Full Job Description

Job Title: HR GENERALIST 1: EMPLOYMENT, HRIS AND GENERAL SUPPORT

Department: Human Resources

Reports To: Director of Human Resources

Directs Work Of: NA

FLSA Status: Non-Exempt

EEO-4 Classification: Para-professional

Effective Dates: 1/1/2020; Rev. 3.3.22

Normal Schedule: Day shift Full-time; Monday through Friday

Education/Experience

Requires a minimum of an associate’s degree in human resources, business administration, or closely related field; OR an Associate’s degree in human resources, business administration, or closely related field and a minimum of 3 years of recent, full-time experience in a human resources function utilizing basic knowledge of employment laws and in providing recruitment and on-boarding services. Prior experience in effectively utilizing HRIS and ATS programs strongly preferred. Must demonstrate proficient knowledge of utilizing social media and online websites for communicating recruitment/marketing/promotion. Equivalent education/skills/experience/training may be considered.

Position Summary

Provides professional and administrative-level support to all functional areas of the Human Resources department, with a primary focus on recruitment and onboarding of all City personnel, and the management of employee records/HRIS. The incumbent has specific responsibilities to fully manage the City’s seasonal staffing needs for recruiting, hiring and on-boarding processes. Additionally, the incumbent provides professional and administrative support to all areas of the HR department including benefits, compensation, HRIS, performance management, training, personnel record maintenance, wellness and safety.

Essential Duties and Responsibilities
include the following, though other duties may be assigned:

Administers the full-cycle of recruitment for the City’s seasonal positions and assists with regular position hires as requested/assigned. Works with appropriate HR staff and Hiring Managers to appropriately plan for filling seasonal/assigned positions. Ensures the appropriate sourcing, advertising, and posting of all open positions utilizing the City’s ATS and appropriate on-line/social media venues, schedules, coordinates and conducts interviews, provides appropriate applicant communications, coordinates and verifies pre-employment drug screenings and background checks, keeps hiring manager apprised of status of open position, and coordinates seasonal new hire offers with hiring manager. Seeks out appropriate direct recruiting opportunities; assists with scheduling, attending, and managing job fairs.

Schedules, conducts and coordinates seasonal employee orientations and onboarding. Meets with employees, conducts new-hire orientation, and coordinates onboarding activities with other departments/individuals as needed. Creates employee ID cards.

Enters, updates and records seasonal employee data in the department’s HRIS. Verifies with payroll that required new hire information has been received and processed. Assists other department staff in ensuring all employee HRIS records are current and accurate. Assists department staff with recording, reporting, and maintaining appropriate and accurate records for employment-related federal and state compliance (I-9s, EEO, etc.). Creates and runs various departmental and legal compliance reports.

Composes and manages various HR communications including promotion/advertising brochures/pamphlets for print and electronic distribution; the City-wide text messaging system; HR monthly newsletter and marketing materials for job boards, social media and job fairs.

Assists department staff with various professional and administrative tasks in all areas of HR management including: recruiting, employment, benefits, compensation, employee communications/newsletter, performance management, training, safety, wellness and record maintenance.

Contributes to the HR department's positive “customer service” experience by promptly and appropriately addressing applicant and employee inquiries in person, via phone or email communications. Performs other related duties as required and assigned.

Computer Skills

Proficient working knowledge of HRIS, ATS, Microsoft Word, Excel, Outlook email, and Contact management. Working knowledge of utilizing various social media for business promotion/recruitment.

Other Skills and Abilities

Operate common office equipment, telephone, PC, calculator, copy machines, printers, faxes, etc. Must have a valid driver’s license and access to a personal vehicle for traveling to/from off-site job fairs and related recruitment events.
