Fulll time position with the Housing & Community Development Department, Minor Home Repair Division
Location: 414 E 12th St
Salary Range: $23.98 per hour
Schedule: Monday–Friday, 8:00 a.m.–5:00 p.m. with possible work outside of normal hours and weekends

Responsibilities

What you’ll do
Assess single-family homes to identify rehabilitation needs so properties meet safety, habitability, and program standards.
Inspect rehabilitation work in progress and at completion to ensure contractors meet approved specifications and protect public funds.
Develop clear cost estimates that include both hard and soft costs, helping projects stay financially sound and on schedule.
Problem-solve complex cases by creating practical, sustainable solutions when standard approaches don’t fit the situation.
Communicate directly with applicants and residents by phone and in person to explain services, address concerns, and resolve complaints.
Keep the Program Manager informed by briefing project status, risks, and progress in relation to program goals.
What success looks like
Homes pass inspections and meet rehabilitation standards with minimal rework.
Cost estimates are accurate, defensible, and aligned with program guidelines.
Applicants feel informed, respected, and supported throughout the process.
Complex cases are resolved efficiently and in compliance with department policies.
Program leadership has clear visibility into project status and outcomes.

What you’ll bring
Ability to evaluate residential properties and identify rehabilitation or repair needs.
Experience conducting inspections or reviewing construction or contract work.
Skill in preparing or reviewing cost estimates, including materials and related fees.
Strong communication skills for working with residents, contractors, and internal staff.
Sound judgment and the ability to resolve complaints and cases using established guidelines.
Comfort managing multiple cases while documenting work accurately and consistently.
Skills and practical experience matter more than specific credentials. Training and program knowledge can be built over time.

Qualifications

REQUIRES
An accredited Bachelor's degree in construction management, construction technology, sociology, engineering, architecture, energy conservation or a related field and 1 year of progressively responsible related experience in the applicable specialty;
OR an equivalent combination of qualifying education and experience.
Must possess a valid state-issued driver’s license in accordance with the City of KCMO policies.
Must pass a pre-employment drug screen and post-offer physical examination as prescribed by the City.
Must possess and maintain either a building analyst certification as awarded by the Building Performance Institute as recognized by Department of Natural Resources within 24 months of hire or a lead occupational license for risk accessor from the State of Missouri Department of Health within 3 months of hire date.

For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.

Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
