Seeking a nursing professional with a minimum of three to five years of experience and two years of supervisory/management experience to oversee the day-to-day operations of the personal and preventative clinical health programs for the Jackson County Health Department. This is an exempt position with a primary schedule of Monday through Friday, day shift. (Must be available to respond after hours when emergency preparedness coordination is required.)
RESPONSIBILITIES:
In coordination with the Personal and Preventative Health Services Deputy Health Officer, assists in the planning, management and evaluation of the overall day-to-day operations of the personal and preventative clinical health programs and services as assigned, to include but not limited to Immunization, Immunization Action Plan (IAP), Communicable Disease (CD), Sexually Transmitted Disease (STD) including HIV and AIDS. Ensures the efficient delivery of program services by providing mentorship, supervision, and technical assistance to assigned staff. Promotes population health in Jackson County by ensuring systematic analysis of health data, coalition building, collaboration with community partners, and client advocacy. Key functions include but are not limited to:
1. Coordinates the delivery of services to assure a high quality of professional service, maintenance of health standards, and monitors performance in relation to goals and objectives.
2. Supervises assigned staff and assures their professional development through continuing education, training and leadership development activities.
3. Collect, input and analyze statistical data for program planning, reporting and evaluation.
4. Monitors disease reporting and assures reporting timelines are met.
5. Interviews, reviews, and evaluates professional and support staff performance and training. Makes recommendations regarding personnel such as hires, transfers, and disciplinary actions.
6. Facilitates program staff meetings. Participates/coordinates attendance in state mandated trainings and program staff meetings.
7. Fosters a work environment where continuous quality improvement and professional practice are pursued. Supports and promotes the departments’ vision, mission, and core values.
8. Coordinates assigned employee work schedules to ensure adequate staffing and maintenance of professional cross training between programs. Reviews and approves personnel time reports and requests for time off.
9. Directs the evaluation and maintenance of proper documentation for services rendered, as required by the Michigan Department of Health and Human Services and other funding agencies. Works with the PPHS Deputy Health Officer to assure that minimum program requirements are met through the state accreditation process. Ensures compliance with reporting and regulatory requirements. Reviews activity reports and health records prepared by nursing staff.
10. Serves as liaison with various local and state agencies concerning the programs under their coordination. Regularly confers with other public health representatives to resolve problems of mutual concern and eliminate any duplication of efforts.
11. Coordinates and/or participates in locally identified coalition/collaborative efforts to increase efforts to promote public health in Jackson County.
12. Represents the department to the public, speaking to community groups, explaining health concern matters, and encouraging support for programs.
13. Reviews literature and attends conferences and seminars to keep current on new practices and methods in the public health nursing field as well as nursing standards and regulations, program updates and funding opportunities and new strategies for assigned program areas. Collaborates in the creation of assigned program policies and procedures based on evidence-based and best practice approaches.
14. Addresses the media to provide overview and promotion of public health and public health services in coordination with the PPHS team, Deputy Health Officers, and Health Officer.
15. Provides technical guidance and assistance to professional staff, community professionals, public agencies, and private citizens on personal and preventative health services.
16. Provide direct education/data entry when necessary to support programmatic needs
17. Assists PPHS Deputy Health Officer in monitoring and overseeing budget activity for assigned programs, including recommending modifications when needed.
18. Assumes responsibility for own professional growth and development by pursuing education and participation in professional committees and work groups.
QUALIFICATIONS:
Education: Possession of a Bachelor’s Degree in Nursing.
Experience:
- Required: A minimum of three to five years in professional nursing.
- Preferred: Two years of supervisory/management experience. Knowledge related to administration of immunizations, communicable disease monitoring, and/or sexually transmitted disease screening/treatment. Basic understanding of community health care systems and resources.
Other Requirements: Possession of a current license to practice as a Registered Nurse in the State of Michigan. Possession of a valid Michigan Driver’s license.
Relevant Skills/Specialized Equipment Knowledge:
- Basic office equipment such as telephone, photocopier, FAX, etc.
- Computer programs including Microsoft Office. MCIR and/or EPIC experience a plus.
- Ability to manage multiple tasks and deadlines.
- Ability to effectively communicate with individuals of various education levels.
- Effective conflict resolution abilities and the ability to be solution orientated.
- Effective public speaking skills.
- Ability to respond after hours for emergency preparedness coordination
