Full Job Description

Labor Compliance Payroll & HR Administrator with 5 + years experience

The Labor Compliance Payroll & HR Administrator will be responsible for managing compliance related to prevailing wage projects, general payroll, certified payroll, and human resources. This position plays a critical role in managing HR operations and ensuring that payroll processes meet legal standards, especially in relation to government contracts and wage determinations.

Key Responsibilities

Labor Compliance

· Manage prevailing wage requirements, including proper classification of employees and wage determinations for prevailing wage Federal, State, Federal & State, and Davis-Bacon Projects

· Submit DAS140 forms upon award of a Public Works /Prevailing Wage projects

· Submit DAS142 forms for Apprentice Dispatch to meet the required ratio of Journeymen to Apprentices, and/or Union Journeyman Dispatch to meet the Journeyman to Journeyman ratio for Project Labor Agreement (PLA) projects

· Manage, track and provide weekly report on Apprentice to Journeyman and Journeyman to Journeyman hour ratios to the President and Director of Construction, to ensure compliance and timely requests to the Union for manpower

· Conduct audits and reviews to ensure ongoing compliance with wage requirements

Certified Payroll

· Set up Pay Groups in Sage 100 for accurate wage rates for Union Apprentices and Union Journeyman

· Process and submit weekly Certified Payroll in Sage 100, LCP Tracker, eCPR, and other required systems

· Proper calculation and timely payment of CAC training dues, Union Fringe Benefits, and internal Contractors Plan/Fringe benefits for non-PLA projects

Payroll

· Process weekly payroll for all employees by using timesheets, leave requests, hourly wage rates and other possible adjustments

· Process weekly direct deposit, and occasional live checks and reimbursements

· Filing weekly payroll taxes and processing 401k reports

· Keeping Sick / Vacation log with time off requests

· Keeping Attendance Master Calendar

· Ensure compliance with federal, state, and local employment laws, including wage and hour regulations

Human Resources

· Administer day-to-day HR functions including recruitment, onboarding, offboarding, benefit administration, and employee relations

· Maintain and update employee records and HR systems

· Provide guidance to management and employees regarding HR policies and procedures

· Assist in employee training and development programs

· Handle claims related to Workers’ Compensation, Unemployment, and leave administration

Qualifications

· Fluent in English & Spanish

· Minimum 5 years experience with Prevailing Wage, Certified Payroll & Labor Compliance with a construction company

· Certification or training on labor compliance is a plus

· Prior experience with a union construction company is a plus

· Competency with payroll, financial and bookkeeping software

· 3-5 years experience with Sage 100 preferred

· Experience in monitoring and ensuring compliance with labor standards

· Excellent attention to detail to avoid mistakes and monitor potential errors in calculations and records

· Strong analytical skills to review complex financial documents and records for potential errors and inconsistencies

· Must be able to perform basic math functions while reviewing records for accuracy and errors

· Must stay organized when managing labor compliance, payroll, and HR records; must be able to find what you need when you need it; must manage workload to weekly, monthly, quarterly and year end deadlines

· Ability to communicate effectively with employees and management regarding compliance issues

· Certification or training on labor compliance is a plus

· Microsoft Office proficiency with Outlook, Excel and Word
