Full Job Description

Job Overview
We are seeking a dedicated and detail-oriented Compliance Specialist to join our team. The Compliance Specialist, under the direction of the Senior Director of Operations, travels to assigned multifamily communities for the purpose of requalifying existing residents for continued occupancy and, in some circumstances, qualifying applicants for initial occupancy.

RESPONSIBILITIES:

Initiate and carry out a tenant file audit program that reviews at least 30% of each project’s files annually, on an ongoing basis, checking for completeness and accuracy and ensuring that files comply with the standardized tenant file organization structure. Report findings to the Director of Property Management.

Work with Property Managers to prepare for and participate in stakeholder site visits and external file audits by coordinating and gathering file information for compliance reporting.

Travel to selected communities, portfolio-wide, as directed. Interact with other field-based teammates in accordance with the company's brand, mission statement and core values. Conduct applicant interviews and determine eligibility. Coordinate on-site data collections and processing of resident information. Schedule resident recertification interviews. Ensure proper calculation of income, assets, rent levels, etc. and the completion of the (re)certification. Coordinate apartment inspections for recertifications (in tandem with the Property Manager). Maintain resident files in accordance with company policy & regulatory agency policy.

Coordinate and carry out development, training and ongoing maintenance of the Property Management Operational Procedures including but not limited to: developing and updating materials; ensuring consistent and uniform utilization of policies and procedures; and, maintaining manual records and staff receipt acknowledgement forms, as it pertains to affordable compliance policies.

Maintain working knowledge of property management industry operational and compliance standards and assess the need for and recommend new policies (or updates of existing policies).

Manage, maintain and ensure proper utilization of property specific tenant screening/move-in and re-certification electronic file templates.

Oversee and ensure adherence to systems for waitlists for each of the properties, including but not limited to: sufficient pool of applicants; effective waitlist data management system, accurate and up to date status information; ongoing tracking of move-ins, move outs and transfers; all aspects of the annual updating process; and, all aspects related to waitlist re-openings.

Maintain working knowledge of affordable housing compliance best practices and participate in industry-wide advocacy efforts to streamline compliance and reporting and eliminate unnecessary burdens.

Escalate potential compliance issues and audit recommendations.

Review, track and submit HUD and LIHTC audit responses that are sent to regulatory agencies, investors and ownership with the assistance of compliance staff.

Ensure timely submission of audit corrections.

Assist in the drafting, implementation and roll-out of all compliance policy

Train and communicate compliance policy, procedures, & regulatory updates to staff and site teams.

Monitor and report on the ongoing compliance activities at resyndications, lotteries and other lease-ups; assisting site staff as necessary.

Coordinate the engagement of third-party file reviewers as needed.

Audit proper maintenance of tenant files and computer records to ensure accuracy according to HUD and LIHTC regulations.

Assist and review all 8823’s corrections and correspondence with oversight agencies

Attend third-party audits and conduct internal audits as needed.

Assist with annual reporting requirements.

Perform other occupancy and property management operational duties and special projects as assigned.

QUALIFICATIONS:

This position requires a BA in a related field of study and specialized compliance training and certification in Low Income Housing Tax Credits (Section 42) and HUD assisted properties (COS, BOS, TCS, etc.). Minimum of 3 -5years of related work experience. Computer literacy is required, specifically in MS Word, Excel (advanced level preferred) and Outlook for Windows. Experience with property management software is desired. Demonstrated ability to communicate professionally both verbally and in writing, organizational and interpersonal skills necessary. Due to operational engagement in special projects, the ability to obtain a Leasing Agent license is required within 4 months of employment start (if one is not already licensed).

REQUIRED SKILLS AND ABILITIES:

Valid Driver’s License and acceptable driving record required. Must provide own transportation when needed (mileage is reimbursed).

Must be able to travel regularly to the corporate office and assigned properties.

Must be able to multi-task with specific time constraints.

Experience with YARDI or other industry-related software essential.

Excellent organizational skills and attention to detail.

Professional appearance and ability to resolve conflicts in a professional manner.

Evening and/or weekend work may be required.
