Full Job Description

Overview

Premier Payee is a non-profit organization that provides services and support to individuals with special needs in central Iowa. Our mission is to provide services to persons with disabilities that foster independence through education and empowerment with a team centered approach. We are seeking a highly motivated and experienced Team Developer to join our organization. This person will oversee the coordination and administration of all aspects of all ongoing Medicaid programs including organizing, staffing, leading and controlling program activities. The successful candidate will play a pivotal role in designing, implementing, and managing programs that enhance team capabilities and foster organizational growth. The ideal candidate will normally work standard work week hours but may be required to work some evenings and weekends to monitor program activities. The will have direct supervision over no more than 50% of employees and 50% of clients served.

Duties

I. Organize the Program

Ensure that program activities operate within the policies and procedures of the organization
Ensure that program activities comply with all relevant legislation and professional standards
Develop forms and records to document program activities
Oversee the collection and maintenance of records on the clients of the program for statistical purposes according to the confidentiality/privacy policy of the organization

II. Staff the Program

In consultation with the Executive Director, recruit, interview and select well-qualified program staff
Implement the human resources policies, procedures, and practices of the organization
Ensure that personnel files for the program are properly maintained and kept confidential
Establish and implement a performance management process for all program staff
Engage volunteers for appropriate program activities using established volunteer management practices
Supervise designated subordinates per policies and procedures
Develops monthly visit schedules for staff and clients; monitors these schedules for accuracy
Ensure that all program staff receive an appropriate orientation to the organization and the programs, as well as individualized training.

III. Lead the Program

Write reports on the program for Executive Director and Board of Directors
Communicate with funders
Ensure that the program operates within the approved budget, in conjunction with the Executive Director
Ensure that all billing records for the program are up to date
Provide required information to have claims generated and submitted to funders according to the established timelines
Identify and evaluate the risks associated with program activities and take appropriate action to control the risks.

IV. Client Related

Work with clients in the community, based on staffing needs, to ensure all clients continue to receive appropriate visits.
Develops, writes, and implements the annual assessment, annual social history, and annual individualized service plan in coordination with the client’s IDT
Writes, and implements individualized interventions as described in the ISP
Plans, teaches, and assists with recreational and leisure-time activities
Tracks and completes quarterly reports on client goal progress
Audits client case notes for quality and adherence to stated goals per Medicaid regulations
Teaches informal activities to supplement formal activities and training
Employs crisis intervention techniques including verbal de-escalation and physical intervention as required.
Acts as an advocate in a professional manner for those in services.
Ensures the health, safety, and well-being of those receiving services in accordance with Premier Payee policies and procedures.
Develops the Individual Program/Treatment Plan.
Maintains all applicable records.
As directed by the Executive Director, complete other tasks as assigned related to all Medicaid programs.

Requirements:

University degree in a related subject preferred. 5+ years leading a management team, if no university degree. At least 3 years’ experience in the field of human services. Displays proficiency in the use of computers for:Word processing, Simple accounting, Databases, Spreadsheets, E-mail, Internet. Knowledge of program management.

Knowledge of client groups and/or issues related to the program area. Commitment to our organizational mission. Excellent communication skills both verbal and written. Knowledge of and experience in organizational effectiveness and operations management implementing best practices. Demonstrated leadership and vision in managing staff groups and major projects or initiatives. Excellent interpersonal skills and a collaborative management style. Budget oversight experience. A demonstrated commitment to high professional ethical standards and a diverse workplace. Excels at operating in a fast paced, community environment. Excellent people manager, open to direction and positive collaborative work style and commitment to get the job done. Ability to challenge and debate issues of importance to the organization. Ability to look at situations from several points of view. Persuasive with details and facts. Delegate responsibilities effectively. High comfort level working in a diverse environment.
