of Environmental Management (IDEM) Distribution System Small (DSS) Water Operator License, or ability to obtain within a reasonable period approved by the Town Council.
- IDEM Class II Wastewater Treatment Operator License, or ability to obtain within a reasonable period approved by the Town Council.
- Experience administering state and federal grant programs.
- Knowledge of Indiana local government operations, policies, procedures, and finance.
- Experience managing water and wastewater utility systems.
- Experience with public works construction and infrastructure projects.
- Knowledge of zoning, subdivision control ordinances, land use regulations, and planning processes.
- Experience with contract negotiation and administration.
- Experience with budgeting, capital planning, and asset management systems.
Working Conditions
- Combination of office and field work in varying weather conditions.
- Requires attendance at evening meetings, public hearings, and community events.
- Must be available for emergency response situations involving municipal infrastructure and utility systems.
- Requires occasional lifting, field inspections, and operation of municipal vehicles.
- Position may require work beyond normal business hours, including nights, weekends, and holidays when necessary.

Pay: $50,000.00 - $79,500.00 per year
