Full Job Description

Wyandotte Technologies is seeking an experienced, certified, and customer-focused HSPD-12 / USAccess Credentialing & Security Briefing Specialist to support the Department of Energy (DOE) Office of Science (SC) Consolidated Service Center (CSC) in Oak Ridge, TN.

This role manages and operates an off-site badging and federal credentialing office, utilizing GSA's USAccess platform. In addition to credentialing administration, this specialist will act as the principal briefing official for the site—delivering all initial, comprehensive, and termination security briefings and executing mandatory federal non-disclosure agreements (SF-312). We are specifically seeking candidates who have direct, hands-on experience acting as a GSA Sponsor, Registrar (Enrollment Officer), and/or Activator.

Primary Duties & Responsibilities

Comprehensive Security Briefings: Deliver formal Initial, Comprehensive, and Termination security briefings to cleared and uncleared federal employees and contractors. Educate personnel on security responsibilities, reporting requirements, and local site guidelines.
SF-312 Execution: Administer, witness, and legally execute the Standard Form 312 (Classified Information Nondisclosure Agreement) in compliance with federal guidelines prior to badging and credential issuance. Securely process digital or physical signatures and route executed records to official repositories.
Termination Processing: Group and deliver termination briefings upon duty changes or end of employment. Collect, log, and destroy expired or revoked credentials following strict federal chain of custody protocols, and execute Security Termination Statements (DOE F 5631.29).
Biometric Enrollment & Registrar Duties: Review, verify, and electronically scan identity source documents. Perform high-quality fingerprinting and capture applicant photographs for enrollment into the GSA USAccess system.
Credential Activation & Issuance: Perform cardholder activations using dedicated USAccess Light Activation Stations. Guide customers through credential PIN resets, card updates, and issue mandatory electromagnetically opaque cardholders.
USAccess Database Administration: Maintain high data-integrity standards while creating and updating applicant profile records within the GSA USAccess Sponsor Portal.
Site Badging Support: Print, program, and distribute local site-specific and temporary Local Site-Specific Only (LSSO) badging configurations according to local directives.
Inventory Control & Metric Tracking: Compile, organize, and submit clear daily and weekly operations statistics—such as total briefings conducted, SF-312s signed, and badge activations completed—for program supervisors.
Sensitive Matter Handling: Ensure absolute security and compliance while handling Protected Personally Identifiable Information (PII) and Controlled Unclassified Information (CUI).

Qualifications & Experience

Preferred:

Direct experience operating a badging and briefing office for a major federal agency, ideally the Department of Energy (DOE).
Broad knowledge of local site badging structures (such as Local Site-Specific Only / LSSO processes).
Proven hands-on experience navigating the GSA USAccess database and identity management portals.
Proven ability to confidently deliver formal professional briefing presentations (Initial, Comprehensive, and Termination) and witness SF-312 documentation.
Direct experience operating biometric scanners, specialized fingerprinting hardware, and digital photography workstations.
Active or past GSA role training certifications as a Registrar and/or Activator.
Understanding of Federal Information Processing Standards (FIPS 201) and federal identity, credential, and access management (ICAM) structures.
Advanced customer service skills. This is a highly visible, customer-facing role requiring absolute professionalism, clear verbal guidance, and patience with diverse agency staff and contractors.
Standard proficiency across Microsoft Office suite programs (Word, Excel, Teams, and Outlook).

Security Clearance Requirements

Active DOE Q Clearance (or an active, equivalent T5 federal background investigation capable of immediate reciprocal transfer) is required to execute the duties of this position.
