ABOUT THE POSITION

The Riverside County District Attorney's Office is seeking to fill a Victim/Witness Claims Technician position to support their office located in Indio. This position is responsible to assist clients applying for compensation reimbursement for medical cost and loss of income through the State Board of Control; to prepare initial and supplemental applications for victim compensation by verifying information and obtaining supporting documents; to represent victims at claims appeal hearings, and to do other work as required.

Victim/Witness Claims Technicians assist victims of crimes or their survivors applying for benefits from the State Victim Restitution Fund. Under a joint powers agreement with the State Board of Control, incumbents verify information provided by the applicants and forward the completed applications and supporting documents directly to Compensation Fund Analysts in the State Board Office.

The ideal candidate will have experience in medical billing or a working knowledge of medical billing codes (Current Procedural Terminology [CPT] or International Classification of Diseases [ICD]), reviewing police reports or crime codes, assisting victims of crime, case management, and proficiency utilizing the Microsoft Office Suite. Additionally, Bilingual Spanish skills are desired, but not required.

The office’s staff of over 700 is comprised of prosecuting attorneys, sworn investigators, victim-witness advocates, paralegals, investigative technicians, forensic analysts, and a wide range of information technology and supporting staff all committed to excellence and integrity in public service. EXAMPLES OF ESSENTIAL DUTIES

Assists victims of crimes, who have suffered an emotional or physical injury, in applying for compensation benefits for medical costs, funeral expenses, and/or loss of income.

Reviews and evaluates victim applications for adherence to state statutory and eligibility requirements.

Verifies all claims or unclaimed losses and sends notification letters to clients and service providers; prepares a summary report of information gathered and information needed.

Calculates net loss to victim considering all other sources of compensation available such as health insurance, disability insurance, public assistance programs and court ordered restitution.

Determines which documents will be necessary to support wage, medical or funeral loss claims; maintains contact with clients, employers, and service providers until all claims are verified.

Obtains crime report from appropriate law enforcement agency.

Contacts law enforcement officers, court officials, attorneys, probation officers, etc., to determine status of each case, whether victim contributed to the crimes occurrence, and whether or not restitution will be ordered.

Researches criminal disposition for additional information; provides information and referral services for victims and their families.

Prepares verification report giving synopsis of crime, violation charges, description of injury, disability period, criminal proceedings against defendant and recoverable gains.

Prepares loss and reimbursement form reflecting each medical provider expenses incurred, reimbursements received, and net loss to claimant.

Advocates for victim at State Board hearings for denied claims; may perform initial intake interview with victim or their families.

MINIMUM QUALIFICATIONS

EITHER I

Experience: One year of experience determining initial and continuing eligibility for one or more public social service programs in accordance with established procedures.

OR II

Experience: Two years of clerical experience, one of which involved making arithmetical computations and performing financial, statistical, or fiscal recordkeeping.

Either of the following may be substituted for one year of the general clerical experience:

Completion of 18 semester or 27 quarter units from a recognized college in secretarial sciences, office practices, business education, or a closely related field; or Completion of 360 hours of training from a recognized occupational training program in secretarial sciences, business education, or a closely related field.

OR III

Experience: Three years of clerical experience which must have included either:

(1) At least one year in a medical setting which involved working with medical terminology (completion of 6 semester or 9 quarter units of coursework in medical terminology may be substituted for six months of the required specialized experience in a medical setting); or

(2) At least one year of experience involving extensive public contact with responsibility for interviewing individuals to obtain and record information and explaining rules, regulations, policies and procedures.

Either of the following may be substituted for one year of the general clerical experience:

Completion of 18 semester or 27 quarter units from a recognized college in secretarial sciences, office practices, business education, medical assisting, or a closely related field; or Completion of 360 hours of training from a recognized occupational training program in secretarial sciences, business education, medical assisting, or a closely related field.

ALL OPTIONS:

License: Possession of a valid California Driver's License is required.

Knowledge of: Modern office procedures including the preparation of reports and correspondence, filing, and the operation of standard office equipment; effective bookkeeping and interviewing techniques; and basic medical terminology.

Ability to: Accurately gather, record, and evaluate data necessary for determining Restitution Fund benefits; review police reports and medical reports to extract pertinent information; learn, interpret, and apply policies and regulations of the State Board of Control Restitution Fund; organize work and maintain systematic, detailed, and accurate records; make basic arithmetical computations; identify problems requiring referral to other department staff; maintain effective working relationships with others.

Pre-Employment
