Supervises and evaluates assigned staff; handles employee concerns, directs work assignments, maintains crew schedules, assigns equipment, counsels and disciplines employees when necessary, participates in the hiring process, and completes employee performance appraisals.
Responsible for supervising detention officers.
Responsible for the planning and tracking of capital improvement projects managed by the Department; develops regular reports that summarize expenditures, current encumbrances, and planned future liabilities for each improvement project.
Performs various skilled functions and general building maintenance tasks (e.g., plumbing, electrical, heating and air conditioning maintenance/repair, carpentry, masonry and block work, flooring installation and maintenance, painting, general cleaning, etc.).
Prioritizes work orders and establishes preventive maintenance schedule.
Performs various grounds keeping tasks.
Operates various machinery, equipment and tools associated with carpentry, plumbing, electrical, grounds maintenance, construction, and general maintenance projects; performs general and preventive maintenance as needed.
Installs, repairs, and replaces security fixtures/hardware, light fixtures, door locking devices, gates and closing devices, laundry and kitchen equipment, and lawn maintenance equipment, etc.
Maintains fire alarm systems; maintains jail furnishings and inmate recreational equipment.
Tests machinery, equipment, systems, etc., for proper operations; ensures that the electromechanical doors are working properly throughout the facility.
Maintains inventory of departmental supplies; initiates orders for new or replacement materials.
Performs various rough and finish carpentry tasks such as building cabinets and shelves, clearing out offices and buildings, hanging doors, and repairing furniture.
Responds to calls for emergency service on a twenty-four hour basis.
Prepares and/or receives various forms, reports, and other documents; processes and forwards as appropriate.
Communicates via telephone and/or two-way radio; provides information; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
Responds to routine requests for information from officials, employees, members of the staff, and the public.
Provides direction and guidance to assigned inmate workers; assigns work and directs work activities.
Performs other related duties as required.

Knowledge of departmental policies and procedures, of repair and maintenance techniques for building systems and equipment, and of other procedures and methods as required in the performance of duties.
Knowledge of construction, mechanics, carpentry, electrical, plumbing, masonry and other trades as they relate to the position.
Knowledge and ability to operate various machinery, equipment and tools associated with carpentry, plumbing, electrical systems, grounds maintenance, construction, and general maintenance projects.
Knowledge to read blueprints and electrical schematics.
Ability to communicate effectively with supervisors and other staff members.

Ability to handle required mathematical calculations.

Ability to operate various office equipment including a computer, printer, typewriter, calculator, copier, facsimile machine, and telephone.
Ability to plan, organize, and prioritize daily assignments and work activities.
Ability to function independently with minimal instruction from supervisor.
Ability to use judgment in interpreting data obtained from reports, work logs, surveys, work samples, and personal interviews, in maintaining standards, and in addressing problems.
(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment associated with carpentry, plumbing, electrical systems, grounds maintenance, construction, general maintenance projects, two-way radio and telephone. Must be able to use body members to work, move or carry objects or materials. This position requires: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion. Must be able to exert over 100 pounds of force occasionally, and/or up to 50 of force frequently. Physical demand requirements are at levels of those for very heavy work.
DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
INTERPERSONAL COMMUNICATION: Requires the ability to hear, speak and/or signal people to convey or exchange information. Includes giving/receiving assignments and/or directions to/from co-workers, assistants or supervisors.
LANGUAGE ABILITY: Requires ability to read a variety of informational documentation, blueprints, HVAC schematics, control panel wiring diagrams, electrical wiring diagrams, directions, instructions, methods and procedures. Requires the ability to prepare letters, reports, forms, payroll sheets, purchase orders and spreadsheets using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to individuals and/or groups of people with poise, voice control, and confidence.
INTELLIGENCE: Requires the ability to learn and understand basic principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.
VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative, technical or professional languages including constructions, carpentry, plumbing, electrical systems, and general maintenance terminology.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages; perform calculations involving variables.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with a variety of machinery, equipment, tools and automated office equipment, including a computer, printer, calculator, two-way radio, and telephone.
MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using office equipment. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as automated equipment, office supplies, computer supplies, chemicals, hand and electrical tools. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have moderate levels of eye/hand/foot coordination.
COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under high stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone and two-way radio.
