POSITION SUMMARY
MPF Federal is a woman-owned, SBA HUBZone-certified federal contractor delivering mission-critical talent and workforce solutions across DoD, FDA, NIH, VA, EPA, NOAA, and a broad spectrum of federal and commercial agencies. We are seeking an experienced Assistant Manager, Talent Acquisition to serve as a critical force multiplier on our recruiting team — someone who recruits at full volume, coaches junior staff, and partners directly with the VP of Workforce Innovation to drive hiring outcomes across a diverse agency portfolio.
This is not a coordinator role. The ideal candidate combines high-output, full-cycle recruiting with the judgment and leadership presence to step in as the operational backbone of the team. You will own a requisition load, close candidates, influence process, and help build what comes next.
KEY RESPONSIBILITIES
Talent Acquisition Execution
- Manage a full requisition load across federal and commercial contracts simultaneously, spanning cleared and uncleared positions at all levels
- Execute full-cycle recruiting: sourcing, screening, skills assessment, offer negotiation, and placement coordination
- Apply skills-based and competency-driven hiring methodologies to identify and move high-quality candidates with speed and precision
- Meet and maintain placement metrics consistent with team performance benchmarks — volume, time-to-fill, and quality of hire
- Utilize ATS, LinkedIn Recruiter, and emerging AI-assisted sourcing tools to maintain a robust, active pipeline
Team Leadership & Operational Support
- Provide guidance, coaching, and performance support to a team of recruiters under the direction of the VP
- Assist in coordinating team workload distribution, requisition assignments, and recruiter accountability tracking
- Serve as the first point of escalation for recruiter questions, candidate issues, and client communication gaps
- Support onboarding, training, and integration of new team members
- Contribute to the development and continuous improvement of recruiting SOPs, templates, and assessment tools
Stakeholder & Client Engagement
- Build trusted relationships with hiring managers and contract leads across a multi-agency portfolio
- Translate position requirements into targeted sourcing strategies and present qualified candidate slates with confidence
- Support proposal and BD activity as needed — including staffing plans, labor category mapping, and key personnel identification
- Represent MPF Federal's talent acquisition brand with professionalism and urgency in all candidate and client interactions
QUALIFICATIONS
Required
- 5+ years of full-cycle recruiting experience with demonstrated success placing candidates across multiple federal agencies or contract vehicles
- Proven ability to multiple requisitions simultaneously without sacrificing quality
- Experience supporting or leading a team of recruiters in a fast-paced, deadline-driven environment
- Strong command of sourcing tools including LinkedIn Recruiter, USAJobs, ClearanceJobs, and/or equivalent platforms
- Excellent verbal and written communication skills — you can write a sharp JD, run a structured screen, and close a candidate
- High proficiency in ATS platforms (we currently use Workable) and digital recruiting workflows
- Demonstrated ability to work independently in a remote environment with minimal supervision
Preferred
- Experience recruiting for cleared positions (Secret, TS, TS/SCI) across DoD, IC, or civilian agency contracts
- Familiarity with FAR-compliant staffing, labor category definitions, and proposal support
- Exposure to skills-based hiring frameworks or competency assessment tools
- HR or recruiting certifications (PHR, SHRM-CP, CIR, CDR, ECRE, or equivalent)
- Bachelor's degree in Human Resources, Business, or a related field — advanced degree a plus
