Full Job Description

General Description

The Utility Accounts Supervisor oversees and supervises the daily commercial and residential new construction tasks performed by staff within Utility Business Services Division. Manages infill projects from initiation through completion. Coordinates with Finance to value new county infill project assets. Coordinates with Land Division to establish assessments. Manages the recovery of infill costs. Provides backup to eFinance tasks impacting the Utility Business Services and Operations divisions.

The primary schedule for this full-time, exempt position is Monday through Friday, 8:00 AM to 5:00 PM.

Essential Functions

Supervises, plans, and coordinates daily work tasks of assigned staff. Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates corrective or disciplinary action when appropriate.
Oversees accurate tracking of all costs and tasks related to general and Topeka infill projects.
Supervises the completion of commercial projects, including communicating with Developers, Engineers and contractors.
Supervises the completion of residential new construction projects, including the creation of accurate Customer Information Systems (CIS) rates, service types, service class, service orders to ensure proper monthly billing.
Supervises concurrent 365-day mandatory connection projects consistent with administrative rules.
Provides backup support to Analysts in code compliance cases.
Prepares agenda items for Board of County Commissioners (BOCC) approval.
Provides backup to track and report connection credits consistent with BOCC approved Developer Agreements.
Provides backup on utility availability fee tasks within the division, including communications with Land and Geographical Information Systems (GIS).
Establishes standard procedures to maintain new growth practices consistent with county polices, codes and minimum standards.
Prepares reports from various data management systems including, but not limited to, CIS billing, ePayments, AMI, asset management, and eFinance.
Validates cumulative costs associated with each infill project and ensures consistency with costs recorded in work order management system.
Supervises prompt approval or denial of invoicing in eFinance consistent with county standards.
Manages systems and supervise staff to respond promptly and accurately to requests for outstanding utility payoffs.
Establishes and maintains best practices to respond promptly to requests for water and sewer availability.
Communicates with title companies, realtors, and investors regarding property transactions impacted by utilities.
Establishes skills in the various data management systems such as CIS billing, ePayments, AMI, and asset management to provide administrative backup support to all staff within the division.
Performs other duties as required.

Minimum Requirements

Education, Training, and Experience

Associates degree, vocational technical degree or specialized training equivalent to satisfactory completion of two (2) years of college education. Bachelors degree preferred.
Minimum of four (4) years of experience in Utilities.
Fund accounting background or training.
Project management experience preferred.

Skills and Abilities

Strong project management skills.
Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).

Certificates and Licenses

Valid Florida Driver License (or must obtain within 30 days of establishing residency in Florida), or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
- IS-100.c: Introduction to the Incident Command System (ICS)
- IS-200.b: ICS for Single Resources & Initial Action Incidents
- IS-700.b: An Introduction to the National Incident Management System
- IS-800.c: National Response Framework, an Introduction

Physical Requirements/Work Environment

Requires a combination of sitting, standing, and walking.
The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
The job requires frequent balancing.
The job requires the completion of tasks that involve typing and simple grasping.
The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Emergency Response/Recovery Activities

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.
