JOB SUMMARY
Under the general supervision of the Sr. Director of Housing & Peer Services, the Code Blue Manager will engage with homeless individuals to coordinate temporary housing to our facility. The schedule must be flexible; some shift coverage and on call coverage will be required to meet the needs of the program. The Code Blue Manager will also be responsible for hiring staff and community outreach for volunteers to help staffing needs and self service meal coordination. The Code Blue facility will be open every evening that reaches 32 degrees or less from November 1 to April 15, from 5 p.m. to 7 a.m.
ESSENTIAL FUNCTIONS:
- Manage efforts of the staff and Volunteers for the Code Blue Facility.
- Coordinate schedule, staff, filling in for shift coverage dependent upon the needs of the facility. Some on call.
- Coordinate self-serve meals and drinks for overnight guests. Keep continuous stock on hand.
- Promote the Code Blue Center throughout the County
- Collect demographic data upon guests arrival, and provide resources available in the County upon their departure. Prepare reports as necessary for Funders..
- Helps with scheduling and community calendar upkeep. This may include emergency shift coverage.
- Determine staffing requirements, assist interview, hire and training new employees, or oversee personnel processes. Review turnovers to maintain Agency standards and assist with Performance Appraisals.
- Helps with training of new and current staff as needed.
- Maintains inventory of supplies and prepares purchase orders for needed items.
- Supervisory responsibilities as assigned by Sr. Director of Housing & Peer Services including timecard and time off approvals.
- Helps oversee all services as provided with the Code Blue facility.
- Facilitate outreach within the community and work directly with staff on continued community support.
- Responsible for building and maintaining referral relationships that facilitate guest stay at a sufficient capacity to support the fiscal needs of the program.
- Maintains vehicle and facility maintenance as needed.
ADDITIONAL RESPONSIBILITIES: Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
This position does have direct supervisory responsibility for the employees of the Code Blue facility, including Warming Staff. This position may be required to coordinate the collection or distribution of information to/from various individuals/positions within the Agency.

TECHNOLOGY, EQUIPMENT OR TOOLS:
Microsoft Office skills including Excel, Word and Outlook. Evidence of skills demonstrated by the ability to perform all of the basic functions within each program; including but not limited to maintaining a calendar, sending e-mail, creating letters as well as the ability to create and edit workbooks. Electronic Medical Record skills required.
General office equipment is used including fax machine, computer and phone system.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. May occasionally lift up to (50) fifty pounds without mechanical assistance. Work involves sitting, driving, and ambulating from task to task. EDUCATION & EXPERIENCE:
- High School Diploma/GED, a minimum of three years experience providing direct service to high risk/need individuals in the community and a minimum of one year of supervisory experience required,
- Demonstrated experience with and knowledge of the New York State public mental health and substance use system. Lived experience with the mental health system and homelessness, preferred.
- Demonstrated knowledge of advocacy, self-help and empowerment programs for recipients of mental health, homelessness and substance use services. Prior experience in homelessness is preferred.
- Knowledge and understanding of HIPAA Law.
- Knowledge in tracking daily data in an Electronic Data Base System
- Ability to convey a message of hope and recovery for people with psychiatric disabilities.
- Ability to complete basic documentation requirements regarding work activities. Solid written and oral skills, knowledge of Microsoft Office Suite and internet/email access, preferred
- Delineate behaviors behind values of critical care and recovery preferred
- Completion of a peer advocacy training program or related certification is preferred. Academy of Peer Services Certification must be completed within the employees first month in this position if the employee is not currently certified.
- Must have own vehicle, clean driving record and adequate automobile insurance coverage
- Flexible schedule; work hours include evening, weekends and holidays. Some on call.
- Must reside in the service county.
KNOWLEDGE, SKILLS & ABILITIES:
Must possess advocacy skills; attention to detail; effective communication, writing and documentation skills.
Ability to take direction and follow-through on assignments both independently and with limited supervision.
Must have an understanding and working knowledge of confidentiality laws regarding recipient's records and personal/health information. HIPAA.
Ability to demonstrate understanding of community services.
Must be proficient in MS Word/Excel, internet and e-mail.

Wage Range: $30.00 - $35.00 per hour year round position
