Travel Pay Packages: $1,800 - $2,400 gross weekly. Each package is a taxable hourly wage plus non-taxable housing and meal stipends. On our standard structure that nets out comparable to a fully taxed role paying roughly $58 to $82 per hour. Stipend eligibility depends on maintaining a qualifying tax home under IRS rules, and we confirm your eligibility in writing before you sign.
Local Pay Packages: $45 - $60 per hour, for teachers living within 50 miles of the assignment. Fully taxed, no stipend, no duplicate housing to maintain.
Sevn Workforce Solutions is hiring in-person Special Education Teachers for Pennsylvania districts and Intermediate Units for the 2026-2027 school year. Pennsylvania has formally designated special education a shortage area and is covering those classrooms with emergency permits at a higher rate than any other subject. That is a district telling you, on the record, that it needs you.
Where We Place Special Education Teachers in Pennsylvania
- Greater Philadelphia and the collar counties - Philadelphia plus Bucks, Chester, Delaware, and Montgomery, served by IU 22, 23, 24, 25, and 26.
- Greater Pittsburgh - Pittsburgh Public Schools plus the 42 suburban districts under Allegheny Intermediate Unit 3.
- Lehigh Valley - Allentown, Bethlehem, and Easton, served by Carbon Lehigh IU 21 and Colonial IU 20.

A Pennsylvania note if you are coming from out of state: a large share of special education programming here sits with the 29 Intermediate Units rather than with an individual district, particularly life skills, autistic support, multiple disabilities support, and emotional support classrooms.
Why Pennsylvania Districts Are Paying a Premium
The Pennsylvania Department of Education's December 2025 Educator Workforce Report designates Special Education PK-12 a shortage area at 1,990 FTE, the second-largest shortage area in the state by full-time equivalent. Entering the 2024-2025 year, Special Education Resource PreK-12 was the single highest-vacancy subject area in Pennsylvania at 264 vacancies, followed by life skills, autistic support, and multiple disabilities support at 224, and special education elementary at 195. Statewide, roughly half of all districts reported at least one vacancy and more than 3,300 vacancies were open. Independent research found special education had the highest emergency permit rate of any subject area in 2023-2024.
The Role
We staff the full range of special education assignments:
- Resource room and pull-out service delivery
- Co-taught and inclusion models in general education classrooms
- Self-contained programs, including life skills, structured learning, and low-incidence classrooms
- Caseload management, IEP writing, progress monitoring, and participation in eligibility and annual review meetings
- Collaboration with general education teachers, paraeducators, related service providers, and families

Pennsylvania Certification - One of the Friendlier States for Out-of-State Teachers
- What you need: the Pennsylvania Department of Education Special Education PK-12 certificate. This is the certificate PDE has issued to new special education candidates since January 2022, it covers ages 3 through 21, and unlike the older grade-banded certificates it does not require a companion content-area certificate. A bachelor's degree is sufficient for Level I. No master's is required.
- The out-of-state fast lane, and it is a good one: if you hold an active professional-level out-of-state certificate comparable to the Pennsylvania certificate and have two years of successful experience in that area, Pennsylvania can waive testing entirely. You show the comparable certificate, the completed preparation program, the content tests you already passed in your certifying state, and two recent years of verified experience.
- National Board certified? Pennsylvania issues at Level II under that route and does not require the certification tests.
- If the certificate is still in process: a district or Intermediate Unit that cannot fill a position can request an Emergency Permit. Note that only the hiring district or IU can request it, not a staffing agency, so we coordinate it with them on your behalf rather than promising it ourselves.
- Applications are filed through TIMS, the state's Teacher Information Management System. We prepare and submit it.
If you are an experienced special education teacher licensed in another state, Pennsylvania is one of the shortest credentialing paths in the country. Most people do not know that.
Requirements
- Bachelor's degree or higher from an accredited institution
- PDE Special Education PK-12 certificate, or a comparable active out-of-state certificate with two years of experience in the area. We assist with the TIMS application.
- Prior special education classroom experience preferred
- Experience writing and implementing IEPs
- Act 34, Act 151, and FBI clearances (we walk you through these)
- In-person service delivery required
The 50-Mile Rule (You May Already Qualify)
You do not have to cross state lines to earn travel pay. If an assignment is more than 50 miles from your permanent residence, you may qualify as a traveler and become eligible for the non-taxable stipends that make these packages work. That could mean three states away, or two hours from home inside Pennsylvania. Plenty of our teachers travel in-state and come home on weekends.
Within 50 miles of the assignment? You would work it as a local contract at a strong hourly rate instead. We will walk you through which path fits you and confirm your stipend eligibility in writing before you sign anything.
