General Description
Provides advanced, professional-level human resources services in support of agency operations. This position partners with management to address complex employee relations issues, interpret and apply employment laws and collective bargaining agreements, and develop HR strategies that support organizational effectiveness and compliance.
Essential Functions
1. Provide professional human resources consultation and support to agency managers and supervisors
2. Serve as an HR resource to employees
3. Administer HR programs and ensure regulatory compliance
4. Support human resources operations and process improvement initiatives
5. Protect customers and reduce agency risk
6. Deliver responsive, professional service to internal and external customers

Job-Specific Knowledge, Skills, and Abilities

The Senior Human Resources Analyst demonstrates the following:

Comprehensive knowledge of human resources principles and practices, including recruitment, classification and compensation, training and development, labor relations, and HR information systems
Working knowledge of federal, state, and local employment laws and regulations, including the ability to interpret and apply new statutory and regulatory requirements
Ability to interpret and apply collective bargaining agreements, agency policies, and procedures, and provide guidance to employees and management
Skill in policy development, analysis, and implementation, including researching complex issues and drafting clear, effective written materials
Strong analytical, research, and problem-solving skills, with the ability to evaluate information and make sound, well-supported recommendations
Advanced communication and interpersonal skills, including the ability to facilitate discussions, resolve conflict, and build effective working relationships across all levels of the organization
Ability to handle confidential and sensitive information with discretion and professionalism
Knowledge of organizational behavior and employee engagement strategies to support performance, collaboration, and workplace effectiveness
Ability to work independently and manage multiple priorities, while maintaining accuracy, attention to detail, and follow through
Proficiency in HR-related technology and systems, including HRIS platforms, databases, and standard business software (e.g., spreadsheets, word processing, and data tracking tools)
Ability to learn and apply agency specific systems and processes, ensuring accurate and timely data entry and reporting
General understanding of agency programs and services to support alignment between HR practices and organizational needs

Communicate effectively, both verbally and in writing, with a variety of audiences

Minimum Qualifications
A qualified applicant will have a minimum of five (5) years of equivalent combination of education and/or experience in human resources which demonstrates the knowledge, skills and abilities required. The following qualifications will be considered as meeting the minimum requirements of the position:

Bachelor’s degree in human resources or related field of study
Work experience in a human resource role
Experience working with unions a plus
Successful completion of a background check and ability to meet requirements as an Authorized Designee

Work Environment and Physical Demands

Senior Human Resources Analyst typically works in an office environment. They must be able to:

Use a computer, telephone, and other office equipment
Tolerate and be able to work where the noise level is that of a typical office
Travel to community sites and agency offices (in an agency or personal vehicle)
Encounter frequent interruptions throughout the workday
Use repetitive hand motions
Handle objects and sustain a sense of touch
Stand, walk, reach, and bend
Lift up to 25 pounds

Fieldwork requires frequent travel to community sites and agency offices including occasional overnight stay. This position requires driving an Agency car or employee car, carrying and using a laptop computer.

Office work will be conducted using general office equipment, includes substantial sitting and is performed primarily in a cubicle environment, with noise and interruptions, being on phones and working at a computer.
