Full Job Description

Position Summary

The Human Resources Manager is responsible for managing the day-to-day delivery of human resources services and ensuring consistent administration of HR policies, procedures, and programs. This role manages talent acquisition and onboarding, employee relations, compensation and benefits administration, payroll coordination, compliance, performance management, HR technology, employee engagement, and employee development activities. The Human Resources Manager works closely with department managers and employees to provide responsive HR support, maintain accurate records, promote a positive workplace culture, and ensure HR processes are completed accurately and on time.

Essential Duties and Responsibilities

· Advise and support department managers and employees on human resources policies, procedures, and employee relations matters.

· Administer and maintain human resources policies, procedures, and programs, coordinating annual reviews and ensuring consistent application and regulatory compliance.

· Manage day-to-day talent acquisition activities, including job postings, applicant tracking, candidate screening, interview coordination, background checks, drug screening, E-Verify, and onboarding.

· Coordinate performance management processes, including goal setting, 90-day and annual reviews, job description updates, performance documentation, and compensation change processing.

· Monitor HR-related expenses and identify practical opportunities to improve efficiency in recruiting, benefits administration, and employee programs.

· Administer compensation and benefits programs, process employee changes, support benefit enrollment, and respond to employee questions.

· Coordinate with benefit brokers and insurance carriers on enrollments, renewals, employee communications, invoice reconciliation, and benefit education.

· Manage employee relations matters, conduct workplace investigations, support managers with corrective action and performance concerns, and ensure fair and consistent application of policies.

· Administer the HRIS, coordinate payroll processes, maintain personnel files and confidential records, and support HR technology systems to ensure accurate and timely processing.

· Coordinate and deliver training related to HR procedures, workplace policies, compliance requirements, and HR systems.

· Collaborate with Accounting, Quality Improvement, Operations, and other departments to support accurate payroll, reporting, compliance, and day-to-day service delivery.

· Conduct employee transfer, stay, and exit interviews; track workforce data; prepare routine reports; and escalate trends or concerns as appropriate.

· Supervise, train, and support HR staff; assign work; monitor deadlines; and ensure consistent service delivery.

· Participate in Management, HIPAA, Quality Improvement, and other assigned committees, and coordinate wellness and employee engagement activities.

· Maintain employment-related content for the organization's website, social media, and internal communications as assigned.

· Perform other duties and special projects as assigned.

Requirements

· Ability to maintain an annual HR work plan and calendar to ensure recurring HR activities, deadlines, and compliance requirements are completed on time.

· Working knowledge of federal, state, and local employment compliance requirements and the ability to complete required activities and reports accurately and on time.

· Demonstrated ability to provide responsive HR service, resolve issues promptly, and communicate effectively.

· Experience maintaining accurate HR, payroll, and personnel records with strong confidentiality and data integrity practices.

· Experience improving the consistency and timeliness of recruiting, onboarding, employee relations, and other HR services through ongoing process improvement.

· Ability to coach and train managers on HR policies, performance documentation, and employee relations practices.

· Ability to maintain clear, documented, and repeatable HR procedures that support accurate and consistent service delivery.

Qualifications

· Bachelor’s degree in Human Resources, Business Administration, Management, or a related field; equivalent professional experience may be considered.

· At least five years of progressively responsible human resources experience.

· Previous experience supervising or coordinating the work of HR team members is preferred.

· Working knowledge of federal, state, and local employment laws and regulations, including FLSA, ADA, FMLA, EEO, HIPAA, OSHA, COBRA, and ACA requirements.

· Experience with employee relations, workplace investigations, performance management, corrective action, and policy administration.

· Hands-on experience with HRIS administration, payroll coordination, employee records, benefits administration, and HR reporting.

· Experience managing recruitment, selection, onboarding, and new-hire compliance processes.

· Strong communication, organizational, documentation, and problem-solving skills.

· Ability to handle confidential and sensitive information with discretion and professionalism.

· Strong attention to detail and the ability to manage multiple deadlines and priorities.
