Summary

This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Field Organization, Plains Area (PA), National Bio and Agro-Defense Facility (NBAF), Manhattan, KS.

In this position, you will be an integral member of the Administrative Office and the location staff performing a variety of administrative responsibilities including Human Resources Management and Travel.

Duties

Serves as the point of contact and provides human resources management support to the Administrative Office and location staff.
Provides guidance and information on various human resources operations and problems.
Drafts and processes all travel requests which includes establishing a federal travel system account, scheduling transportation, making room reservations, preparing travel authorizations and itineraries.
Coordinates with the unit personnel to initiate a travel request which includes establishing a federal travel system account, scheduling transportation, making room reservations, preparing travel authorizations and itineraries.
Monitors and maintains records for required annual employee training sessions.
Conducts new employee orientations and ensure employees complete required onboarding paperwork and mandatory trainings.

As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period unless previous federal service is creditable.

The health status of personnel is monitored periodically using biologic and serologic tests and physical examinations.
Immunizations may be required.
Restrictions against contact with birds and livestock outside the laboratory may apply after entering high security animal facilities that are working with disease agents foreign to the United States.

GS-05: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. Qualifying experience for GS-05 includes one year of specialized experience comparable to GS-04 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with human resources action requests for accuracy and completeness; answering phone calls and directing them to the appropriate offices.

Education: Successful completion of four years above high-school in any field for which high school graduation or the equivalent is the normal prerequisite.

Combination of specialized experience and education.

GS-06: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. Qualifying experience for GS-06 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with managing human resources action requests for accuracy and completeness; process training requests, coordinates travel requests, and maintains records for annual review.

GS-07: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing human resources action requests for accuracy and completeness; process training requests, coordinates travel requests, and maintains internal records for annual review, presenting orientation and coordinating with supervisor on determining various types of appointments required to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
