Why you’ll love this position: The Rural Healthcare Transformation Office (RHTO) Grant Fiscal Manager for the Rural Health Transformation Program (RHTP) will serve as the primary steward of financial integrity, grant administration, and procurement operations for Missouri's RHTP. Reporting directly to the RHTP Director, this role will serve as a core leader within the newly established Rural Healthcare Transformation Office. The RHTO is Missouri's central coordinating team, responsible for driving strategy, governance, performance management, and capability building across the five-year, $500M–$1B program.
The RHTO Grant Fiscal Manager will orchestrate the program's fiscal operations to ensure transparency, solvency, and operational speed. This role will lead budget development, financial monitoring, and fund distribution while ensuring compliance with state and federal requirements. It will also oversee end-to-end grant and vendor management, coordinating across stakeholders within and outside of state government.
Responsibilities - What you’ll do
- Serve as the strategic fiscal architect for the program, advising the RHTP Director on capital allocation and financial planning.
- Lead the development of the annual RHTP operating budget, including partnering with RHTO Program Managers to shape financial plans by initiative.
- Monitor actual spending against budget targets, conducting detailed analysis to ensure fiscal compliance.
- Oversee end-to-end sub-grant administration, monitoring grantee compliance with applicable state and federal requirements (e.g., regular coordination with vendor, review of vendor performance, escalation of issues, etc.).
- Oversee Grant Management Vendor to ensure effective grant administration and sound financial tracking across all pillars.
- Oversee the distribution of funds to grantees and contracted vendors.
- Prepare financial reports for state and federal government stakeholders (e.g., CMS).
- Maintain audit-readiness and lead the response to internal or external fiscal audits.
- Coordinate with state agencies (e.g., DFAS, OA Procurement) to facilitate vendor selection, approval, and onboarding.
- Support vendor sourcing, including developing RFPs, reviewing vendor proposals, evaluating and deciding on proposals.
- Manage day-to-day vendor contracts, operations, and overall compliance.
- Supervise the Grant Fiscal Analyst, directing day-to-day fiscal operations, compliance monitoring, and financial reporting support.

Qualifications - All you need for success
Minimum Qualifications:
- Bachelor’s degree, 7 years of relevant experience, preferably in government procurement, contract administration, grant management, financial management, accounting, or auditing.
- Strong working knowledge of state and federal fiscal compliance requirements.
- Proven ability to manage complex budgets.
Preferred Qualifications:
- Prior experience working within a state agency or managing federal funding streams (e.g., Medicaid, ARPA).
- Experience utilizing statewide Enterprise Resource Planning (ERP) financial systems (e.g., Oracle, SAP, Workday) or specialized grant management software.
- Demonstrated experience serving as the primary lead for external financial audits or fiscal reviews.
- Proven understanding of the full procurement lifecycle, from drafting Requests for Proposals (RFPs) to contract negotiation and vendor performance monitoring.
- Professional certification such as CPA (Certified Public Accountant), CMA (Certified Management Accountant), CPPO (Certified Public Procurement Officer), or Certified Grant Management Specialist (CGMS).
